HomeMy WebLinkAboutRes 0596 - Interlocal Agreement - Grant for Preliminary Engineering for Grady Way Bridge ATTEST: CITY OF UKWI WASHINGTON RESOLUTION NO 596 A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING THE MAYOR TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE CITY OF RENTON TO APPLY FOR A GRANT TO COVER PRELIMINARY ENGINEERING FOR GRADY WAY BRIDGE. WHEREAS, the Grady Way Bridge is the responsibility of both the City of Tukwila and the City of Renton, and WHEREAS, concern has been raised over this structure and its life span, and WHEREAS, it has been determined that the Grady Way Bridge is eligible for funding; NOW, THEREFORE, the City Council of the City of Tukwila, Washington, does resolve as follows: The Mayor is hereby authorized to execute an inter local agreement with the City of Renton to apply for a grant to cover preliminary engineering for replacement of the Grady Way Bridge. Mayor G COUNCIL ACTION MEETING I AGENDA A G R E E M E N T CAG 060 -77 THIS AGREEMENT, made and entered into this 7 day of (7)(?/nl"9,e' 1977 between the City of Renton and the City of Tukwila, pursuant to the Local Inter Governmental Cooperation Act. WHEREAS both the City of Renton and the City of Tukwila are planning to participate in an Improvement of the SW Grady Way Bridge, involving the replacement of the existing bridge by a new 2 -lane structure (adapted for eventual addition of a third and fourth lane), hereinafter called "this Improvement," as authorized by City of Renton Resolution 112132 dated 22nd day of August, 1977 and in City of Tukwila Resolution #596 dated 18th day of July 1977, and WHEREAS the Improvement is located partially within the Cities of Renton and Tukwila, and WHEREAS this Improvement is listed in the City of Renton Six Year Urban Arterial Construction Program and in the City of Tukwila Six Year Urban Arterial Construction Program, for the period from 1978 to 1983, and WHEREAS the City of Renton and the City of Tukwila have each included in their respective 1978 budgets an amount intended to be spent on the design phases of this Improvement, and WHEREAS it is considered that this Improvement will be of benefit to the citizens of both the Cities involved, and WHEREAS the State Highway Department has advised the City of Renton that Federal Bridge Replacement Funds are available for authorization to accomplish the first phase of this project, i.e. Preliminary Engineering including P.S. E. development, with further funding for construction also potentially being available dependent upon first phase progress and the status of the Bridge Replacement Fund, and WHEREAS the City of Renton and the City of Tukwila recognize that an early start on the design of this Improvement is necessary in order to comply with the application procedures for Federal Aid Funds which will be submitted on a Joint Agency basis, NOW, THEREFORE, IT IS MUTUALLY AGREED AS FOLLOWS: I The City of Renton and the City of Tukwila will work together to develop a ioijoint pr: ply _t to acc:, h this Ir�.pro`:et'ent. All related prospectus sub= teals, s abree:aents, contracts and permit applications will be subject to joint review, approval and signature procedures. II The City of Renton will administer the project, but both Cities will allocate manpower as needed to accomplish each phase on a cooperative basis. These direct labor costs will be excluded from the expense sharing arrangement as detailed in Paragraph IV, except that some Construction Engineering costs may be eligible for inclusion as Federal Aid participation costs. The Public Works Director of the City of Renton and the Public Works Director of the City of Tukwila are hereby designated as the representatives authorized to administer this Agreement. They, in turn, will appoint a Project Engineer in their respective Public Works Organization to coordinate project work activities. Every effort will be made to respond to each project related issue within thirty days of submittal by either City, and any delays longer than this thirty -day period will be subject to mutual agreement. III Development of the project will be in four (4) phases, as follows: (a) Preparation of a Project Prospectus for Phase One. (b) Preparation of a "Request for Consulting Engineering Proposal," itemizing all data which would be supplied to the Consultant by the Cities and all work items which would be performed by the Consultant; screening of Consulting Engineer qualifications and availability to establish a listing of suitable prospective Consultants, and review of subsequent Proposals as received from Consultants with eventual selection and awarding of contract to the Engineering firm which is mutually deemed to be best qualified. (c) Coordination with Consultant during the Preliminary Design and Final P.S. E. Phase, followed by joint review and approval of the Design and of Contract Plans, Specifications and Cost Estimate. (Applicable Environmental Impact Review action will be taken in conjunction with this phase.) (d) The Construction Phase of the project will be handled in the following manner, subject to authorization of Federal Bridge Replacement Funding for Phase Two construction: The City of Renton will advertise for bids; both Cities will jointly review bids and approve the contract award; inspection of the construction activities will be accomplished through the ce mated efforts of the two Gibe?, and the Cir.y of Renton will rr: the Contractor's payment 5 1"i.,'1 1 a_ for joint' .c 2 Iv Based on the length of the existing bridge structure located in each city, the City of Renton will pay 53% and the City of Tukwila will pay 47% of the incurred expenses which are chargeable to those Local Funds established by each City to match Federal Funds. Such expenses will include, but will not be limited to, the anticipated matching ratio of 25% of eligible project costs, with Federal Bridge Replacement Fund participation being 75%. As an administra- tion function, the City of Renton will establish budgetary accounts to handle the various project payments, other than direct labor costs, and will sub- sequently submit Progress Billings to the City of Tukwila for the 47% pro -rata reimbursement. The City of Tukwila will pay such Progress Billings within thirty days of receipt. v Each City will arrange for adequate Insurance including coverage for liability and property damage in connection with this Improvement.
