HomeMy WebLinkAboutRes 0602 - Joint Project CDBG Block Grant for Weatherization ProgramCITY OF TUKWILT RESOLUTION NO 602 A RESOLUTION OF THE TUKWILA CITY COUNCIL RE- LATING TO A JOINT PROJECT FUNDS APPLICATION WITH KING COUNTY AND OTHER CONSORTIUM CITIES FOR A'WEATHERIZATION PROGRAM" UNDER THE HOUS- ING AND COMMUNITY DEVELOPMEMT BLOCK GRANT PROGRAM IN PROGRAM YEAR 4. WHEREAS, The City has low income persons that could benefit from this program, and; WHEREAS, the City is desireous of being able to have these services made available to persons who qualify for the program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TUKWILA AS FOLLOWS: Section 1. The City Council endorses the weatheriza- tion program and agrees to co- sponsor a joint project grant through the housing and community development block grant pro- gram for the fourth program year which begins in July, 1978. Section 2. The Mayor is authorized to sign a joint project grant application with King County and other partici- pating consortium cities for said grant application. OFFICE of COMMUNITY DEVELOPMENT 13 September 1977 TO: CITY COUNCIL FROM: Kjell Stoknes, Director, OCD SUBJECT: WINTERIZATION PROGRAM JOINT GRANT This is a proposed commitment by the City to be a joint sponsor in an insulation program for the period of 'July 1, 1978 June 30, 1979. According to the letter from King County Block Grant Office, there should be a total available of ±$350,000, some of which will be alloted to low and moderate income persons in Tukwila. This program will be operated by the King County Housing Authority. Local staff may have to do some minor research and press releases. I recommend the Council participate in this program. Hope- fully, we have some low or moderate income families that qualify for the program. King County State of Washington John C. This fund was intended to provide a match for future federal funds. These federal funds, from the Community Service Administration and the Federal Energy Administration, are expected to be received by the County in the next few months. When they do become available, they will be combined with the allocated $25,000 of Block Grant funds into one Unified Weatherization Program. The federal funds could amount to as much as $350,000 for the third Community Development program year. Negotiations are now proceeding with the Housing Authority of King County to carry out the weatherization program. This weatherization program will, of course, be available to the low income homeowners in Tukwila. King County is at present putting together joint projects for program year four, which begins in July, 1978. We anticipate that federal weatherization funds will also be available in 1978 at amounts equal to or greater than that available this year. In order to anticipate for these funds, it is necessary at this time to apply for $50,000 in Joint Community Development funds for the fourth program year. We are requesting that Tukwila once again co- sponsor with King County and other jurisdictions a request for $50,000 in weatherization funds. -more- Department of Planning and Community Development John P. I realize that it is difficult to be thinking about sponsoring an additional allocation of funds when the present program has not gotten off the ground. However, due to the long lead time needed in allocating joint funds, it is necessary to undertake this sponsorship at this time.
