In Dear Ed:
A meeting was held on this date at the City Annex with Mr. Ken
Q Cottingham and Mr. Bob Parrott of the consulting firm, Stevens,
Q Thompson Runyan, Inc. The topic of discussion was the signal
0, at the above location; the following time frame was "roughed out
i E January 9, 1978 Council work meeting to request
W authorization for the Mayor to enter into a contract with
3 S.T.R. for design and preliminary engineering.
10 January 16, 1978 Formal authorization for Mayor to
ii enter into contract with S.T.R.
W January 23, 1978 Preliminary engineering anc'. design
I- to begin. This allows one week for contract signing.
3 March 6, 1978 Preliminary engineering and design complete.
Request Council approval to advertise project.
H March 10, 1978 Begin advertising project and call for bids.
W
W March 27, 1978 Open bids.
F April 3, 1978 Council approval to award contract.
W April 17, 1978 Contracts signed and notice to proceed sent
to contractor.
Z
EE May 1, 1978 First day of work.
W September 1, 1.978 Completion of 120 calendar day construction
Z contract.
We also discussed the lead time for the poles needed on this project
Z and the consultant indicated that approximately 12 weeks from the date
W that the factory receives the order is the earliest that we could expect
delivery. The controller for this project would be a five -phase model
which would allow for controlled left turns from 180th to Andover Park
West and would have the capability to be expanded to six phases which

would allow controlled left turns from Andover Park West. Mr. Cottingham
also indicated that we could expect costs of approximately $7,500 to
$8,000 based on time and materials billing for preliminary design and
engineering.
If you concur with this approximate schedule, I think that this item
should be placed on the Council's agenda for the Committee of the Whole
Meeting, January 9, 1978.
Sincerely,v
Richard K. Williams
