HomeMy WebLinkAboutRes 0614 - 1978 Non-Represented Employee Salary Schedule RESOLUTION NO. 614 WASHINGTON A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON ESTABLISHING AN.INTERIM WAGE AND SALARY PLAN FOR-ALL FULL TIME PERMANENT POSITIONS wITH THE CITY OF TUKWILA AND PROVIDING FOR THE ADMINISTRATION OF SUCH PLAN. iYP�_ DA.IF T 1 ACTION ITEM WHEREAS, the City Council of the City of Tukwila desires to encourage incentive toward a high level of achievement and job performance, and; WHEREAS, the City Council of the City of Tukwila desires to establish salaries which equitably reward employees for tenure, experience, education, and performance, and; WHEREAS, the City Council of the City of Tukwila desires that a just and equitable method of administering these salaries be developed in order to achieve the objective of increased incentive and performance, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section I. Classification of Positions and Establishment of Salary Grades and Ranges. a. Classification of Positions. There are hereby established the following classification schedules for salaried positions of the City of Tukwila. Salaried positions established by this resolution shall include all positions except for the positions of elected officials and those employees who are covered under specific labor agreements. Such established positions, as defined by this resolution, shall be classified according to criteria of the Federal Fair Labor Standards Act as either exempt management of administrative /professional, or non- exempt. Authorized salaried positions and their classifications are thus esta- blished and set forth in Attachment A and incorporated herein as a part of this resolution. b. Graded Salary Ranges. All salaried positions, as defined by this resolution, shall be classified according to grade, and a salary range shall be established for each graded position. Such salaried positions as graded shall be paid in accordance with the attached schedule (Attachment B). Revisions of attached schedules shall be as provided for in the annual budget. Resolution No. Page 2 c. Amending Authorized Positions, Classifications, or Salary Ranges. It shall be the responsibility of the Mayor to review and recommend proposed position classification amendments. Recommended amendments shall be presented to the City Council for their review and approval. Section II. Establishment and Administration of Salary Placement and Adjustment. a. Probationary Salary Levels. The probationary period is hereby established as not less than the first six months of continuous employment as a new hire. Employees who have shown satisfactory work performance during their probationary period, documented by supervisory recommendation, shall receive elevation to the status of permanent employee. Establishment of probationary salaries that exceeds Step 1 of the salary grade of the respective position classification are permitted upon approval of the Mayor. b. Placement in Graded Salary Range. 1. Minimum Requirements: (a) All employees who are addressed by definition of this resolu- tion and who have attained permanent status shall be placed in the appropriate graded salary range. Placement shall be in accordance with the schedule as set forth in Attachment B which prescribes minimum longevity requirements for step increase within the graded salary ranges. (b) No employee shall advance to a succeeding step within a salary grade without receipt of a satisfactory assessment of their job performance from their immediate supervisor and approval of their respective department head. 2. Prior Experience and Education: (a) New hires who are selected to fill position vacancies and who have attained significant experience in a similar field with their prior employer, may have up to 50 percent of that experience applied toward longevity requirements for advance- ment within the respective salary grades. Application of related work experience will be administered by recommendation from the employee's department head with approval of the personnel officer. (b) Employees who exceed the educational requirements described in the position specification statement for their respective position may receive up to two year's longevity credit for additional education upon recommendation by the employee's department head and approval of the Personnel Officer. Application of educational credit shall be at the rate of two (2) years of college (90 credit hours) equaling one year of longevity. A maximum credit of four (4) years of Resolution No. I Page 3 college or attainment of advanced degree may be substituted for up to two years' longevity. Eligibility for educational credit is dependent upon degree relation to the specific position and application of learned skills to the duties of the position. In no instance will longevity requirements for prior experience and education be waived during the probationary period without approval of the Mayor. Requests for application of experience and education credit shall require documentation by the employee's immediate supervisor and /or department head. (c) Maximum Step Increases: Under the provisions of this resolution, no employee shall advance past Step 5 of their respective grade salary range without the receipt of a meritorious job performance evaluation. Salary increases beyond Step 5 are hereby designated as discretionary merit increases and will be awarded upon design and implementation of a job performance analysis system to be adopted by the Council at a later time. The maximum range of merit increases for each graded position is detailed in Attachment B. (d) General adjustments to the salary plan (Attachment B) will be recommended by the Mayor at the time of the consideration of the annual budget. The general economy of the area and the ability of the City to pay will be considered in the recommendation. (e) Proposed salary increases for the upcoming year shall be submitted in the annual budget by the Mayor to the Council. Increases shall account for projected longevity progression, amendments of existing positions, any new proposed positions and any general adjustments. Amendmentsof existing positions that occur during the budget cycle shall be accomplished by the Mayor through request for budgetary amendment to the City Council. (f) Longevity Pay: It is the intention of this plan to replace the existing longevity pay plan that effects those positions described in Attachment A of this resolution. Existing longevity payments shall terminate with the effective date of the administration of this plan.
