RESOLUTION NO. 634
A RESOLUTION AUTHORIZING THE MAYOR TO SIGN THE LABOR AGREEMENT
BETWEEN TFIE CITY OF TUKWILA AND TEAMSTERS LOCAL UNION NO. 763
FOR THE YEARS 1978 and 1979.
THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
That the Mayor is hereby authorized to sign the Labor Agreement
between the City of Tukwila and Teamsters Local Union No. 763
for the period of January 1, 1978, through December 31, 1979.
Until such contract is available for signature the Mayor is
authorized to sign a letter of mutual understanding between
the City of Tukwila and Teamsters Local Union No. 763 to
effect immediate implementation of the terms of the contract.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
at a regular meeting thereof this A day of 1978.

Ladies and gentlemen:
On May 19, 1978, the negotiation committees of the City and the Union
reached tentative agreement on the labor agreement for 1978 through 1979;
this tentative agreement was subject to ratification of the City Council
and the Union: A copy of that tentative agreement is attached hereto.
The Union membership has met and, by majority vote, has accepted the terms.
The signature below of Jon Rabine, Secretary- Treasurer of the Union, is
official notification from the Union to the City Council.
The City Council, as signified by the Mayor's signature below, do hereby
authorize the Mayor to execute the 1978 through 1979 collective bargaining
agreement in substantially the same form as set forth in the tentative
agreement, including the retroactive wage increase for 1978.
The Union hereby agrees to drop all pending grievances and court actions
against the City of Tukwila, if any.
The City authorizes Cabot Dow to meet with Jon Rabine to finalize the
language of the formal agreement to be executed by both parties.

5/19/1978 Tentative agreement between negotiating committees
of the City of Tukwila and Teamster Local #763
(Public Works department) for 1978-1979 Labor Agreement.
1. Wages - Retroactive to January 1, 1978 an 8%
increase shall be added to 1977 wages. Effective
July 1, 1978 an additional 0.5% shall
be added to the wages in effect on June 20, 1978.
Effective January 1, 1979 a wage increase to
reflect the pct change in the Seattle CPI
(May 77 to May 78) with a minimum of 4%
and a maximum of 9%. The index used will
be the current index for Union Wage Earners and Clerical Workers.
Effective July 1, 1979 an additional 0.5% shall be added to the
wages in effect June 30, 1979.
2. medical/Dependents - The current practice of
75% shall be continued through 1978 and the
current schedule shall be included in the agreement.
Effective January 1, 1979 the City shall pay
100% of the premium based on the rate
schedule in effect at that time.
3. Boot Allowance - Steel toed boots will be
required by the employer and the employer
shall pay $25 toward the cost of such
boots in 1978 (July 1st) and $40 toward
the cost of such boots in 1979 to be paid
the first of the month following purchase. Proof

of purchase shall be provided the Employer.
4. Sick Leave - Effective through June 30, 1979, the
current sick leave article
in the agreement shall remain unchanged
provided that in the event the excessive
use of sick leave continues the revised sick
leave proposal of the City that has been
presented the employees and Union may be
implemented by the City. In order to provide
an objective and mutually acceptable
criteria for determining excessive use or abuse
it is agreed that if more than 50% of
employees in the bargaining unit have used
75% (9 days in 12 months) during the 12 month
period from July 1, 1978 through June 1, 1979
then the cause for concern is significant
enough to warrant the implementation of
the new policy. The parties will work out the exact formula.
5. Term of Agreement - Unless otherwise stated
the term of agreement shall be
from january 1, 1978 through December 31, 1979
6. Grievance Procedure - As agreed
7. Pending Grievances - As a part of this settlement
the Union agrees to drop any and all outstanding
grievances and/or court actions pending to date
so the parties can commence this agreement
on a clean slate.

8. Other Articles - All other articles of the
1977 agreement will remain unchanged
pending any mutual agreement otherwise.
9. Agreement to Recommend - The undersigned representative of the
City negotiating team agree to recommend
the above for settlement and agree that
it is reasonable in light of the give
and take of collective bargaining. The
City representatives will first recommend
the total package to the Mayor and Council
in the event the Mayor and Council concur
then the Union representatives will recommend
the package for approval of the
membership.
