Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. All new plant material will need to be placed inside the property line and back the additional one half foot. The landscape architect confirmed that the site is not irrigated. Under current code (Zoning Code 18.52.060 - Landscape Plan requirements,) irrigation must be installed. A Utility permit application is enclosed. In order to accommodate the additional one half foot for the street improvement, 2 parking stall width dimensions will need to be shortened. The existing nonconforming building and parking has not been modified and in fact, we have been prevented from modifying the existing nonconforming building. The intent was to leave as is to minimize impacts, and since the street is a dead end with limited traffic, we wish to keep it that way. The owner has agreed to enter into a no protest agreement for sidewalk construction as a mitigation measure. Our improvements both interior and now exterior are so minor, that the ordinance for triggering frontage improvements is not in effect. The handicap stall must be van accessible on the eastside at 8' stall and 8'access area. Where the 5 stalls remain on the northend, there is no need to restripe or relocate. Along the westside, the landscaping was mistakenly noted as 12' when it should be 15'. The dumpster screen will be reduced to 10' from 13' to accomplish the landscape change. As far as curb cuts, again to minimize costs and impacts and use what is working now, no change in access was being done. Sweet Gum trees shall be added to the front planters (3 total). Again, sidewalks are not triggered since improvement costs are less than the threshold. Also, we are trying to leave existing conditions alone and I disagree with your moving parking when I cannot even add ramps or steps to the nonconforming portion of the project. I quoted the TMC with regard to one of the triggers for requiring sidewalks, specifically: "...any alterations or repairs including interior, plumbing, electrical and structural...which together exceed(s) twenty -five percent of the value of the previously existing building or structure..." For safety reasons, we think this situation should be minimized. Therefore I have reconfigured parking elsewhere on site so that the nonconforming stalls can be reduced from 5 to 3 and the pull in and backing out into the right -of -way is minimized. I have amended the plans to show reconfigured parking with 8.5 feet wide stalls on the east property line except for the one handicap which must be a minimum of 12.5 feet wide. Along the west property line, I suggest converting the stalls to compact of (8) 8 foot wide compact stalls. In addition, the curb cuts should line up with the length of the adjacent parking stalls. Front yard landscaping, (all of which must be a minimum depth of 15 feet,) must be extended lengthwise to be equal to the length of the adjacent parking stall. Per Chapter 18.70, non - conforming lots, structures and uses, in 18.70.050(1), "Alterations, additions or enlargements may be allowed as long as the work done does not extend further into any required yard.... ". I interpret that to mean that I could not build closer to the street than the existing step entry since this is the furthest projection into the required front yard. Therefore, any work behind this is ok (monumental stairs and the handicap ramp). Under the same 18.70, 18.70.090 non - conforming landscape areas, this also discusses an alternative. " a landscape plan which substantially conforms to the requirements shall be submitted to the BAR prior to permit.." However to avoid BAR time delays, we will modify the plan to accommodate the required 15'. Please review and advise. The plans reviewed only indicated minor grading and paving and a small 128 square foot addition to the existing building. Since that time, I received the environmental checklist for the project on July 5th. The checklist indicates subtantial remodeling of the existing structure. I call your attention to TMC 11.64.020 Sidewalks Required. One of the triggers for requiring sidewalks is when ... "any alterations or repairs including interior, plumbing, electrical and structural...which together exceed(s) twenty -five percent of the value of the previously existing building or structure... ". The City of Tukwila utilizes the King County Assessor's Office for the valuation of existing structures. It would appear that sidewalks will be required as part of this development. After SEPA issues have been resolved, your resubmittal for Public Works permits should include sidewalks. Rants, Mayor June 27, 1994 Re: Globe Furniture - 406 Evans Black Drive Dear Sir: The attached set of building plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 1. Maintain fire extinguisher coverage throughout. 2. No point in a sprinklered building may be more than 200 feet from an exit, measured along the path of travel. (UBC 3303(d)) Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall be of an approved type. (UFC 12.106(c)) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space. Exit hardware and marking shall meet the requirements of the Uniform Fire Code. (UFC 12.106- 12.111) Aisles leading to required exits shall be provided from all portions of buildings. The width and spacing of aisles shall be maintained at all times. All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification.
