Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431-3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT if the applicant is other than the owner, registered architectiengineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined In Section 304(d) of the Uniform Building Code (current edition). •No application shall be extended more than once. Sheet S1 of the TI drawings shows 20" TJI/55C joists at 4' -0" on center, with 2x6 bracing in this area. According to Bob Hart of SGA Corporation, however, this portion of the mezzanine was built just like the mezzanine between Grids A and B, with 20" TJI/55C joists at I'-4" on center and 3/4" T and G plywood, I have enclosed a marked up mezzanine framing plan for these as -built revisions, Please note that Detail 6/S1 is now void, The portion of mezzanine between Grids A and B was designed for 75 psf live load, while the remainder of the mezzanine was designed for 50 psf live load plus 20 psf partition load. Dear Mr. Hart: I received a FAX copy of a letter from Mark Temple of Afghan Associates, Inc. to Lynn Takeuchi of Farrari Design Group. The FAX cover sheet had a note from yourself and this letter is to try and answer your questions regarding the findings in the subject letter. The letter from Afghan Associates stated their lack of concern for stacking empty cardboard boxes to a height of 6 -feet on the mezzanine due to the fact that the mezzanine structure had been designed for a minimum uniform live load of 50 PSF. Ordinarily I would have no reason to question the conclusions by the engineer of record, but in this case there may have been a misunderstanding. The area that I am questioning is the mezzanine structure directly over the office area bounded by grid lines "B" to "E" and 5 to 9. This area shows 20" TJI/55C joists spaced at 4' -0" on centers spanning 29-feet, This (for office live load only) amounts to 200 PLF loading and 2900 lbs vertical shear for each joist which exceeds tabulated values shown in C.A.B.O. National Evaluation Service Report # 200. Please let me know if I am looking at the wrong plans. In regards to the idea of posting the loading limit of the mezzanine floor area, this is a solution that makes sense on paper but in reality is not enforceable. Therefore, in order to allow (under this permit authority) the owner to develop and use the expanded mezzanine area as proposed (interim misc. storage / future office) the following submittals would be required for approval. 1. A new mezzanine floor framing plan (Sheet S -1) showing modifications required for the expanded floor use. Drawings should be accompanied by related structural calculations to show that the floor has been designed to accommodate at least "office" use floor loading. Although some of the code related issues that were discovered in the initial plan review have been addressed others remain. The following comments are applicable to the plans received by this office on August 22nd. 1. The building "shell" was proposed and approved under the allowable area provisions for a one story building. Consequently, the upper level showroom area is properly classified as a mezzanine by UBC definition. It follows that the exiting requirements for a mezzanine will apply to the proposed upper level development. Since this mezzanine is not open to the room in which it is located, at least one of the exits must give direct access to a protected exit corridor, an exit court, enclosed exit stairway, exterior exit, or exit passageway. (UBC Sec. 1717, 4 , exception B,2.) Please review this requirement as it applies to your space plan and revise as necessary. 2. The "Showroom" area at the first floor qualifies as an assembly area of less concentrated use. Prior to our plan review approval it will be necessary to submit additional information and/or revisions to the space plan to show compliance with Tukwila ordinance. The following comments are applicable: . The calculated occupant load for the first floor office areas indicates that a minimum of two exits are necessary to serve these areas. Since warehouse uses are considered in the same category as store rooms, any required exits that propose egress through the warehouse area are not considered "legal exits ". Consequently, the office space plan, as proposed, provides only one exit door that may be considered as providing exiting for this space. Please review the space plan and provide a revised plan that will provide two exits for all the office areas, without passing through the warehouse area. Re: Chapter 33, U.B.C. 2. The second floor "Showroom" also is required to be served by two separate exits. The two egress paths as proposed also are in conflict with Code provisions. One issue is the minimum separation required. At the second floor the minimum separation is provided, but the termination of the stairs do not maintain the minimum required separation and thus the intent of this required separation. Secondly, one of the stairs terminates in and requires egress through the warehouse area. Finally, the stairs from the second floor "Showroom" that terminates within the office area would require egress through at least two adjoining rooms with a cumulative occupant load in excess of (10), again in conflict with Code provisions for exiting. Please review.the space plan and provide a revised exiting plan for both floors and all separate areas within the respective floor levels.
