HomeMy WebLinkAboutRes 0677 - Preliminary Plat of Bel Crest Heights Subdivision RESOLUTION NO. 677 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKTVILA GRANTING APPROVAL, SUBJECT TO CERTAIN CONDITIONS, OF THE PRELIMINARY PLAT OF THE BEL CREST HEIGHTS SUBDIVISION BEING PLANNING DIVISION FILE NO. MF 78 -37 -SUB. WHEREAS, pursuant to the regulations as required by Title 17 of the Tukwila Municipal Code, C H Partnership, contract purchaser of the subject property, has submitted for approval a preliminary plat proposal for Bel Crest Heights subdivision, as contained in Planning Division file no. MF 78 -37 -SUB: and, WHEREAS, said property, the legal description of which appears in said- Planning Division file and on the preliminary plat application, is generally located between South 166th Street and Slade Way along 54th Avenue South on the west side of said street, and lying entirely within the R -1 -9.6 zone district; and, WHEREAS, the environmental impact of the proposed preliminary plat was considered by the appropriate administrative officials and a declaration of non significance was issued and is contained in file no. EPIC- FD -78; and, WHEREAS, the Tukwila Planning Commission, following a public hearing on 25 January 1979 and again on 22 February 1979 has recommended to the City Council approval of the preliminary plat for Bel Crest Heights subject to certain condition ?s as set forth in the minutes of said meetings adopted by said Planning Commission. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TUKWILA AS FOLLOWS: Section 1. Preliminary approval of the Bel Crest Heights preliminary plat, attached hereto as Exhibit A, and contained in Planning Division file no. MF 78 -37 -SUB, is hereby given subject to the conditions of approval by the Plan- ning Commission, all as set forth herein under: a. Existing 54th Avenue South abutting the plat shall be resurfaced to accommodate the new plat, plans to be approved by the Public Works Department. b. A retaining wall or other approved device be constructed on the west right -of -way line of 54th Avenue South, plans to be approved by the Public Works Department. c. Widening of the proposed intersection shall be required to accommo- date left -turn movement, plans to be approved by the Public Works Department. d. Storm drain control (detention /retention) facilities and connection to existing storm drain system shall be required, plans to be approved by the Public Works Department. e. The cul -de -sac on the subject property shall be named South 165th Street. f. A detailed surface water drainage plan shall be submitted to and approved by the Public Works Department. g. There shall be no unnecessary removal of existing trees (conifers 4 inches in diameter or greater, deciduous trees 8 inches or greater measured 2 feet from the ground) during construction of required public improvements. h. The proposed cul -de -sac shall be constructed according to City of Tukwila standards and dedicated to the public. Sidewalks shall be constructed on one side of the street. The side to be determined by the Public Works Department. i. On the final plat, all lots with slopes in excess of 15% in the building site area shall conform to the general guidelines attached hereto as Exhibit B and labeled "Residential Density Guidelines for Sloping Ground." Section 2. A copy of this resolution shall be furnished to the subdivider and to the following City of Tukwila Departments: a. Office of Community Development b. Department of Public Works c. Fire Department d. Required area in excess of the zone requirement may be assigned to the lot, or, may be gssigned to permanently dedicated open space if the additional open space lies adjacent to'the lot requiring it and effectively minimizes the itopaCt of lot development on the elope. In general, land of this slope_ should be placed ;in open space, or left in tracts of 5 acres or more for use as Forest- Rgcreation property.
