Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). Site Plan(s) The construction documents submitted with this application will become the permit record. As such, the landscape plan is labeled "preliminary". Please submit final version of the landscape plan. 2. The accessible route of travel from the barrier -free parking stall(s) to the building entry is required to maintain specific dimensional requirements. Specifically, the exterior ramp from the passenger loading area to the sidewalk is required to be a minimum of 44- inches wide, and the landing at top and bottom must be a minimum of 60- inches measured in the direction of travel. 3. The property described for this development includes 10 legal lots of record. The resulting building under this proposal will be built across said lots which will involve construction across existing property lines. Provide a new recorded legal description with the interior property lines removed. 4. Fire Resistive Requirements: The South wall of the existing and proposed addition is located Tess than 20 -feet from the South property line. Consequently, openings in this wall are required to be protected by a fire assembly having a 3/4 hour fire resistive rating. Exiting: Lobby 101, Passage 135, Vestibule 102, Stair138, and Lobby 201 make up an area of the building which creates an "intervening" room in a required egress path. Energy Code: 10. The Washington' State Non - residential Energy Code is comprised of three categories; building envelope, mechanical equipment, and lighting & motors. The building envelope has been qualified in the architectural submittal and calculations, and the mechanical systems that will be required for this building will be qualified under a separate mechanical permit. However, since the lighting is shown to be installed on the architectural drawings, and we do not issue electrical permits, the lighting & motors portion must be qualified prior to this plan review approval. Barghausen Engineers 18215 72nd Avenue South Kent, Washington 98032 Re: Shoreline Permit - GT Development Dear Mr. Sadr; This is to summarize our meeting yesturday on the final requirements for the GT Development project Substantial Shoreline Development permit, and provide a couple of answers for questions that you had in the meeting. DRAWINGS 1. Corrections to the drawings and labels on the drawings need to be made, as discussed in the meeting. 2. The houses and small buildings on the plan need to be removed; they are no longer there. 3. All site drawings should be consistent, le landscape drawings and architectural site plan should reflect civil engineering plans (location of trail with respect to building differs from drawing to drawing). SITE IMPROVEMENTS 4. Revisions to the grade between the trail and the building on the east side of the building need to be made, as discussed, If the elevation at the building foundation is raised two feet to meet the elevation of the trail, changes need to be made to the entrance and patio area on that side of the building. 5. Letter from geo- engineers is dated September 1993, and does not reflect what is being proposed in the project. This needs to be revised to reflect current plans (the letter says the blackberries will stay; landscape plans show otherwise). A statement needs to be made that the bank will be stable for the life of the project, as discussed with Phil Fraser. 6. The City prefers that the developer of the site construct the trail. At the least, the developer must provide a base to the trail appropriate for fire access and dike maintenance vehicles, I will confirm this with Don Williams of the parks department. UTILITIES 7. I spoke with Phil Fraser this afternoon, and he said that he still needs hydraulic calculations in 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • (206) 431 -3670 • Fax (206) 431-3665 order to be assured that flood storage capacity is adequate on the site before the shoreline permit can be issued. 8. Phil also requires that the pipe from the development to the river be sized appropriately to assure surcharge, and that this is demonstrated. 9. Storm drain line on Maule Avenue should be shown in Section C -C so it doesn't appear that all the run -off from the parking lot is going to drain across Maule. EASEMENTS 10. All easements must be shown, as discussed. This includes an easement from the northeast property line to the trail, for public access. 11. The trail /dike maintenance /fire access easements must be shown from the toe of the western slope of the trail, rather than the top of the trail. In some cases, this means that the building is within the toe of the slope and the easement area, according to the Grading and Storm Drainage Plan. This is not acceptable. ARCHITECTURAL DRAWINGS 12. The building elevations need to reflect the changes in grade on the site, and corrections made at access points to the building if necessary. LANDSCAPING 13. Landscaping should be shown between trail and building as discussed with landscape architect on June 23, 1994. 14. Landscape inventory is still not complete on the drawing. Existing landscaping to be removed needs to be shown, so that I can be assured that the landscape plan meets the provisions of the Tree Preservation ordinance. 15. Certain plantings in the landscape plan were required for screening purposes. It is questionable whether this screening function is being provided for now that the site is depressed for flood storage. This needs to be checked. 16. It is possible that certain plantings cannot be installed as proposed due to changes on the civil engineering drawings. This needs to be checked. I am aware that some of these tasks are beyond the scope of work for the civil engineering for this project. I will forward copies of this letter to all parties involved (see below). WHEREAS, Grantor owns or has an interest in certain real property (herein- after referred to as "the Property ") located adjacent to Duwamish River in the City of Tukwila, Washington more particularly described on Exhibit A attached hereto and incorporated herein by this reference as if set forth in full; and WHEREAS, Grantee is in the process of developing a public recreational trail along the entire length of the Duwamish /Green River within Grantee's corporate limits; and WHEREAS, the City of Tukwila and other agencies require access to the river bank for maintenance, monitoring, construction of future possible dike /levee and /or river bank stabilization improvements, and WHEREAS, Grantor has agreed to grant an easement to Grantee to develop the Property as an outdoor recreational trail for public use and Grantee has agreed to utilize the Property for such use according to certain terms and conditions; NOW, THEREFORE, in consideration of the mutual benefits and conditions hereinafter contained, Grantor hereby conveys and grants to Grantee, its successors and assigns, a perpetual, nonexclusive easement across, along, in and upon, the Property described on Exhibit A attached hereto and incorporated herein by this reference as if set forth in full, subject to the following terms and conditions, by which Grantee agrees to be bound: 1. Use of the Property. Grantee's use of the Property shall be for the purpose of landscaping, developing and maintaining the Property for public recreational trail purposes and of installing, maintaining and providing for public use of recreational facilities thereon. The use of the recreation trail will be restricted to pedestrian and bicycle use. Camping, campfires, the use of firearms and any other activities that would be inconsistent with the safe use of the Property by the public will be prohibited. In addition to the restrictions on use provided herein, Grantee shall have the power to promulgate and enforce such other rules and regulations for use of the trail by the public as it may deem fit and proper to promote safe and equitable use. Access to and also maintenance, monitoring, construction of riverbank stabil- ization and /or new dike /levee systems by the City or other public agencies, will be carried out on this easement. 2. Construction and Maintenance. The design of the public recreation trail shall be in the sole discretion of the Grantee. Grantee agrees to make reasonable attempts in designing the public recreational trail to accommodate any plans for development by Grantor on property adjacent to the trail. All design, engineering and construction costs incurred in completing the gravel base and asphalt trail shall be at the sole cost and expense of the Grantor. Grantee shall be responsible for all maintenance and maintenance costs incurred with respect to the trail. The Grantor shall maintain all grounds up to the edge of the asphalt trail on the land side of the asphalt trail. The Grantee shall maintain the asphalt trail and all lands towards the river as it relates to trail use. The construction and maintenance of trail systems and associated landscaping shall be in accordance with the most current riverbank stabilization studies conducted for this property. All exit doors shall be operable from the interior without the use of a key or any special knowledge or effort. The Crime Prevention Unit should be contacted for information regarding correct hardware usage (433 - 1823). 2. Windows: Consideration should be given to providing hardened coverings (such as security film, etc.) for ground level windows where glass breakage would allow for access to building interiors by burglars. 3. Orientation of Windows: Windows should be located so that the parking lot area can be easily surveyed by employees inside the business. This reduces the opportunity for crimes to take place in the parking lot such as thefts from vehicles or assaults on employees and /or visitors. 4. Landscaping: Plant materials should be placed and maintained so to provide visibility and prohibit hiding places for unauthorized people around ground level door and window areas. Sticker shrubs may discourage crime activities. Low shrubs and umbrella trees (where the canopy is maintained above five (5) feet from the ground) will allow surveillance opportunities, hence reducing the potential for criminal behavior. 5. Lighting: Energy efficient security lighting is a relatively low -cost, yet extremely effective way to protect your business. A well- designed system will: Illuminate a security target. Burglars and vandals simply don't like light, preferring the cover of darkness for their dirty work. Create a psychological barrier. Alarms can frighten would -be intruders away once they've reached your building. Security lighting discourages them from even coming near in the first place. Provide people with a legitimate sense of security. Lighting protects not only you, but employees and customers. Help security people and police identify and capture criminals. Well- designed security lighting will help you meet these basic security objectives along with those that may be unique to your business. 6. Security Alarm: Recommend installing a security alarm system during construction that would report a burglary in progress when the building is closed. 7. Graffiti Prevention Program: It is important to win the war against the graffiti "artists" and keep your building attractive for customers.
