APPLICATION SUBMITTAL In order to ensure th 1 your application is accepted for plan review, please ma x° sure fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

Thank you for your revisions submitted in response to my May 4, 1995 letter. I have
initially approved and forwarded the subject file to the other applicable city departments.
As earlier noted, the egress concern regarding the adjoining Home Innovation warehouse
has not been resolved. I also have not been contacted by an official representative of
the building owner or the tenant. Therefore, the permit application for the Goodwill
Industries can not be issued until this exit problem cause by the proposed scope of work
is appropriately addressed.

existing warehouse exit system. I have also attempted to contact Howard Braden to
resolve the exit concerns with him. Regardless, the proposal to delete the NW exit is still
in question and the protection of egress from the NE exit through the Goodwill space
during construction is a remaining problem.
Further review of the project plans has also determined that additional information and /or
corrections are needed relating to the Washington State Energy Code. Please address
the following comments.
1. The insulation values shown on the architectural drawings do not comply with the
prescriptive envelope values of W.S.E.C. Chapter 13. Provide revised prescriptive
R- values or supply documentation to show compliance through one of the other
options in Chapter 13.
2. Provide reflective ceiling plans showing the lighting and switching layouts. A
lighting budget and schedule must be included conforming with W.S.E.C. Chapter
15. Any proposed exempt lighting must have specific reference to the applicable
code sections and be identifiable on the fixture schedule.
To confirm you have received these comments contact this office and /or submit revisions

The revision submittal was titled "location change ". The plans appear to propose the installation of a
paint spray booth and the development of a cabinet work shop. In order to complete and approve this
revision, additional information will be necessary. Please provide a written narrative of this proposal with
the following information included:
1. Is the new cabinet workshop to be located in an existing room , or is this area to be demised by
newly constructed walls? If new walls, provide details of construction.
2. How many wood working power -tools are operated in the workshop, and are dust collecting
equipment attached to each?
3. The cabinet workshop area is demised from the remainder of the warehouse area. How is the
required light and ventilation provided for this area? If new to be installed provide details.
4. The termination of the spray booth exhaust duct is the required 6 -feet above the roof surface. In
addition it is required to be located no less than 10 feet from openings into the building and no less than
30 feet from•the nearest property line. Qualify these requirements in a narrative or show on plans. Also
locate the cabinet shop room on a key plan to show location relative to the remainder of the tenant space.
Please submit the information requested and two copies of any plans or details that result. If you have any
questions you may call the permit center weekdays between 8:30 AM and 5 :00 PM.

The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. Swivels on Fire Department Connections shall be
maintained so as to allow them to turn freely. (UFC
10.504(a))
All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation
or modification. New sprinkler systems and all
modifications to sprinkler systems involving more than
50 heads shall have the written approval of the
W.S.R.B., Factory Mutual, Industrial Risk Insurers,
Kemper or any other representative designated and /or
recognized by The City of Tukwila, prior to submittal
to the Tukwila Fire Prevention Bureau. No sprinkler
work shall commence without approved drawings. (City
Ordinance #1646)
2. No point in a sprinklered building may be more than
200 feet from an exit, measured along the path of travel.
(UBC 3303(d))
Exit doors shall swing in the direction of exit travel
when serving any hazardous area or when serving an
occupant load of 50 or more. (UBC 3304(b))
Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort.

Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 12.106- 12.111)
Internally illuminated exit signs shall have both
bulbs working at all times. (UBC 3314(c))
When two or more exits from a story are required, exit
signs shall be installed at the required exits and
where otherwise necessary to clearly indicate the
direction of egress. (UBC 3314(A))
3. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10B:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor, (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.

4. All electrical work and equipment shall conform
strictly to the standards of The National Electrical Code.
(NFPA 70)
5. Required fire resistive construction, including
occupancy separations, area separation walls, exterior
walls due to location on property, fire resistive
requirements based on type of construction, draft stop
partitions and roof coverings shall be maintained as
specified in the Building Code and Fire Code and shall be
properly repaired, restored or replaced when damaged,
altered, breached, penetrated, removed or improperly

Fire doors, fire windows and fire dampers shall have a
label or other identification showing the fire
protection rating. Such label shall be approved and
shall be permanently affixed.
6. Accumulation of combustible waste material is
prohibited during the demolition phase of this project.
Remove and properly dispose of all waste material prior to
the close of the working day and as often throughout the
day as needed.
This review limited to speculative tenant space only -
special fire permits may be necessary depending on detailed

Please review.the following response to your letter dated 8/10/94..
1. Exiting issue: The plans now reflects an exit with stairs directly outside from the southern
office area. The occupancy of that space will be derived from the count of personnel located in a
furniture panel layout of cubicles and the separate offices which numbers less than 29. Per our . '
discussion you indicated this way'of determining the area occupancy was approved if the panel system
was in place at.the time of inspection. Corridor 4/17 will be an "extra" exit not required by code.
The west exit will have a fire rated enclosed space to exit: ,It will not exit directly through the
warehouse as requested.
2. Energy isstles: All existing 2x4 light fixtures.are to be reused on the project.

The initial plan review has been completed by Tukwila Building Division. Prior to our
approval, clarifications and/or revisions to the plan will be necessary to show compliance
with Tukwila ordinance. The following comments are applicable:
1. The interior renovation to the non - warehouse areas substantially eliminates the
existing exiting systems and therefore this plan review involves a complete analysis of the
exiting system that results from your proposal as follows: The office area to the South of
grid line #14, serves an occupant load such that two legal exits are required to serve this
area. The space plan shows one exit entering the Showroom area and then out through
the reception area. The other means of egress requires entry into corridor 17 and then
into the Reception area and then out through Foyer #24. When two exits are required,
only one exit may provide travel through an adjoining or intervening room, the other exit
must provide access directly to the exterior or into a legal exit system. Corridor #17 is not
a legal exit system unless it is constructed as required for a one hour fire rated corridor
with openings protected with 20- minute fire rated assemblies and, it must provides access
directly to the exterior.
The Sales and Showroom areas, to the North of grid line 14 also support a
calculated occupant load that requires two exits to serve this area. The plan is not clear as
to where the second means of egress occurs. The double doors at grid line # 7 and at
grid line "F" seem to indicate egress through the warehouse area which would be contrary
to code requirements. Please review space plan and submit a narrative and (if necessary) a
revised plan for exiting which complies with all code requirements of UBC Chapter 33.
2. Compliance with the requirements of the Washington State Non residential Energy
Code, 1994 First Edition is required for this alteration. Refer to Sec. 1123.3. Indicate
the light fixture manufacturer, model number, number of lamps per fixture, and the total
wattage per fixture including ballast wattage. This information must be included on plans
in addition to lighting controls.

IN CASE OF ANY CONFLICT WHERE THE METHODS OR STANDARDS OF INSTALLATION OR THE MATERIALS
SPECIFIED DO NOT EQUAL OR EXCEED THE REQUIREMENTS OF THE LAWS OR ORDINANCES,
THE LAWEOR ORDINANCES SHALL GOVERN. NOTIFY THE OWNER'S REP OF ALL CONFLICTS.
PLUMBNG,MECHANICAL, ELECTRICAL AND FIRE PROTECTION DRAWINGS ARE
SUPPLEMENTARY TO THESE DRAWINGS. THE CONTRACTOR SHALL COORDINATE THE WORK OF EACH
DESIGN/BUILD SUBCONTRACTOR WITH THESE DRAWINGS AND SPECIFICATIONS AND SHALL NOTIFY THE

C. DOORS AND CASED OPENINGS WITHOUT LOCATION DIMENSIONS ARE TO BE SIX (6) INCHES FROM THE FACE
OF THE ADJACENT PARTITION OR CENTERED BETWEEN ADJACENT PARTITIONS.
5. DO NOT SCALE DRAWINGS:
THE CONTRACTOR SHALL USE THE DIMENSIONS ON DRAWINGS AND ACTUAL FIELD MEASUREMENTS.
NOTIFY OWNER'S REP OF ANY DISCREPANCIES FOUND.
b. COORDINATION:
THE GENERAL CONTRACT SHALL 88 RESPONSIBLE FOR THE VERIFICATION AND COORDINATION OF THE

II. HVAC:

SYSTEM DESIGN DRAWINGS ONE (I) WEEK F'RIOR TO START OF CONSTRUCTION FOR REVIEW AND APPROVAL.
DRAWINGS SHALL INCLUDE SYSTEM AND CONTROLS SPECIFICATION, DUCT WORK LAYOUT AND SIZING, DIFFUSERS
SPECIFIED AND DESIGN CFM AT DIFFUSERS. UPON COMPLETION OF WORK, HVAC CONTRACTOR SHALL PROVIDE
OWNER WITH REPRODUCIBLE SET OF AS -BUILT SYSTEM DRAWINGS AND FINAL BALANCE REPORT.
B. THE CONTRACTOR SHALL VERIFY SIZES AND LOCATIONS OF ALL OPENINGS FOR HVAC EQUIPMENT. CONTRACTOR
SHALL MAINTAIN ROOF WARRANTY FOR ALL ROOF PENETRATIONS REQUIRED.
12. MISCELLANEOUS:
A. EXIT DOORS SHALL BE OPENABLE FROM THE INSIDE WITHOUT USE OF KEY OR ANT SPECIAL KNOWLEDGE
