VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is Issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. The general contractor, SDL, has authorized both their mechanical and electrical subcontractors to proceed with their respective design work. As a result of equipment surveys done by the mechanical subcontractor, it has been determined that the existing mechanical equipment for the space has reached the end of their useful life, and that Comp USA is be better served by the installation of new equipment. Furthermore, the mechanical loads required by the tenant necessitate adding HV /AC capacity; this additional loading is to be handled by the upsizing of some, if not all, of the new units. Due to this outcome, we are now resubmitting (2) copies of the attached architectural drawings to bring the building shell up to the 1994 Washington State Nonresidential Energy Code. To obtain code compliance, we are using the prescriptive method described in Chapter 13 of the state code. We have instructed the contractor to proceed with the installation of new R -21 bast insulation below the roof deck throughout, and with new R -13 batt insulation in the exterior perimeter walls (there is no insulation currently in the building). The use of R -13 value wall insulation is called for in lieu of requirements for perimeter slab insulation as stipulated in Section 1322.2 of the state code. Our glazing openings is less than 2% of our wall surface area, which will comply with the U -value requirements listed in Table 13 -2. A more complete listing of our compliance strategy is listed in the table on Sheet A -3.01 in the attached sheets. The sheets being resubmitted at this time primarily cover the exterior wall re- construction, and the applicable details and sections have been modified accordingly. The requirements for the installation of new roof insulation is handled by the previously mentioned table, as are the energy performance requirements for glazing and opaque exterior doors. Since the method of thermally weatherizing the building is prescribed, we have already forwarded much of this information to the contractor, where they are proceeding with insulating the building as described above. Since we do not issue, nor do we have control of the electrical permit process it is necessary that the plans show compliance with the Washington State Nonresidential Energy Code ( 1994 First Edition) when the building permit is issued (This may not be deferred to the successful bidder - design contractor). The following information is required to show compliance with the lighting requirements of N.R.E.C. 1. The lighting budget on sheet A2.02 must use the power allowances listed in Table 15 -1 of the Washington State Nonresidential Energy Code ( N.R.E.C.). Please review and re- calculate the allowances for number of fixtures and wattage. Note: The required lighting and controls inspection will be done to confirm the information noted on plans. If the electrical contractor decides to install other than the fixtures specified on your plans, this will require a resubmittal by the electrical contractor which in turn will likely lead to delays in the final inspection approval and occupancy. 2. Show lighting controls (on plans) in accordance with applicable Sections 1513.1 through 1513.6.2 of N.R.E.C. The revisions to the drawings include our responses to the comments outlined in your letter dated September 8, 1994. The new drawings also include additional information as a result of continued work on the documents. The following is an item -by -item response specifically addressing your comments in the September 8, 1994 letter: ' 1. The sales area fixtures shown in front of door openings are actually representing shelving units mounted above the wall or door openings. The fixture plan now includes notation to clarify this. The exit signs were indicated on the reflected ceiling plan (Sheet A2.02) in the original submittal. In this new package, we have also included them on the floor plan (Sheet A2.01). 3. It the intent of Comp USA that the electrical and mechanical work for this store be by bidder /design. At this time, the emergency exit lighting has not been designed. We have added a note to the drawings to provide emergency exit lighting per UBC Section 3313 (b). This portion of the work can be part of the electrical subcontractor's review process, keeping within the design parameters set by the resubmitted architectural drawings. 4. The detail 'D1' on Sheet A5.01 has been revised to reflect compliance with the building code. Both the detail and the Construction Legend Note #6 on Sheets A2.01 and A2.02 reflect the ceiling configuration we are now submitting for approval. ? 5. A tentative lighting plan for all of the spaces within the store is now in the revised documents. As in #3 above, the lighting (and other electrical system designs) are to be bidder /design, so that a final design and layout will be completed at a later time. ✓6. To the best of our knowledge, we are not anticipating any change in the heating and cooling loading. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq, ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Extinguishers shall be installed on the hangers or in the brackets supplied, mounted in cabinets, or set on shelves (NFPA 10, 1 -6.9), and shall be installed so that the top of the extinguisher is not more than 5 feet above the floor. (NFPA 10, 1 -6.9) Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. (NFPA 10, 1-6.3) (UFC 10.505A) Fire extinguishers require monthly and yearly inspections. They must have a tag or label securely attached that indicates the month and year that the inspection was performed and shall identify the company or person performing the service. (NFPA 10, 4 -3, 4 -4 and 4 -4.3) Every six years, dry chemical and halon type fire extinguishers shall be emptied and subjected to the applicable recharge procedures. (NFPA 10A -4 -4) Maintain fire extinguisher coverage throughout. 2. No point in a sprinklered building may be more than 200 feet from an exit, measured along the path of travel. (UBC 3303(d)) Exit doors shall swing in the direction of exit travel when serving any hazardous area or when serving an occupant load of 50 or more. (UBC 3304(b)) Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall be of an approved type. (UFC 12.106(c)) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space. Exit hardware and marking shall meet the requirements of the Uniform Fire Code. (UFC 12.106- 12.111) Internally illuminated exit signs shall have both bulbs working at all times. (UBC 3314(c)) When two or more exits from a story are required, exit signs shall be installed at the required exits and where otherwise necessary to clearly indicate the direction of egress. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk Insurers, Kemper or any other representative designated and /or recognized by The City of Tukwila, prior to submittal to the Tukwila Fire Prevention Bureau. Dear Mr. Louie: The initial plan review has been completed by Tukwila Building Division and your application is being routed to Fire Prevention, Planning, and Public Works for their respective reviews. Upon completion of the review by the listed departments your application will be returned to Building Division for final approval and the preparation of your building permit. Prior to final approval by Building Division it will be necessary to provide additional information and/or revisions to the plans to show compliance with Tukwila ordinance. The following comments are applicable: 1. The furniture fixturing plan (sheet A2.03) shows fixtures in conflict with the exit path at three required exit doors which serve the sales floor area. Please revise plan to eliminate these obstructions to egress. 2. Indicate on plans the location of exit signs at all areas where two exits are required per UBC Sec. 3314. 3. Indicate on plans the location of exit illumination, provided with emergency source of power, per UBC Sec. 3313 (b). 4. Clarify partition detail "D1" in regards to the requirement for a one hour ceiling at corridor # 116. Since a complete lighting plan and a specific lighting schedule are not included with the construction documents, specific comments on requirements can not be made at this time. Except for the following: If additional heating or cooling capacity is proposed for this tenant space, it follows that this will increase the building energy usage beyond that which exists. Consequently, building envelope analysis will be required to show that the UA summary for the building envelope will remain equal to or less than the existing condition. To accomplish this may require the installation of additional thermal insulation ( the above exemption not withstanding).
