APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT Ii the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by lirnitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

This is a reminder that the Planning Division review of the Dania
plans is still pending receipt of a parking easement between the
two adjacent sites. We cannot approve the plans until we receive
suitable documentation of the easement. I highly suggest you
submit to me the language of the easement before it is actually
recorded so that I may determine that it meets the City's code
requirements.
My only other comment at this time is that one -way arrows should be

Dear John:
I have made modifications to our plans to respond to your permit comments on the Dania remodel. I have
listed your comments and responded to each:
1. I have received your fax indicating the assessed value of the building and cost of exterior
modifications. Because the latter is less than 10% of the former, the project as a whole is not subject
to the Board of Architectural review.
No response required.
2. The site is non - conforming with respect to landscaping. A minimum of fifteen feet of landscaping is
required along S 180th Street in front of the remodel /change of use portion of the site, and five feet
of landscaping is required along the west property line in front of the remodel /change of use portion
of the site. As an alternative, the Board of Architectural Review may modify these standards if they
conclude the landscaping meets the decision criteria contained in Section 18.70.090 TMC (copy
enclosed).
I have added new landscaping along 180th street to meet the minimum required 15' adjacent
to our change of use area. The side landscaping has also been added to the area behind our
building at the suggestion of Mr. Vernon Umetsu where we have a joint access drive.
3. The 27,432 s.f. building north of the Dania project is on the same site and must be included in the
parking analysis. Please document the number of parking spaces provided on that portion of the site
as well as the gross floor area and use of the building.
I have received information for the use and parking of the building to the north of our project.
Please find the new project information on the Cover Sheet, A1-1.
4. Parking to the west of the project site is on a separate lot. if the parking on that lot is intended to
meet the requirements of the Dania project, it is considered "off- premise" parking and must meet the
ordinance requirements by providing a deed, easement or other legally binding agreement running
with the land or by obtaining a conditional use permit (See 18.56.040(1) (B) enclosed). Alternatively,
the two lots could be consolidated into one, thus eliminating the off- premise parking.
The two lots are owned by separate entities. I am having the owners prepare a cross - parking
agreement at this time.

This is to confirm our conversations regarding the plan submittal
for the above referenced project. My comments are as follows:
1. I received your fax indicating the assessed value of the

The Contractor, (The Eagle Group, Inc.) lists the exterior improvements at approximately 550,000.00.
At these numbers it appears the exterior improvements are well below the 10% threshold requiring
Architectural Design Board review.

Dear Sir:
The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10B:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Fire extinguishers require monthly and yearly
inspections. They must have a tag or label securely
attached that indicates the month and year that the
inspection was performed and shall identify the
company or person performing the service. (NFPA 10,
4 -3, 4 -4 and 4 -4.3) Every six years, dry chemical and
halon type fire extinguishers shall be emptied and
subjected to the applicable recharge procedures. (NFPA
10, 4 -4.1) If the required monthly and yearly
inspections of the fire extinguisher(s) are not
accomplished or the inspection tag is not completed, a
reputable fire extinguisher service company will be
required to conduct these required surveys. (NFPA
10A -4 -4)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor. (NFPA 10, 1 -6.9)

Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, 1 -6.3) (UFC 10.505A)
Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA
10, 1 -6.5)
Maintain fire extinguisher coverage throughout.
2. No point in a sprinklered building may be more than
200 feet from an exit, measured along the path of travel.
(UBC 3303(d))
Exit doors shall swing in the direction of exit travel
when serving any hazardous area or when serving an
occupant load of 50 or more. (UBC 3304(b))
Aisles leading to required exits shall be provided
from all portions of buildings. The width and spacing
of aisles shall be maintained at all times. (UFC
12.104(b))
3. Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort. Exit
doors shall not be locked, chained, bolted, barred, latched
or otherwise rendered unusable. All locking devices shall
be of an approved type. (UFC 12.106(c))
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 12.106- 12.111)
4. When two or more exits from a story are required, exit
signs shall be installed at the required exits and where

otherwise necessary to clearly indicate the direction of
egress. (UBC 3314(A))
When two or more exits from a story are required and
when two or more exits from a room or an area are
required by U.B.C. Section 3303, exit signs shall be
illuminated. (UBC 3314(a)(c))
Internally illuminated exit signs shall have both
bulbs working at all times. (UBC 3314(c))
5. Exits shall be illuminated any time the building is
occupied with light having an intensity of not less than 1
foot candle at floor level. Fixtures required for exit
illumination shall be supplied from separate sources of
power for Group I, Divisions 1.1 and 1.2 occupancies and
for all other occupancies where the exiting system serves
an occupant load of 100 or more. (UBC 3313 (a)(b))
The power supply for the exit pathway illumination
shall normally be provided by the premise's wiring
system. In the event of its failure, illumination
shall be automatically provided from an emergency
system. Emergency system shall be supplied from
storage batteries or an on -site generator set and the
system shall be installed in accordance with the
requirements of the Electrical Code. (UBC 3313(b))
6. Maintain sprinkler coverage per N.F.P.A. 13.
Addition /relocation of walls, closets or partitions may
require relocating and /or adding sprinkler heads.
Sprinkler protection shall be extended to all areas
where required, including all enclosed areas, below
obstructions and under overhangs greater than four
feet wide. (NFPA 13 -4- 4.1.3.2.1)
Refrain from blocking sprinkler coverage with.
shelving. NFPA standard #13 states that any shelving
or decks in excess of 4 feet in width will require
installation of sprinklers thereunder.

All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation
or modification. New sprinkler systems and all
modifications to sprinkler systems involving more than
50 heads shall have the written approval of the
W.S.R.B., Factory Mutual, Industrial Risk Insurers,
Kemper or any other representative designated and /or
recognized by The City of Tukwila, prior to submittal
to the Tukwila Fire Prevention Bureau. No sprinkler
work shall commence without approved drawings. (City
Ordinance #1646)
All sprinkler system plans, calculations and the
contractors Materials and Test Certificates submitted
to The Tukwila Fire Prevention Bureau must be stamped
with the appropriate level of competency seal. (WAC
212 -80)
Call the Tukwila Fire Department at 575 -4404 for
approval of any system shut down. Have job site
address, name and the Tukwila Fire Department Job
Number available to confirm shut down approval. (City
Ordinance #1646)
7. All electrical work and equipment shall conform
strictly to the standards of The National Electrical Code.
(NFPA 70)
8. When walls and ceilings are required to be of fire
resistive or noncombustible construction, interior finish
materials shall meet the requirements of U.B.C. 4203.
The maximum flame spread class of finish materials
used on interior walls and ceilings shall not exceed
that set forth in Table No. 42 -B of The Uniform
Building Code. (UBC 4204(a))
This review limited to speculative tenant space only -
special fire permits may be necessary depending on
detailed description of intended use.

Dear Mr, Koch:
The initial review by Tukwila Building Division has been completed and various
clarifications to your proposal will be required to document compliance with Tukwila
ordinances. The following comments are applicable:
1. The project data notes list the building code construction classification as Type V-
N construction. Based upon this classification, the existing Dania tenant space would
exceed the allowable area provisions of the Uniform Building Code. In order to establish
other applicable code requirements, the proper construction type must be established for
the existing building. Please review and show basis for the VN classification or reclassify
the building and submit data to qualify the reclassification.
2. Warehouse area designated as 114 is required to have one exit for the occupants
therein. Although there are at least four means to access this area, there is only one door
that can be qualified as an exit door by the requirements of UBC Chapter 33. This door
leads to the exterior via corridor 116. The issue that arises is the distance of travel from
the Southwest corner of this space to the exit door on the North wall (via corridor 116).
This distance exceeds 200 feet, Note: Since corridor 116 is not a one hour fire resistive
corridor, the distance within this corridor must be included in the allowable distance to an
exit. Please review the space plan for this area and submit a proposed exiting arrangement
that will comply with the limits on distance of travel to an exit prescribed in UBC Sec.
3303 (d).
3. Provide notes or detail to plans to indicate the required handrails at all new stairs
and the ramp for barrier free access. Refer UBC Chapters 31 & 33.

4. Parking stalls designated for the physically handicapped must be identified by a
sign, centered between 3 and 5 feet above the parking surface, at the head of the parking
space. The sign shall include the international symbol of access and the phrase "State
Disabled Parking Permit Required ". Provide note to plans or detail to show this
requirement.
5. The method of compliance with the Washington State Nonresidential Energy Code
must be stated. Please address the three components, Building envelope, Mechanical
systems, and Lighting & controls,

review indicates that the existing floor area would be over area if this was in fact the
exisitng type of construction. Must confirm type of construction w/ applicant to establish

new work has been qualified. Initially, it does not seem that consultant review will be

11. CHAPTER 31 ACCESSIBILTY REQUIRMENTS AS AMENDED BY STATE:
Existing building was not accessible. This proposal has addressed this by installing a new

Building Code, stamped and signed by Washington State licensed architect or engineer in responsible
charge of the structural design work.
15. Demolition permits are required for removal of any existing buildings or structures.

FIRE DEPARTMENT -- Construction Information
The City of Tukwila has adopted the 1991 Uniform Fire Code. This and other nationally recognized
standards will be used during construction and operation of this project. (TIM 16.16.120)
12. Fire hydrants will be required. (City Ord. #1626)
j I 3. Required fire hydrants shall be approved for location by the Fire Department, approved for purity by the
Water Department, and fully in service prior to start of construction. By line of vehicular travel a fire hydrant
must be no further than 150 feet from a structure; and no portion of a structure to be over 300 feet from
fire hydrant. (UFC 10.301 and City Ord. #1626)
4. Automatic fire sprinklers are required for this project. Sprinkler systems to comply with N.F.P.A. #13.
Sprinkler plans shall be submitted to Washington State Surveying and Rating Bureau, Fac;o.ry Mutual or
Industrial Risk Insurers for approval prior to being submitted to Tukwila Fire Marshal tor approval. Submit
three (3) sets of sprinkler drawings. This includes one for our file. one for company file;, and one for the
job site. (City Ord. #1626)
Maximum grade is 15% for all projects.
Hose stations are required. (City Ord. #1626)
A fire alarm system is required for this project. (City Ord. #1626) Plans shall be submitted to the Tukwila
Fire Marshal for approval, prior to commencing any alarm system work. Submit three (3) sets of complete
drawings. This includes one for our file, one for company file, and one for the job site.
Special installations of fixed extinguisher systems, fire alarm systems, dust collectors, fuel storage, etc.
require separate plans and permits. Plans to be submitted to the Fire Marshal prior to start of installation.

Portable fire extinguishers will be required in finished buildings per N.F.P.A. #10. (Minimum rating 2A,
10 BC)
10. Buildings utilizing storage of high piled combustible stock will require mechanical smoke removal per
Section 81 of the 1991 UFC.
11. During construction. an all - weather access will be required to within 150 feet of the building. (UFC 10.207)
12. No building will be occupied, by people or merchandise, prior to approval and inspection by Fire and
Building Departments.
113. Adequate addressing is required. Number size will be determined by setback of building from roadway.
Four inch numbers are minimum. Numbers will be in color which contrasts to background. (UFC 10.208)
14. Designated fire lanes may be required for fire and emergency access. This requirement may be
established at the time of occupancy and /or after the facility is in operation. (UFC 10.207 as amended)
j j 15. Special Fire Department permits are required for such things as: storage of compressed gas, cryogens,
dry cleaning plans, repair garages, places of assembly, storage of hazardous materials, flammable or
combustible liquids or solids, LPG, welding and cutting operations, spray painting, etc. (UFC 4.101)
III 16. Fire Department vehicle access is required to within 150' of any portion of an exteriorwall of the first story.
Fire Department access roads in excess of 150' require a turn around, Fire Department access roads shall
be not less than 20' wide with an unobstructed vertical clearance of 13'6" (City Ord. #1632).

CRIME PREVENTION
SECURITY RECOMMENDATIONS
1. Doors: Doors should have quality locking mechanisms with
minimum one inch deadbolt locks. All exit doors shall be
operable from the interior without the use of a key or any
special knowledge or effort. The Crime Prevention Unit should
be contacted for information regarding correct hardware usage
at 433 -1823.
2. Security Alarm: Recommend installing a security alarm system
during construction that would report a burglary in progress
when the business is closed.
3. Restrooms: Recommend that the restrooms that are open to the
general public not have false ceilings. There have been
problems with subjects hiding in the ceiling area and then
dropping down later to do robberies. Also ceiling areas have
been used to hide merchandise wrappings.
4. Windows: Consideration should be given to providing hardened
coverings (such as security film, etc.) for ground level
windows where glass breakage would allow for access to
building interiors by burglars.
5. Orientation of Windows: Windows should be located so that the
parking lot area can be easily surveyed by employees inside
the business. Also the windows should be located so that a
patrol car passing by can easily survey inside the business.
6. Graffiti Prevention Program: It is important to win the war
against the graffiti "artist" and keep your building
attractive for customers. New non -stick anti - graffiti water -
based or wax like coatings are now available to make an
effective barrier against graffiti or other potentially
staining substances. Contact the crime prevention unit.
7. Landscaping: Plant materials should be placed and maintained
so to provide visibility and prohibit hiding places for
unauthorized people around ground level door and window areas.
Sticker shrubs may discourage crime activities. Low shrubs
and umbrella trees (where the canopy is maintained above
five(5) feet from the ground) will allow surveillance
opportunities, hence reducing the potential for criminal
behavior.
8. Lighting: Energy efficient security lighting is a relatively
low -cost, yet extremely effective way to protect your
business.
By providing sufficient lighting in the parking lot and around
your building you will discourage burglars and vandals who
don't like light, preferring the cover of darkness for their
dirty work. Also the lighting will provide a legitimate sense
of security for not only you, but your employees and
customers.
