Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined In Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. In general, many simple and routine maintenance items have not been done. In some cases, attempted repairs have resulted in the creation of non -code complying conditions, i.e.. (a) Several solid core entry doors have been. replaced with hollow core doors. The doors at the top of the exit stairs are of most concern. (b) A number of large and small holes in walls and ceilings have not been repaired or have been moderately repaired. These wall partitions and ceilings are likely a part of one -hour rated assemblies and must be maintained. (c) A number of bathroom fans do not work or are disconnected. These fans are the only source of ventilation for the bathrooms. 2. Each second floor unit has a cantilevered deck, which is accessed through a sliding glass door. At some point in recent years, the original sliding doors have been replaced with new vinyl framed sliding glass doors. The decks are structurally supported by the extension of floor joists beyond the lower unit's exterior wall, hence cantilevered. The deck walking surface would normally consist of plywood flooring protected by weather resistant covering. These decks are also completely exposed to southwest weather and are inherently a potential maintenance problem. Only a few decks were examined closely. However, when looking from one to the next, it appears that all the decks have had their original weather resistant coverings removed. Some plywood floor sheathing had been replaced and silicone caulking was used on the plywood seams and metal flashing on the perimeter edges. Outdoor carpet was then placed over the plywood, but not glued down. Use of the outdoor carpet alone does not constitute a code- approved weather resistant application. At the point beneath the second floor sliding glass doors, sufficient water migration has caused substantial dry rot in the administrator joist and/or the lower supporting wall. The deterioration has resulted in interior floor areas near many of the glass doors to drop as much as one and one half (1 -1/2) inches. In some cases, the bottom track of the glass doors has dropped enough to cause the operable door half to fall out when opened. Also the drywall ceiling of a few first floor units is noticeably lower than the supporting walls. On July 28th at approximately 1:30 pm Darren Wilson, Rhonda Berry, and I met at the site. It is my opinion, if corrections are not made to prevent the continued influence of water migration at the noted locations, a floor collapse would be immanent.
