AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON ESTABLISHING AN ECONOMIC
DEVELOPMENT ADVISORY BOARD, AUTHORIZING
APPOINTMENTS, AUTHORIZING STAFF, AND REPEALING
RESOLUTION 1280.
WHEREAS, the City Council and the Mayor created by Resolution No. 1214 a
Comprehensive Plan Citizen Steering Committee (herein "Tukwila Tomorrow to
review, discuss and propose policies and standards on certain elements of the
Comprehensive Plan, including the Economic Development Element; and
WHEREAS, Tukwila Tomorrow adopted an economic development goal of
thriving and responsible business; and
WHEREAS, Tukwila Tomorrow found that a policy of focusing limited
resources on targeted areas and maintaining Tukwila's position in the region's economy
is appropriate for Tukwila's overall economic development strategy; and
WHEREAS, among the several recommendations of Tukwila Tomorrow for the
Economic Development Element's Strategy is establishment of an Economic
Development Advisory Board to advise the Mayor, City Council, and City Staff of
policies and programs to improve the economic development climate, and providing
for necessary staff assistance; and
WHEREAS, the City finds that establishing an Economic Development Advisory
Board, which is representative of community needs, is in the City's best interest;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON HEREBY ORDAINS AS FOLLOWS:
Section 1. The Economic Development Advisory Board of the City of Tukwila
(herein "Board is hereby established.
Section 2. The Mayor shall appoint and the Council shall confirm thirteen (13)
board members who shall be representative of the industrial, business and residential
composition of the City. In addition, the Council shall appoint two (2) members from
its membership to serve an annual term on the Board. Incumbent Council
representatives may be reappointed at the discretion of the City Council.
Section 3. Board members other than Council representatives shall each serve
for a term of two (2) years, and be eligible for reappointment, thereafter; except that
eight (8) of the initial members shall serve terms of one (1) year and be eligible for
reappointment, thereafter, to regular two (2) year terms.

Section 4. The task of the board shall be to provide advice and information to
the Mayor, City Council and City Staff to assist in the making of recommendations for
plans, programs and economic development projects consistent with economic and
community goals. In addition, the board shall coordinate its efforts with those of the
Seattle King County Economic Development Commission and other regional business
and economic development oriented bodies.
Section 5. The Board's meetings shall be open and allow for public comment.
The Board will decide on its operating rules of procedure.
Section 6. If the Board loses members during their term of appointment, the
Mayor shall appoint, and the council shall confirm similar representative replacements.
Section 7. To assist the Board in its work, appropriate staff shall be available to
the Board, whose responsibilities on behalf of the Board shall include:
1. provide staff assistance to the Board, including research and analysis of
information and issues, preparation of agendas, arranging for meetings,
completion of minutes;
2. provide liaison to other local and regional entities concerned with economic
development;
In addition the City shall provide limited staff assistance and initial financing not to
exceed $15,000 for consultants for research and analysis. Provisions for additional
funding shall require the review and approval of the City Council.
Section 8. Severabilitv If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent
jurisdiction, such invalidity or unconstitutionality shall not affect the validity or
constitutionality of any other section, sentence, clause or phrase of this ordinance.
Section 9. Effective Date. This ordinance or a summary thereof shall be
published in the official newspaper of the City, and shall take effect and be in full force
five (5) days after passage and publication as provided by law.

APPOINTMENTS, AUTHORIZING STAFF, AND REPEALING
RESOLUTION 1280.
On the City Council of the City of Tukwila passed Ordinance
No. /‘9%) establishing the Economic Development Advisory Board, describing duties,
meetings and procedures; providing for severability and establishing an effective date.
The full text of this ordinance will be mailed without charge to anyone who submits a
written request to the City Clerk of the City of Tukwila for a copy of the text.
