AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, AMENDING TUKWILA MUNICIPAL
CODE CHAPTER 18.52 LANDSCAPE AND RECREATION SPACE
REQUIREMENTS, TO INCLUDE REQUIREMENTS AND
GUIDELINES FOR RECYCLING AND SOLID WASTE STORAGE.
WHEREAS, the City of Tukwila is required to reduce its solid waste by 50% in 1995; and
WHEREAS, King County has developed guidelines for multi- family and business sector
recycling storage; and
WHEREAS, the multi family and business sectors are an important component of Tukwila's
overall waste reduction and recycling strategy; and
WHEREAS, the Planning Commission, after due public notice, did hold a public hearing on
September 24, 1992 and did adopt the findings and conclusions of the Department of Community
Development Staff Report (9/16/92) as entered in the record; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO HEREBY ORDAIN AS FOLLOWS:
Section 1. Tukwila Municipal Code Chapter 18.52 Title Amended. The title of Tukwila
Municipal Code Chapter 18.52 is amended to read as follows:
Landscape, Recreation, Recycling/Solid Waste Space Requirements.
Section 2. New section TMC 18.52.070 is hereby added to read as follows:
18.52.070 Recycling Storage Space for Residential Uses.
1) Apartment and condominium developments over six units shall provide one and
one -half square feet of recycling storage space per dwelling unit and located in collection
points as follows:
a) No dwelling unit within the development shall be more than 200 feet from
a collection point;
b) Collection points shall be located so that hauling trucks do not obstruct
pedestrian or vehicle traffic on -site, or project into any public right -of -way;
C) Collection points shall not be located in any required setback or landscape
area.
Section 3. New section TMC 18.52.080 is hereby added to read as follows:
1) Recycling storage space for non residential uses shall be provided at the rate of at
least:
a) Two square feet per every 1,000 square feet of building gross floor area in
office, medical, professional, public facility, school and institutional
developments;
b) Three square feet per every 1,000 square feet of building gross floor area
in manufacturing, industrial and other non residential uses not specifically
mentioned in these requirements;
c) Five square feet per every 1,000 square feet of building gross floor area in
retail developments.
2) Outdoor collection points shall not be located in any required setback or
landscape area;
3) Collection points shall be located in a manner so that hauling trucks do not
obstruct pedestrian or vehicle traffic on -site, or project into any public right -of -way.
Section 4. New section TMC 18.52.090 is hereby added to read as follows:
18.52.090 Design of Collection Points for Garbage and Recycling Containers
Residential and non residential collection points shall be designed as follows:
1) An opaque wall or fence of sufficient size and height to provide complete
screening shall enclose any outside collection point. Architectural design shall be
consistent with the design of the primary structure(s) on the site;
2) Collection points shall be identified by signs not to exceed two square feet;
3) Weather protection of recyclables and garbage shall be ensured by using weather-
proof containers or by providing a roof over the storage area.
Section 5. Severability. If any section, sentence, clause or phrase of this ordinance should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause
or phrase of this ordinance.
Section 6. Effective Date. This ordinance or a summary thereof shall be published in the official
newspaper of the City, and shall take effect and be in full force five (5) days after passage and
publication as provided by law.

SOLID WASTE STORAGE; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE
DATE.
On It 1 -7 the City Council of the City of Tukwila passed Ordinance
No. 7 amending TMC 18.52 to include requirements and guidelines for recycling
and solid waste storage, providing for severability, and establishing an effective date.
The full text of this ordinance will be mailed without charge to anyone who submits a
written request to the City Clerk of the City of Tukwila for a copy of the text.
