ORDINANCE NO. /6 A
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUKWILA, WASHINGTON, ADDING A NEW
CHAPTER 2.34 TO THE TUKWILA MUNICIPAL CODE
TO CREATE A HUMAN SERVICES ADVISORY BOARD,
PRESCRIBING THE TERMS OF OFFICE, AND SETTING
FORTH THE DUTIES AND POWERS OF SAID BOARD.
WHEREAS, human services have been and remain important elements of City
government in Tukwila, and
WHEREAS, addressing human service needs in the City requires a broad representation
of citizen viewpoints, and
WHEREAS, the City Council has determined that a Human Services Advisory Board
should be created in the City of Tukwila to assist the City Council and Mayor in an advisory
manner concerning the provision, funding and need for human services in Tukwila,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO HEREBY ORDAIN AS FOLLOWS:
Section 1. Human Services Advisory Board Created. A new Chapter 2.34 is hereby added to
the Tukwila Municipal Code to read as follows:
Section 2.34.010. Establishment of Human Services Advisory Board. The Tukwila
Human Services Advisory Board is hereby created and established, which shall consist of
seven (7) members, who shall be appointed by the Mayor, subject to confirmation by a
majority vote of the City Council. Appointments shall be made from individuals
demonstrating fitness for the position and shall be selected without respect to political
affiliation, race, creed or sex. Members may be removed by the Mayor, subject to
confirmation by a majority vote of the City Council, for any reason. Members shall not
receive a salary or other compensation for services as an Advisory Board member, but
necessary expenses of the Board actually incurred shall be paid from appropriate City
funds.
Section 2.34.020. Representative Membership,, The Board shall be comprised of seven
members. To the extent possible, membership shall include:
One representative from Tukwila's business community
One representative from Tukwila's religious community
Three at -large concerned resident citizens
One representative from the local school districts
One representative from Tukwila's medical health community
A) The primary representative from City administration shall be the Human Services
Coordinator and shall serve as an ad hoc and non -voting member of the Board. The
Mayor may assign other additional representatives as deemed necessary.
B) Members representing institutions shall represent the broadest possible constituency
through a variety of activities, to include coordination with other similar
organizations or counterparts.
C) In the event that the representative is no longer affiliated with their organization, the
representative will be asked to vacate their position as soon as a successor can be
appointed.
Section 2.34.030. Terms of Appointment- Staffing.. The initial terms of appointment for
membership of the Board shall be as follows:
A) Positions 1, 2, and 4, three years (Position 1 Health community representative,
Position 2 School District community representative and Position 4 At -large
citizen).
B) Positions 3 and 5, two years (Positions 3 and 5 At -large citizen)
C) Position 6 and 7, one year (Position 6 Business community representative and
Position 7 Religious community representative).
Upon expiration of the initial terms set forth above, each subsequent term shall be for a
three -year period or until a successor is appointed and confirmed as set forth in TMC
2.34.010. With any appointment to a position vacated, the expiration of the term of the
appointment shall be to fill only the expired position of said term. Vacancies shall be
filled for unexpired terms as soon as possible in the manner in which members of the
Board are regularly chosen. Staffing shall be provided by the Human Services
Coordinator or as directed by the Mayor.
Section 2.34.040. Duties. The Human Services Advisory Board shall serve in an
advisory capacity to the Mayor and the City Council and as such shall submit to the
Mayor and City Council any recommendations regarding human services. Specifically,
the Board should advise the Mayor and the City Council on the status of human services
needs and programs in the City. The Board will:
A) Assist in monitoring and assessing the need for human services in Tukwila
B) Provide recommendations for the prioritizing of human services needs within the City
C) Recommend human services policies
D) Recommend human services projects for City funding
E) Receive and review proposals for human service programs
F) Render other assistance or advice on the human services issue as needed
Section 2.34.050. Recommendations Reports. The Mayor and City Council may refer to
the Human Services Advisory Board, for its recommendation and report, any ordinance,
resolution, agreement or other matter relating to human services, and the Board shall
promptly report to the Mayor and City Council thereon, making recommendations and
giving such advice as it may deem proper.
Section 2.34.060. Powers Officers Meetings- Ouorum.
A) The Board shall have the power to create and adopt such by -laws as are necessary for
the conduct of business.
B) A majority of the Board shall constitute a quorum for the transaction of business.
C) Members of the Board shall meet and organize by electing for the members of the
Board, a chairperson or vice- chairperson and such other officers as may be
determined by the chair.
D) The chair shall preside at all meetings. The vice chairperson shall perform this duty
in the absence of the chairperson.
E) The Board may organize into committees in order to achieve the purpose of this
ordinance. The chair of any subcommittee shall be a member of the Board.
Additional persons who are not board members may be recruited by the board on an
ad -hoc basis, to serve on a committee and provide information or expertise.
F) The Board members shall meet at least quarterly.
G) The Board shall keep a record of their meetings.
Section 2.34.070. Conflicts of Interest. If any member of the Human Services Advisory
Board concludes that such member has a conflict of interest with respect to a matter
pending before the Board, that member shall disqualify himself or herself from
participating in the deliberations and decision making process with respect to that matter.
Section 2. Severabilitv. If any section, sentence, clause or phrase of this ordinance should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance or a summary thereof shall be published in the
official newspaper of the City, and shall take effect and be in full force five (5) days after
passage and publication as provided by law. F '�'U

On the City Council of the City of Tukwila passed Ordinance NQ44Z`',
adding a new ha er 2.34 to the Tukwila Municipal Code, creating a human services advisory
board, prescribing the terms of office, and setting forth the duties and powers of said board;
providing for severability; and establishing an effective date.
The full text of this ordinance will be mailed without charge to anyone who submits a
written request to the City Clerk of the City of Tukwila for a copy of the text.
