AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADDING A NEW CHAPTER TO THE TUKWILA MUNICIPAL CODE, 9.18.00, DESIGNATING ARTERIAL FUNCTIONAL STREET CLASSIFICATIONS, PROVIDING FOR SEVERABILITY, AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, arterial streets are classified as Functional Arterials in three classes: Principal, Minor, and Collector Arterials; and WHEREAS, other streets not classified as Arterials are classified as access streets; and WHEREAS, an Arterial Classification System is required in order for the City to receive any federal or state funds for street work; and WHEREAS, the City wishes to incorporate the areas annexed to the City over the past three years into the classification system; and WHEREAS, a classification study has been completed and a recommended system proposed by the Transportation Committee; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO HEREBY ORDAIN AS FOLLOWS: Section 1. New Chapter Created. There is hereby added to the Tukwila Municipal Code a new chapter, 9.18.00, which designates the classification of functional arterial streets as Principal, Minor, and Collector Arterials. This chapter shall be entitled Functional Arterial System. Section 2. Designation of Principal Arterials. There is hereby added to the Tukwila Municipal Code a new section, 9.18.010, to read as follows: 9.18.010 Designation of Principal Arterials. The primary function of principal arterials is to expedite through traffic between communities and traffic generated by major shopping centers and serve travel between freeways and lesser classified arterials. Principal arterials are 50 or more feet wide with 80 or more feet of right -of -way. Principal arterial speed limits are normally set between 35 and 50 miles per hour. Principal arterial traffic volumes generally range between 10,000 and 50,000 per weekday. The following streets will be classified as Principal Arterials: a. Pacific Highway South between Boeing Access Road and South City Limit b. East Marginal Way between Boeing Access Road and North City Limit c. Boeing Access Road between East Marginal Way and Empire Way d. Empire Way South between I -5 and North City Limit e. Interurban Ave. So. between I -5 and I -405 f. West Valley Road between I -405 and South City Limit g. Southcenter Boulevard Grady Way between I -5 and East City Limit h. 16th Avenue between the North and South City Limit Section 3. Designation of Minor Arterials., There is hereby added to the Tukwila Municipal Code a new section, 9.18.020, to read as follows: 9.18.020 Designation of Minor Arterials. The primary function of minor arterials is to serve inter community traffic traveling between neighborhoods, traveling between principal and collector arterials. Minor arterials serve smaller geographic areas than principal arterials. Minor arterial speed limits are usually 30 or 35 miles per hour. Traffic generators served by minor arterials include high schools, junior high schools, hospitals, community business centers, neighborhood shopping centers and athletic fields. Minor arterial traffic volumes range from 1,500 to 15,000 per weekday. Minor arterials are normally 44 feet wide with at least 60 feet of right -of -way. The following streets will be classified as Minor Arterials: a. Airport Way So. between Boeing Access Road and North City Limit b. East Marginal Way So. So. 133rd St. between Boeing Access Road and Interurban Ave So. c. Interurban Ave So. between East Marginal Way So. and I -5 d. So. 154th St. between I -5 and Pacific Highway So. e. Klickitat between SR518 and Southcenter Parkway f. Southcenter Parkway 57th Ave. So. between Tukwila Parkway and South City Limit g. Tukwila Parkway between Southcenter Parkway and Southcenter Boulevard h. Strander Boulevard between Southcenter Parkway and West Valley Road i. Andover Park East between Tukwila Parkway and So. 180th St. j. Andover Park West between Tukwila Parkway and So. 180th St. k. So. 180th St. So. 178th St. between West Valley Road and West City Limit Section 4. Designation of Collector Arterials. There is hereby added to the Tukwila Municipal Code a new section, 9.18.030, to read as follows: 9.18.030 Designation of Collector Arterials. The primary function of collector arterials is to serve traffic traveling between access streets and higher classification arterials and primarily serve local traffic of a neighborhood or commercial /industrial area. Collector arterials serve some through traffic and traffic within a local area and provide access to abutting land with essentially unrestricted numbers of access points. Collector arterial generators include elementary schools, churches, clinics and small apartment areas. Collector arterial traffic volumes are generally less than 10,000 per day. Collector arterials are normally 36 -40 feet wide with 60 feet of right -of -way. Collector arterials may have bus routes. The following streets will be classified as Collector Arterials: a. So. Norfolk St. between East Marginal Way and East City Limit b. So. 112th St. between Pacific Highway So. and East Marginal Way So. c. So. 115th St. 42nd Ave. So. between East Marginal Way and Interurban Ave. So. d. So. 124th St. 50th Place So. between 42nd Ave. So. and East City Limit e. Macadam Road So. between Interurban Ave. So. and So. 144th St. f. So. 144th St. between 58th Ave. So. and West City Limit g. 65th Ave. So. /So. 147th St. /58th Ave. So. between Southcenter Boulevard and Interurban h. Macadam Road/53rd Ave. So. /52nd Ave. So. between Southcenter Boulevard and Interurban i. So. 130th St. between Macadam Road So. and Pacific Highway j. 40th Ave. So. 42nd Ave. So. between East Marginal Way and South City Limit k. So. 160th St. 53rd Ave. So. between Military Road and Klickitat 1. So. 164th St. between Military Road and 51st Ave. So. m. 51st Ave. So. between So. 160th St. and South City Limit n. Minkler Boulevard between Andover Park West and Andover Park East Section 5. Designation of Concentual Arterials (Future Construction). There is hereby added to the Tukwila Municipal Code a new section, 9.18.040, to read as follows: 9.18.040 Designation of Conceptual Arterials (Future Construction). The following streets will be classified as Conceptual Arterials: a. Minkler Boulevard between Andover Park East and Southcenter Parkway b. So. 168th St. between Southcenter Parkway and Andover Park West c. Tukwila Parkway Extended between Andover Park East and East City Limit d. Strander Boulevard Extended between West Valley Road and East City Limit e. So. Norfolk St. Extended between East Marginal Way and SR99 f. Gateway Boulevard between Interurban Ave. So. and 50th Place So. Section 6. Severability: If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity of constitutionality of any other section, sentence, clause or phrase of this ordinance. Section 7. Effective Date. This ordinance or a summary thereof shall be published in the official newspaper of the City, and shall take effect and be in full force five (5) days after passage and publication as provided by law. AN AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADDING A NEW CHAPTER TO THE TUKWILA MUNICIPAL CODE, 9.18.00, DESIGNATING ARTERIAL FUNCTIONAL STREET CLASSIFICATIONS, PROVIDING FOR SEVERABILITY, AND ESTABLISHING AN EFFECTIVE DATE. On /c /9/ the City Council of the City of Tukwila passed Ordinance No. /6/4 adding"a new/chapter, Functional Arterial System 9.18.00, to the Tukwila Municipal Code, classifying arterial streets as Functional Arterials in three classes, Principal, Minor, and Collector Arterials, and providing for an effective date. The full text of this ordinance will be mailed without charge to anyone who submits a written request to the City Clerk of the City of Tukwila for a copy of the text.
