ORDINANCE NO. 1 83
AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON, ANNEXING
CERTAIN REAL PROPERTY TO THE CITY COMMONLY KNOWN AS THE
STRANDER ANNEXATION PURSUANT TO THE PETITION METHOD SET
FORTH IN RCW CHAPTER 35A.14, REQUIRING SAID PROPERTY TO BE
ASSESSED AND TAXED AT THE SAME RATE AND BASIS AS OTHER
PROPERTY WITHIN SAID CITY, ADOPTING A COMPREHENSIVE LAND
USE PLAN AND ZONING REGULATIONS, AND FIXING THE EFFECTIVE
DATE OF ANNEXATION.
WHEREAS, a Notice of Intent to Annex, signed by the owners of more than
ten percent (10%) in value, according to assessed valuation for general
taxation, of the property described in Exhibit A attached hereto and
incorporated herein by this reference as if set forth in full, which property
is more commonly known as the Strander Annexation, was received by the City,
and
WHEREAS, the City Council met with the said owners and determined that the
City would consider pre- annexation zoning for the property prior to
determining whether or not to accept the annexation and authorize circulation
of a seventy -five percent (750) petition, and
WHEREAS, the City Council of the City of Tukwila determined that the City
will require the assumption of existing City indebtedness by the area to be
annexed, and
WHEREAS, the City Council, after two public hearings, on June 6, 1988
passed Ordinance No. 1470 amending the Comprehensive Land Use Policy Plan Map
for the area, adopting zoning regulations and a zoning map to provide for the
area in the event said area should become annexed to the City of Tukwila, and
providing for a Concomitant Zoning Agreement, and
WHEREAS, following the passage of Ordinance No. 1470, the Concomitant
Zoning Agreement was executed and the City Council received a Petition for
Annexation of the real property, signed by the owners of not less than
seventy -five percent (750) in value, according to assessed valuation for
general taxation, of the property described in Exhibit A, and processed the
same in accordance with the state statutes governing annexation in Chapter
35A.14 RCW, and
WHEREAS, said proposed annexation was submitted to the King County
Boundary Review Board pursuant to RCW Chapter 36.93 and the Chairman of said
Board, pursuant to RCW 36.93.110, determined that review by the Board was not
necessary for such annexation, and
WHEREAS, upon due and proper notice posted and published, the City Council
held a public hearing on the proposed annexation on November 7, 1988, and
determined that said annexation should be approved,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Annexation. The territory described in Exhibit A attached
hereto and incorporated herein situated in King County, Washington, and

contiguous to the City of Tukwila, Washington, is hereby annexed to and
incorporated in the City of Tukwila.
Section 2. Assessment and Taxes- Assumotion of Indebtedness. Pursuant to
the terms of the annexation petition, all property within the territory
annexed hereby shall be assessed and taxed at the same rate and on the same
basis as property within the City, including assessment or taxes in payment of
any bonds issued or debts contracted prior to or existing at the date of
annexation.
Section 3. Zoning. The territory hereby annexed shall be subject to the
City of Tukwila Comprehensive Land Use Policy Plan Map as amended by Ordinance
No. 1470, shall be subject to the zoning regulations and zoning map as
provided in said ordinance, and shall be subject to the Concomitant Zoning
Agreement provided for in said ordinance.
Section 4. Duties of Planning Director. The Planning Director is hereby
instructed to effect the necessary changes to the Comprehensive Land Use
Policy Plan Map and the Official Zoning Map of the City in accordance with the
zoning established by this ordinance, upon the effective date of the
annexation.
Section 5. Filing. A certified copy of this ordinance shall be filed as
provided in RCW 35A.14.140.
Section 6. Effective Date. This ordinance shall be in force and effect
five days after publication of the attached Summary, which is hereby
approved.

On November 7, 1988, the City Council of the City of Tukwila passed
Ordinance No. Jig.' which provides as follows: Annexes to the City of
Tukwila the property described commonly known as the Strander Annexation,
provides for taxes and assessments on such property, provides for zoning
regulations, and provides for an effective date.
The full text of this ordinance will be mailed without charge to anyone
who submits a written request to the City Clerk of the City of Tukwila for a
copy of the text.
