HomeMy WebLinkAboutOrd 1942 - Benefits for Councilmembers (Repealed by Ord 2023) r O! ri _J:. .O i Q i r s 908 Tu kwila o f Ci i Washington Ordinance No. TXs AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 1851, AS CODIFIED AT SECTION 2.04.230 OF THE TUKWILA MUNICIPAL CODE, FIXING THE BENEFITS FOR CITY COUNCIL MEMBERS; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the time commitment and effort of satisfactorily fulfilling the job of Council member have increased in recent years, fringe benefits for members have not increased proportionately; and WHEREAS, medical benefits are an area where the Council rate for reimbursement of medical expenses has fallen relative to the costs; and WHEREAS, the cost of health care has risen sharply in each of the last three years to a level which exceeds the City's current Council reimbursement level; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Council Compensation. Section 1 of Ordinance No. 1851, as codified at Section 2.04.230(B) of the Tukwila Municipal Code, is hereby amended to read as follows: B. Benefits. Each member of the City Council, beginning January 1, 2001, shall be eligible for one of two benefits options: 1. Reimbursement program. Reimbursement from the City for medical expenses including: pharmaceuticals, health care, alternative health care, dental, and vision costs; and health and life insurance premiums up to $3,400, which approximates the cost of insurance for one employee. Reimbursements shall be made only upon presentation to the Finance Director of a receipt or other evidence that the expense was actually incurred. All reimbursement payments made under this section shall be a fringe benefit accruing to the member by virtue of employment with the City and shall not be considered part of the member's stipend or wages; or 2. Medical plan eligibility. The ability to join the City's self- insured medical and dental plan which is offered to non represented employees. This benefit will cover only the Council member and not additional family members unless those are paid for separately. Section 2. Severability. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance or its application to any other person or situation. Section 3. Effective Date. This ordinance or a summary thereof shall be published in the official newspaper of the City, and shall take effect and be in full force and effect five (5) days after passage and publication as provided by law.
