PRESENTATIONS - No presentations. II. BUSINESS AGENDA A. Update on Right Size Parking Project Daniel Rowe of King County Metro Transit led a presentation and discussion on the Right-Size Parking Project, a 3- Researchers with this inter-jurisdictional project gathered regional data and developed an online tool to help cities with future policy decisions regarding parking supply and development. Right-size parking is when the amount of parking provided is optimized, striking a balance between supply and demand. Parking oversupply can lead to needless development costs, reduced housing affordability, and a reliance on driving, leading to traffic congestion. Existing code and policy in cities is generally outdated, based on inaccurate data, and not reflective of modern community goals. Researchers inventoried a large sample of over 200 multifamily developments in King County and assessed over 100 independent variables to conclude that on average, parking is supplied at 1.4 spaces per dwelling but is only used at about 1 space per unit. The King County Right Size Parking Tool (www.rightsizeparking.org) is an online calculator that enables stakeholders to interact with this research. It is a map-based tool that allows users to create custom scenarios and more accurately estimate the parking need in the context of a specific site. When compared with the optimized parking predicted by the research, 90% of King County parcels outside of Seattle have excess requirementincluding Tukwila. The next phase of the project will be to implement demonstration projects and conduct stakeholder outreach and education. Beginning this fall, the Right-Size Parking Project will embark on pilot projects with a few cities to work on policy change. Applications to be involved in a pilot project are due in July. Councilmembers discussed the applicability of the research and the online tool to the City of Tukwila and asked if there is interest in applying to be one of the pilot cities. Mr. Rowe demonstrated the online tool using th a former proposed project at East Marginal Way and South 130 Street as an example. DCD staff indicated that the City may propose to reduce the parking standard for 1.5 for a two-bedroom unit, and one for a one- bedroom or studio, and that the City may pursue the pilot project application in an effort to get an accurate INFORMATION ONLY handle on parking issues.
