AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, ESTABLISHING GREENS FEES CHARGED
AT FOSTER GOLF LINKS FOR THE YEARS 2000-2004 TO BE
CONSISTENT WITH THE FOSTER GOLF LINKS REVISED SIX-YEAR
MASTER PLAN 1999-2004; REPEALING ORDINANCE NO. 1885, AS
CODIFIED AT TUKWILA MUNICIPAL CODE 12.12; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, greens fees are the major source of revenue to operate and improve the golf course, and a
greens fee increase in 1999 was necessary to meet the revenue needs to operate, maintain and make capital
improvements at the golf course as shown in the Foster Golf Links Revised Six -Year Master Plan 1999-2004;
and
WHEREAS, it is necessary to keep greens fees consistent with the Foster Golf Links Revised Six -Year
Master Plan 1999-2004, and the City Council supports maintaining those rates;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The following greens fees are established for play at the City's Foster Golf Links for the years
2000 through 2004:

Section 2. In order to be eligible for Residential Fees, the individual must present identification to prove
they reside within the City limits of Tukwila. Eligibility cards will be issued to qualifying individuals by the
Foster Golf Links Pro Shop covering a period from January 1 to December 31 for each year. Cards may only be
used by the individual resident during the year issued.
Section 3. An "Extra Hole" fee shall be charged when a player desires to play an additional 9 holes after
the first 9 -hole fee has been paid. The amount of the Extra Hole fee shall be the difference between the 9 -hole
and 18 -hole fee for the particular player.
Section 4. A "Twilight" fee of one half the Non Residential 9 -hole fee, weekday or weekend rate as
applicable, shall be charged to all golfers one hour before the official sundown time or when there is not
enough time to complete nine holes. Twilight fee applies to golfers of all ages and categories. Official
sundown time shall be as stated in the Nautical Almanac, U.S. Naval Observatory for Seattle, Washington.
Section 5. A "Weekend" fee shall be established on Saturdays and Sundays from April 1s through
September 30` This $2.00 fee shall be in addition to all applicable greens fees.
Section 6. A "Winter" fee shall be established for all days from October 1' through the last day of
February. This fee shall allow all golfers to play paying the appropriate "Residential Fee."
Section 7. The "Junior" fees as listed in Section 1 above shall be in effect for Residents and Non
Residents on all weekdays and after 4:00 PM on weekends; otherwise, the junior golfer shall pay regular rates.
Section 8. A "Promotional" fee may be authorized by the Parks and Recreation Director to encourage
play and promote the golf course for no more than three consecutive days nor more than a total of 30 days per
year.
Section 9. All greens fees as established by this ordinance include the City's Admissions Tax and State
Sales Tax within the stated amount.
Section 12. Severability. If any section, subsection, paragraph, sentence, clause or phrase of this
ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any
reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or
constitutionality of the remaining portions of this ordinance or its application to any other person or situation.
Section 13. Effective Date. This ordinance or a summary thereof shall be published in the official
newspaper of the City, and shall take effect and be in full force and effect five (5) days after passage and
publication as provided by law.

Section 10. Repealer. Ordinance No. 1885, as codified at TMC 12.12, is hereby repealed.

Ordinance No. /Y.96 maintaining the greens f' es established in 1999 to be
consistent with the Foster Golf Links Revised Six -Year Master Plan; providing for
severability and establishing an effective date.

submits a written request to the City Clerk of the City of Tukwila for a copy of the text.
