COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Hougardy called the Tukwila City Council meeting to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.

SPECIAL PRESENTATIONS
a. Community- Oriented Policing Citizens Advisory Board (COPCAB) 2012 Annual Report.
Jerry Thornton, COPCAB member, thanked the Council for the opportunity to provide the 2012 annual
report, and provided a summary regarding the Community- Oriented Policing Citizens Advisory Board.
COPCAB is a group of dedicated residents, business partners, school representatives and students who
believe that all citizens share in the responsibility of a community's quality of life. It is their mission to
foster collaborative opportunities between the Tukwila Police Department (TPD) and the citizens of
Tukwila to identify and resolve problems and empower people and neighborhoods to help themselves.
COPCAB was established in 1994 by City ordinance.
COPCAB conducted a community survey April 2012 through September 2012 to obtain feedback about
the Tukwila Police Department and how public safety could be improved in the community. Links to the
survey were distributed via e-mail to Block Watch participants, rental housing units and other citizen
contacts in Tukwila. Paper copies of the survey were distributed at the National Night Out Against Crime
event. A total of 123 individuals took the survey. 75% were residents, 20% were from the school system,
and 4% were business owners.
All 123 individuals confirmed they knew how to call 9 -1 -1 in case of an emergency, and 59 of the 123
reported they did call 911 within the past year. 94% of those individuals believed that the TPD arrived in a
timely manner. Although an overwhelming 75% said that they do see TPD personnel at least once a
week, they have indicated that they would like to see more of their presence. 92% feel "somewhat safe to
very safe" in our community, and 81 % feel connected with the TPD.
One of the final questions was: "Are you satisfied with the overall performance of the Tukwila Police
Department ?" 95% had a response ranging from "somewhat satisfied to very satisfied."
Each year COPCAB nominates outstanding individuals for their extraordinary performance in the spirit of
community- oriented policing.

The 2012 COPCAB Tukwila Police Department Employee of the Year award recipient is Records
Specialist Wendy Butterworth. Ms. Butterworth has been a Records Specialist at the Tukwila Police
Department for a total of 17 years. In addition to her regular duties, she has assumed the leadership of
the Community Relations Committee. She has brought fresh ideas and energy to the department's
efforts to build better relationships between the Tukwila community and Tukwila Police Department,
promote the positive changes the department is making, and create a friendlier atmosphere within the
department. Additionally, she created the Tukwila Police Department family "Brag Board," helped
organize the holiday season food drive and the "National Night Out Against Crime" poster contest, and
made outreach efforts to local media. She has given special focus to creating events that give children
more opportunities to interact with Tukwila Police Officers in friendly, non - emergency situations.
Rebecca McGregor, Police Records Manager, accepted the award on behalf of Ms. Butterworth.
The second 2012 COPCAB award recipient is the Community Policing Team. The Tukwila Police
Department Community Policing Team (CPT) is led by Sergeant Bill Devlin and staffed with officers Don
Ames, Adam Balcom, Kraig Boyd, Keith Cullens and Randy Rusness. This team is based at the
Neighborhood Resource Center (NRC) on Tukwila International Boulevard (TIB) and patrols on bicycles,
by car and on foot in problem areas in Tukwila. In 2012 their main focus was on crime in the TIB corridor.
As a direct result of this dedicated team, many citizens have commented on the improved atmosphere
along Tukwila International Boulevard and in the surrounding neighborhoods. Their constant presence is
a reassurance to citizens in the area and a deterrent to criminals. In addition to this important work, the
team members work with individual businesses in Tukwila to reduce criminal activity on their properties.
Officer Boyd accepted the award on behalf of the Community Policing Team, and he thanked COPCAB
for the recognition.
b. 2012 Police Annual Report to the Council.
Mike Villa, Police Chief, explained the Tukwila Police Department has completed the 2012 Annual Report,
and the presentation is to update the Council on some of the issues the department faced in 2012.
The year began with the department developing a shared vision statement for Tukwila Police and re-
organization of the Police Department. The following Command Staff were promoted in 2012: Bruce
Linton was promoted to Assistant Police Chief, Officers Rick Mitchell and Jon Harrison were promoted to
Police Commanders and Officer Todd Rossi was promoted to Sergeant. The Tukwila Police Department
began 2012 with 60 Commissioned Police Officers that could be deployed throughout the community and
16 Non - Commissioned personnel.
Property crimes increased to 3,288, up from 2,990 in 2011. There were 219 violent crimes reported. The
Police Department implemented the City's crime reduction initiative in 2012, re- opened the Neighborhood
Resource Center (NRC), added two bicycle officers, established the Community Police Team (formerly
known as the Central Business District Team), created the Community Relations Committee, and began
enforcement of the City's chronic nuisance ordinance.
Chief Villa utilized a PowerPoint presentation to summarize topics and identify Tukwila Police Divisions
highlighted in the Tukwila Police Department 2012 Annual Report. The divisions included:

Chief Villa distributed copies of the Tukwila Police Department 2012 Annual Report and a copy of the
Tukwila Police Department core values. The 2012 Annual Report will also be available on the City's
website (www.TukwilaWA.gov) for the community.
CITIZEN COMMENTS
There were no citizen comments.
PUBLIC HEARING
A resolution adopting the 2014 -2019 Transportation Improvement Program.
8:03 p.m. Council President Hougardy opened the Public Hearing.
Robin Tischmak, City Engineer, explained the draft resolution includes the updated 2014 -2019
Transportation Improvement Program (TIP). The TIP is required to be adopted by July 1st of each year.
Changes to the proposed 2014 -2019 TIP include:
Added: Americans with Disabilities Act ( "ADA ") Improvements (CIP Page 17), BNSF
Regional Center Access (CIP Page 13), Strander Blvd /SW 27th St Phase III (CIP
Page 29)
Deleted: Neighborhood Traffic Calming (CIP Page 6)
Modified: Andover Park West (Tukwila Pkwy - Strander Blvd); Boeing Access Road Bridge
Rehabilitation; Interurban Avenue South (S 143rd St- Ft. Dent Way); South 133rd
Street / State Route 599 Ramp Intersection; South 144th St (Phase II); South 178th
St Realignment; Tukwila Urban Center (TUC) /TOD Pedestrian Improvements; TUC -
Transit Center; TUC - Pedestrian /Bike Bridge; West Valley Highway / South 156th
Street
Council President Hougardy called for public comments.
There were no public comments.

SPECIAL ISSUES
a. A resolution adopting the 2014 -2019 Transportation Improvement Program.

Councilmember Kruller indicated this item was discussed at the Transportation Committee meeting on
May 29, 2013. The committee members were unanimous in recommending approval.
The Transportation Improvement Program (TIP) is required by RCW (Revised Code of Washington) to be
updated annually and adopted by resolution and then incorporated into the Regional and State TIPs. The
TIP is primarily a financial planning document for projects competing for grants.
COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING.
b. Proposed response to the U.S. Environmental Protection Agency regarding the proposed
clean -up plan for the Lower Duwamish Waterway.
Bob Giberson, Public Works Director, explained staff has drafted a comment letter to the U.S.
Environmental Protection Agency (EPA) regarding the proposed clean -up for the Lower Duwamish
Waterway Superfund Site (page 45 of the agenda packet).
At the June 3, 2013 Regular Meeting the Council requested that staff draft a comment letter to the EPA
regarding the February 28, 2013 "Proposed Plan: Lower Duwamish Waterway Superfund Site." The
options within the Proposed Plan are intended to achieve similar clean -up goals, and staff recommends
supporting the overall goals of the Duwamish Waterway cleanup.
Councilmember Robertson explained he is the City's Water Resource Inventory Area (WRIA) 9
representative, and at the June 3, 2013 Regular Meeting the Council was briefed on the Lower Duwamish
Waterway clean -up effort. The WRIA9 Committee has voiced their support for the EPA clean -up option
5C Plus. He explained there is no easy answer for the issue in the Duwamish, and he suggested the City
support the 5C Plus option. He distributed a copy of the response letter with the following proposed edits:
The Proposed Plan states that all of the alternatives are intended to achieve similar cleanup levels and
Therefore, our comments are based on support of the overall goals of the cleanup efforts. However, the
City of Tukwila supports the EPA's preferred alternative 5C Plus as the most effective cleanup plan with
goals that:
• are cost - effective, achievable and environmentally sound.
• bring the Duwamish River to similar levels as the Green River.
• balance short-term and long -term effectiveness of the remediation alternatives.
Council discussion included: recognition that the overall goals of the clean -up need to be achievable and
science based, acknowledgement that storm water runoff is an important issue, source control for river
pollution is critical, and that the river clean -up is proactive and environmentally sound.
Councilmember Ekberg suggested the bulleted section of the City's response letter to the EPA read as
follows:
• are cost - effective, measurable, realistically achievable and cnvironmcntally sound consistent with
urban river conditions.
• bring the Duwamish River to similar levels as the Green River.
• balance short-term and long -term effectiveness of the remediation alternatives.
• based on science that is environmentally sound.
Council President Hougardy asked Administration if the proposed amendments are acceptable.
Mr. Giberson stated the amendments from Council support the original intent of the letter.

REPORTS
a. Mayor
Mayor Haggerton attended the King County Aerospace Alliance meeting on June 5, 2013. The meeting
was hosted by the City of Tukwila at Fatigue Technology. On June 7, 2013 he attended the Valley
Communications Board Meeting where the topic of discussion centered around the Computer Aided
Dispatch (CAD) program that Valley Communications has been working on for several years.
b. City Council
Councilmember Duffie participated in the June 8, 2013 Duwamish /Green River tour that was conducted
by the Fire Department.
Councilmember Robertson participated in the June 8, 2013 Duwamish /Green River tour that was
conducted by the Fire Department. He commented that the river is an amenity of the City that does not
have public access and therefore it is not utilized.
Councilmember Seal hosted the June 8, 2013 Council Coffee Chat. She commented that she has not
received applications for the Tukwila Pool Advisory Committee.
Councilmember Quinn participated in the June 8, 2013 Duwamish /Green River tour that was conducted
by the Fire Department, and he spoke at the recent Foster High School Honor Society event.
Councilmember Kruller attended the June 5, 2013 Road Map Project meeting, and on June 6, 2013 she
participated in the Puget Sound Chapter of the Project Management Institute event that was held at
ACME Bowl in Tukwila. On June 7, 2013 she attended the Washington State Refugee Advisory Council
meeting, and later that day the Tukwila Pantry Food Bank Afternoon Tea. On June 8, 2013 she
participated in the Duwamish /Green River tour that was conducted by the Fire Department and later that
day attended the Tukwila Historical Society event titled "Territorial Voices: A Civil War Reader's Theater."
Council President Hougardy clarified that the "Summer Meals for Kids Program" (sack lunch) will be
offered at Cascade View Park and the Tukwila Community Center.
Council President Hougardy attended the June 7, 2013 Tukwila Pantry Food Bank Tea fundraiser last
Friday afternoon at the Community Center. She announced that she will be attending the South King
County Economic Development Initiative (SKCEDI) retreat on Wednesday, June 12. She reminded the
Council of the Foster High School graduation ceremony on Friday, June 14.
c. Staff
David Cline, City Administrator, thanked the Tukwila Fire Department for providing the river tour for the
City Council.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
Laurel Humphrey, Council Analyst, reminded the Council of the summer kick -off barbeque at the Tukwila
Community Center on June 13, 2013.
MISCELLANEOUS
Councilmember Robertson explained 60% of the funding for Water Resource Inventory Area (WRIA) 9 is
received from municipalities. Tukwila has provided $11,175 in funding to the program for the past 10
years. During the recent WRIA9 meeting there was a discussion about seeking an increase in funding for

the program. WRIA9 is staffed by King County employees. WRIA9 is the most recognized WRIA in the
state, and he feels the funding for WRIA9 should be increased by approximately 25 %. The proposed
funding increase would result in an additional $2,793.75. He asked the Council to consider the proposed
funding increase.
After Council discussion, there was Council consensus to have the Council discuss the proposed
increase to the WRIA9 funding during the next budget process.
Councilmember Quinn commented that the property on South 152nd Street (along Tukwila International
Boulevard) has a large accumulation of junk and debris. He noticed children in the area playing among
the pile and he asked City Administration to work on this issue.
