BACKGROUND In May 2012 the City submitted an application to PSRC in response to a statewide Call for Projects to award federal grant funds. The City's application had two parts requesting Congestion Management/Air Quality (CMAQ) funds to: Part 1) construct bicycle facilities on the corridor of East Marginal Way /Boeing Access Rd /Airport Way from SR 599 to the north City limits (see attached map) and, Part 2) conduct a study of the Boeing Access Rd corridor to recommend improvements for bicyclists /pedestrians. The project initially did not score well enough to be recommended for immediate funding, although it did score adequately to be ranked as the top project on the contingency list. During the scoring process, the committee recommended funding only shovel -ready construction projects. Since the projects were selected in 2012, the Puget Sound region has struggled to meet obligation requirements imposed by FHWA. Due to this lack of progress in obligating funds, PSRC has awarded funding to contingency projects, but are only awarding funding for design of Part 1. DISCUSSION Acceptance of the awarded federal grant will enable the City to proceed with only the design phase of the Tukwila MIC Smart Street Non - Motorized Project. The construction phase will not be funded until additional grant funds are secured or the City budgets the project from local sources. FINANCIAL IMPACT The total estimated project cost for bicycle facilities in Part 1, including construction, submitted with the grant application was $678,480.00. Grant funds awarded at this time are only for the design phase and are estimated at $121,200 with grant funding of $104,838 and a City required match of 13.5% or $16,362.00. The construction phase in the amount of $557,280 is currently unfunded and projected for construction in 2015 (pending receipt of an additional grant). Your project was one of 21 projects approved by PSRC's Executive Board in May to receive a total of $24 million in federal funding. One of PSRC's major responsibilities is to secure federal transportation funding for the region and to select projects to receive that funding. The projects are selected on their merits and support the region's growth and economic development. To ensure that our region meets an August 1 deadline for using funds from the Federal Highway Administration, we identified ready to go projects such as yours to receive this funding. This action will ensure federal transportation dollars are put to work on priority projects right away. These projects must use their awarded funds by August 1, or the funds will be returned. We thank you for your continued leadership and excellent work by your staff on transportation planning and implementation. TUC Pedestrian/Bicycle Bridge — Acceptance of State Regional Mobility Grant Staff is seeking Council approval to accept construction grant funding from the State Regional Mobility Program to build the TUC Pedestrian /Bicycle Bridge. With Council consent, staff applied for the grant funding in October 2012. The grant was successful for the full $6,870,000 and there is a 20% local match that can come from the existing design grant, city funds, and park impact fees. Park impact fees can fund up to $1,600,000, however that may require 16 to 20 years to collect depending on future development. The Committee decided to have this item return to Transportation with more information on the the debt schedule for the $1.8M that is not grant funded and if the City has the option of borrowing the funds and having the Park Impact fees pay it back. Also requested was a schedule of all four of the Park Impact fee projects with projected expenditures and development revenue and the City's options for those funds..
