HomeMy WebLinkAboutOrd 1828 - Equity and Diversity Commission (Repealed by Ord 2003) Q: �O y +R ..908 T ukwfia it o 0003 Washington Ordinance No. /919 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING AN EQUITY AND DIVERSITY COMMISSION; PROVIDING FOR THE PURPOSE AND SCOPE OF DUTIES OF THE COMMISSION; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City of Tukwila is a community that is experiencing remarkable growth in a citizenry that is culturally diverse; and WHEREAS, in a community comprised of citizens of different traditions and ethnicity reflecting cultural diversity, it is important to develop understanding, tolerance and appreciation for those differences, as well as finding common areas of strength; and WHEREAS, an Equity Task Force, consisting of representatives from the community, Tukwila School District and the City of Tukwila, dedicated to exploring issues related to equity and cultural diversity, existed informally for several years; and WHEREAS, a joint City /Tukwila School District Equity and Diversity Commission was established by Resolution 1369 in December, 1996; and WHEREAS, it has been determined by the City of Tukwila and the Tukwila School District that it is in the best interests of the community to provide direction, resources and a formal structure to the Commission; and WHEREAS, it has been determined that the creation of a formal commission will aid the residential and business communities in communication and cooperation through the promotion of tolerance and understanding in a culturally diverse environment; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Equity and Diversity Commission. A. Establishment of Commission. There is hereby established an Equity and Diversity Commission which shall serve in an advisory capacity to the Mayor and Council of the City of Tukwila and the Tukwila School Board. B. Purpose. The objective of the Commission shall be: 1. To promote understanding that accepts, celebrates and appreciates cultural diversity within the community. 2. To serve as a resource for the community by providing information and educational forums that will facilitate a better understanding and acceptance of cultural differences. 3. To provide recommendations to the Mayor, City Council and School Board that would identify opportunities to address cultural diversity issues or promote cultural diversity programs. C. Composition of Commission. The Commission shall be comprised of nine members who shall be appointed by the Mayor and confirmed by the Council. To the extent possible, membership shall be representative of the diversity of the school district and city and should include: EQITYCMI.DOC 1127198 1 Council. 1. Three members representing the city, one of whom shall be a member of the Tukwila City 2. Three members employed by or a member of a school board of a school district in the city. 3. Three community members, two of whom may be representatives of the business community. D. Terms of Appointment. Members of the Commission shall be appointed to serve one year terms. E. Staffing. Staffing shall be provided by cooperative agreement between the Tukwila School District and the City of Tukwila. F. Officers, Meeting Procedures, Quorum. 1. Members of the Commission shall meet and organize by electing, from their membership, a chair person and a vice- chair. 2. The chair person shall preside at all meetings. In the absence of the chair person, the vice -chair shall chair the meeting. If neither the chair nor the vice -chair is present, a member chosen by agreement of the attending members, shall act as chair person. 3. The Commission shall choose its own meeting dates and times, and shall adopt operating rules of procedure. 4. The Commission shall keep the City of Tukwila and the Tukwila School District apprised of its activities and recommendations through periodic reports. 5. A majority of the appointed members of the Commission shall constitute a quorum for the transaction of business. Section 2. This ordinance shall be reviewed one year after its passage to ensure it meets the needs of fulfilling its purpose for the City, school districts, and citizens of Tukwila. Section 3. Severability. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance or its application to any other person or situation. Section 4. Effective Date. This ordinance or a summary thereof shall be published in the official newspaper of the City, and shall take effect and be in full force and effect five (5) days after passage and publication as provided by law. On 4 toi r g the City Council of the City of Tukwila passed Ordinance No. i establishing an Equity and Diversity Commission, providing for composition of Commission; terms of appointment; staffing; and officers, meeting procedures, quorum; and providing for severability and establishing an effective date.
