HomeMy WebLinkAboutOrd 1797 - Transit Advisory Commission 1LA;. �Q: o rsoa Tukwi*la C ity o f Washington Ordinance No. 2 7 7 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING A TRANSIT ADVISORY COMMISSION; AUTHORIZING APPOINTMENTS; PROVIDING AN EXPIRATION DATE OF THE COMMISSION; SETTING FORTH DUTIES AND RESPONSIBILITIES; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the Mayor has determined that issues facing the City of Tukwila as- sociated with the creation of the Regional Transit Authority (RTA) will represent the most significant challenge facing our community into the 21st century; and WHEREAS, the range and complexity of these issues is so great that a compre- hensive and integrated strategy is in the best interest of the community; and WHEREAS, the creation of a citizen -based advisory committee to assist in this ef- fort will aid in the development of this strategy; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY ORDAINS AS FOLLOWS: Section 1. Commission established. The Tukwila Transit Advisory Commission (herein "Commission is hereby established. Section 2. Membership. The Mayor shall appoint seven members to the commis- sion, subject to confirmation by a majority of the Council. Commission members shall be representative of the residential and business composition of the City. Section 3. Duration. The Commission shall function from date of appointment until December 31, 1999, or until completion of its designated responsibilities, which- ever is first, whereupon it shall expire and the functions of the Commission shall cease. Section 4. Duties. The Commission shall be tasked with the responsibility of providing review and recommendations to the Mayor and City Council regarding the development of a master transit service plan for the City of Tukwila. Areas of focus shall include: the alignment of rail services within the City; the type and placement of ancillary facilities such as park- and -ride lots and stations; the creation of transit hubs; and other associated activities and facilities related to the development and implemen- tation of the RTA construction and service delivery plan. Section 5. Meetings. The Commission shall meet at least monthly, at a time and place deemed to be convenient to a majority of the membership. To assist the Commis- sion, appropriate staff support shall be made available for the conduct of research and analysis, preparation of reports, and coordination of meetings and agendas. Section 6. Severability. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this ordinance. This ordinance or a summary thereof shall be pub- lished in the official newspaper of the City, and shall take effect and be in full force five (5) days after passage and publication as provided by law. On ?7/Q 5 917 the City Council of the City of Tukwila passed Ordinance No. /7? 7 esiablishing a Transit Advisory Commission to assist the administration and Council in developing positions related to RTA issues; providing for severability and establishing an effective date.
