Mullet, Mayor. ROLL CALL: Calling the roll of Council was Jane Cantu, City Clerk. Present were Council President Richard Simpson; and Councilmembers Joe Duffle; Joan Hernandez; Pam Carter; Jim Haggerton; Pamela Linder and Dave Fenton. John McFarland, City Administrator; Rhonda Berry, Assistant City Administrator; Lucy Lauterbach, Legislative Coordinator; David St. Pierre, Assistant City Attorney; Jim Morrow, Public Works Director; Bruce Fletcher, Director, Parks and Recreation Department; Alan Doerschel, Finance Director; Katherine Kertzman, Tourism and Marketing Director; Kathy Rohlena, Acting Administrative Services Director; and Bob Baker, Deputy City Clerk. a. King County Budget Update Dwight Pelz, King County Councilmember King County Councilmember Dwight Pelz updated the Tukwila City Council on the County's current financial position and budget. Of a $2.93 billion budget, $497 million is expended from the County's general fund. Mr. Pelz explained the allocation of County dollars within their general fund and reported future, additional cuts will be mandatory in order to balance the budget. Although still unclear as to how and /or which programs and services will be cut, Mr. Pelz indicated potential cutbacks in parks, human services and the arts. Additionally, Mr. Pelz reported talks of closing the Regional Justice Facility, in Kent. With the uncertainty of State and County economics, County Councilmembers must carefully consider the budget in their attempts to bring a balance to the budget. Should Tukwila City Councilmembers wish to hear further reports from Mr. Pelz, he will avail himself. b. Museum of Flight Memorial Day Event Update Elissa Lines, Director, Marketing Development Ms. Elissa Lines, 11322 103 Avenue South West, Vashon, Director of Marketing and Development for the Museum of Flight, proudly announced the upcoming Memorial Day Celebration. In an attempt to bring in more visitors, get more nights' stays in local hotels and more people into the Museum of Flight, Ms. Lines' noted the featured attraction to this years' event will be that of a reunion of the original Black Sheep Squadron. Of the 18 remaining members of the squadron, 10 will be on hand to discuss their missions, the planes used in those missions, book signing and general, panel discussions. Bruce Gamble will present "Pappy Boyington and the Black Sheep." Another special talk, "Lost Black Sheep" will be presented by Robert T. Reed. Additionally, a CORSAIR will be flown in and displayed for all to view. Oral history recordings and possible media interviews for those wishing to take part will be held. They are: June 8, 2002 New Program "Pushing the Limits" Artwork on loan from NASA June 18, 2002 Groundbreaking Ceremony Phase I Proposed Expansion Plan c. 2002 Budget Update Revenues vs. Expenditures Mayor Mullet began the presentation by noting a "greater crisis" than earlier anticipated. The new projections show a negative balance of $13.3 million by 2007. And, this is after a 5% reduction in Operations and Maintenance through that same period of time. With the exception of the Fire Department, Mayor Mullet noted all Department Directors are preparing for a 5% cut in their 2003 budget. This does not include potential capital reductions. The opportunity to reduce capital is limited to City of Tukwila City Council Regular Meeting Minutes Page 2 of 5 May 20, 2002 approximately $8 million because of the restrictions on dedicated capital revenues. Reducing capital would still leave the City below the projected deficit. Although the City may be able to achieve an overall 5% cut in Operations and Maintenance, any further cuts will result in the loss of critical people, which will affect service levels to the community. Although traumatic in nature, sample cuts provided, include: 1. In order for the Police Department to use attrition as a method of reduction in force, the DARE program officers may have to go back onto the streets full time. Resource Officers and School Resource Officers may also go back onto the streets. 2. The Economic Development Director position may need to be eliminated or farmed out to a part time consultant at approximately of the cost; and 3. The Volunteer Coordinator functions may have to be distributed through other departments and function as an interdepartmental group with existing employees. The economic picture is still very unclear; therefore, City staff will need to watch financial trends carefully over the next 3 -6 months before any drastic action may be taken. Regardless, however, the City must prepare for a continued downturn to manage the crisis rather than engage in crisis management. Alan Doerschel, Finance Director, referring to a schedule of planning model changes, noted $2.8 million shortfall by 2005 and a $13.3 million shortfall by 2007, after the preceding changes in revenue projections are made and a 5% reduction is implemented in the 2003 -2007 Operations and Maintenance costs. The largest impact to the City's budget is a lower sales tax estimates. A general decline exists in supplies and services; not to mention a significant decline in construction sales tax activity. Mr. Doerschel noted a need for additional months to determine actuals and to verify the estimate he is currently projecting. Regardless, however, there is a clear and strong potential for a major increase in the deficit by 2007. To that end, Mr. Doerschel suggests there are things we, as a City, can do right now. They include: 1. More stringent requirements for replacing open positions. 2. Review of current service levels. 3. Placing a hold on new programs. 4. Making Capital reductions. 5. Review and Update existing charges for service revenues. And 6. Prepare for a utility tax implementation. Mr. Doerschel noted the importance of reviewing all taxes available to City government; yet not being imposed. Finally, Council and staff agreed on a joint Administration /Council retreat on Tuesday, June 11, 2002, at 4:00 p.m. to discuss these matters more fully and to review strategies and options. PROCLAMATIONS: A proclamation designating the week of May 19 -25, 2002, as National Public Works Week Mayor Mullet proclaimed the week of May 19 -25, 2002, as National Public Works Week, and invited all citizens and civic organizations to acquaint themselves with the challenges confronted in the daily provision of Public Works services in our community. The Mayor urged everyone to recognize the daily contributions our Public Works Department staff makes towards the community's health, safety and quality of life. CITIZEN COMMENT: Anna Bernhard. 14241 59 Avenue South, Tukwila, noted the City of Tukwila was named in a recent National Geographic Magazine article that cites the efforts of a Foster High School Arts teacher. For her work, Ms. Zimmerman was the recipient of a $10,000.00 gift. BID AWARDS: OLD BUSINESS: a. Approval of Minutes May 6, 2002 Regular; May 13, 2002 Special b. Approval of Vouchers 226110- 236403, in the amount of $719,373.70 c. Authorize the Mayor to enter into an agreement with EcoNorthwest in the amount of $22,000.00 for Phase II activities related to the Tukwila Urban Center Project d. Authorize the Mayor to sign the 2002 -2004 Labor Agreement with Firefighters Local No. 2088 a. Award a contract to C. A. Goodman Construction Co., in the amount of $89,330.24 (including Washington State Sales Tax) for the Lift Station No. 5 Upgrade Project FENTON MOVED; LINDER SECONDED; APPROVAL TO AWARD A CONTRACT TO C. APPROVED RESOLUTION #1490 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING RESOLUTION NO. 1480, ADDING THE POSITION OF BUILDING OFFICIAL TO THE NON REPRESENTED EMPLOYEES' COMPENSATION PLAN Page 3 of 5 May 20, 2002 b. Authorize the Mayor to sign an Interlocal Agreement with participating King County suburban cities for coordination of the overall master agreement for jail services with Yakima County a. Bruce Fletcher, Parks and Recreation Director, noted the proposed resolution expresses support to apply for grant monies in connection with Poverty Hill. Authorize Mayor to sign contract addendums to Contract #01 -072 for Federal Aid, and Contract #01 -071 for Non Federal Aid, providing for one -year time extensions to the 2001 -2002 Construction Management Services Contract with Entranco Engineers. The motion carried 7 -0. REPORTS: a. Mayor Mullet passed on presenting his report. b. City Council Councilmember Joe Duffie reported attendance to a recent recital as well as a presentation on Youth Undoing Institutional Racism. Councilmember Joan Hernandez attended the grand opening of the temporary Tukwila Skate Park, Saturday, May 18. Council President Simpson attended a recent Hotel /Motel Tax Advisory Board meeting. Councilmember Pam Carter attended a May 14 Library Advisory Board meeting; a May 15 Design Review Workshop and (same day) Regional Transit Committee meeting. Ms. Carter also reported attendance to a May 16 Showalter Curlture Fair and May 18 grand opening of the temporary Tukwila Skate Park. Councilmember Jim Haggerton attended the May 15 Law Enforcement Memorial celebration at Tukwila City Hall. Related thereto, he spoke in favor of the Mayor reading the proclamation both at the memorial celebration and at a City Council meeting as well. Councilmember Pamela Linder passed on presenting her report. Councilmember David Fenton attended a May 14 Highway 99 Action Committee meeting; the May 15 Law Enforcement Memorial celebration; the May 16 Crime Free Multi- Housing meeting and the May 18 grand opening of the temporary Tukwila Skate Park. c. City Staff John McFarland reported on a large display placed within Council Chambers, depicting the proposed E -4 Alignment of the Sounder Light Rail (through Tukwila) to SeaTac. The presentation is set up in anticipation of a public meeting on May 28, 2002. Additionally, Mr. McFarland reported a May 22 radio presentation (KPLU) at 6:30 and 8:30 a.m., on the topic of the Citrus Longhorned Beetle. d. City Attorney David St. Pierre passed on presenting his report. e. Intergovernmental Lucy Lauterbach passed on presenting her report.
