At 7:00 p.m., in the absence of Council President Richard Simpson, Mayor Steven M. Mullet called the meeting to order
and led the flag salute
COUNCIL ATTENDANCE:
Present were Councilmembers Joe Duffle, Joan Hernandez, Pam Carter, Jim Haggerton, Pamela Linder, and David
Fenton. Council President Richard Simpson was absent.

SPECIAL PRESENTATION:
Tukwila Community Schools Collaboration: Mid Winter Break Camp
Jessie Richardson, Youth Coordinator, introduced Shannon Fisher, who provided an overview of the mid winter break
camp recently hosted by the City of Tukwila, and held at Showalter Middle School. Ms. Fisher addressed the issues of
costs, hours of camp, transportation and meals. In total, 215 students attended the mid winter break camp.
Darren Hawkins, Youth Programmer, addressed issues such as basic setup and the daily routine for the camp. Students
were divided into 9 groups, where they were able to do class visits, various arts projects; sports and special events.
Aldern Hendrickson spoke of the special events students were able to enjoy. Included were two visits to the Museum of
Flight; puppet shows; marionettes; a live performance by the band Kickshaw; and a visit from a SeaWorld representative
who spoke to students on the Shamu To You show. Additionally, children were able to go swimming and attend a magic
show.
Rhonda Berry, Assistance City Administrator noted the camp was most notable for many reasons:
1. It's new.
2. It was done on a shoestring budget.
3. People pulled together on a tight schedule.
4. Showalter Middle School and the City of Tukwila were able to form a partnership that was positive for
all involved.
Council and staff spoke of the positive effects the camp had on the students and the desire to continue with such camps.
CITIZEN COMMENT /CORRESPONDENCE: None.
SPECIAL ISSUES:
a. 2001 Comprehensive Solid Waste Management Plan
Frank Iriarte, Project/Franchise Coordinator, addressed Council on the need to adopt the 2001 King County
Comprehensive Solid Waste Management Plan. The last plan of this nature was created and adopted in 1992.
Noting Tukwila is a host city to a nearby refuse site (Bow Lake Transfer Station), Mr. Iriarte noted the plan will serve as a
guiding strategy for managing solid waste and recycling services over the next 20 years. The plan was recently adopted
by King County Council and must now be ratified by a majority of the signatories to the Interlocal Agreement. The
Washington State Department of Ecology is scheduled to approve the adopted plan in /near May, 2002.
Mr. Iriarte continued and completed his presentation to the Council by way of summarizing the key elements to the plan.
Provided items in the plan call for the recyclables collection area at Bow Lake Transfer Station to be expanded as part of
the County's capital improvement program; improvement of the collection process to make it easier for customers to
recycle and reduce the need to self haul; the closure of King County's only active landfill Cedar Hills Regional Landfill

(most likely in 2012); thus, upgrades to transfer stations including Bow Lake will be accomplished to load waste
efficiently into trailers.
Tukwila City staff has been involved in the development of the final plan; and concerns have been adequately addressed.
King County assures the City of Tukwila that we will participate in resolving outstanding waste export issues that may
directly impact the City, specifically, the siting of intermodal yards.
Praising the efforts of Mr. Iriarte for a job well done, Councilmembers spoke in favor of the proposed plan as well as a
proposed ordinance adopting the plan. Matter forwarded to the Regular meeting later this evening.
Discussing this item was Jim Morrow, Public Works Director. Noting contact with the City, by the Tukwila School
District, a request has been made to add City -owned property along Interurban Avenue between 139th Street and South
140th Street from Residential to Commercial. Current zoning does not allow uses being contemplated by the City and
Tukwila School District.
The School District proposes this as a parking site for school buses and also requests the City perform required
maintenance to the buses at the George Long Shops; as they anticipate the need for a change of maintenance providers
during the latter part of 2002.
The parcel is approximately 34,650 square feet in area and is zoned Low Density Residential (LDR); with a Public
Recreation Overlay (PRO). The housing nearest the site is an apartment complex located to the north of the westerly side
of the Interurban Avenue. Single family housing is located several hundred feet westerly of the site beyond a Regional
Commercial Mixed -Use (RCM) property.
The City is evaluating the feasibility of providing requested maintenance and associated parking for the School District.
Conversely, however, no feasibility study has been completed. If approved, all items would be contained in a standard
service contract with the Tukwila School District.
Anna Bernhard. 14241 59th Avenue South. Tukwila, noting concerns with busy streets and no proposed screening to
the site, spoke against its proposed use.
Council consensus existed to forward this item to the Regular meeting agenda later this evening.
c. Briefing on Comprehensive Plan Amendment Process
Steve Lancaster, Director of Community Development, provided Council with "late- breaking news" which affects how the
City will consider its Comprehensive Plan amendments. Under the requirements of the WA State Growth Management
Act (GMA), cities such as Tukwila are required to consider comprehensive plan amendments on an annual basis. Tukwila
has done that since 1995. Cities are also required to periodically conduct a comprehensive review of their
Comprehensive Plan in order to ensure we are consistent with the GMA.
The law as currently written, requires a comprehensive analysis of our plan in 2002. Last week, however, the Legislature
adopted, and the Governor is expected to sign a bill that extends that deadline into 2004. This will provide the City an
opportunity to ensure the issues related to this larger periodic Comprehensive Plan review are adequately covered;
especially with respect to our sensitive areas ordinance update.
Describing the proposed timeline as aggressive, Mr. Lancaster noted staff would like to abide by it as much as possible.
Recognizing that for the sensitive areas ordinance, or any other "big picture" items, however; staff may need to be
somewhat flexible and ready for changes to the timeline.
Rebecca Fox, Associate Planner, shared information contained within a notebook provided to Council, for the benefit of
the audience. Additionally, Ms. Fox used an overhead showing a flowchart to describe the comprehensive plan and
zoning amendment process. During this meeting, no action is required; yet at the regular meeting (this evening), Council
must decide which items will or will not be forwarded to the Planning Commission for consideration. She, too, noted
amendments include those required by the GMA, as well as other, individual amendments proposed by the public or by
staff.
Next, Ms. Fox explained the Comprehensive Plan's main objectives to the Council and audience. The objectives are:
1. To improve and sustain residential neighborhood quality and livability.
2. To redevelop and reinvigorate the Pacific Highway corridor.
3. To redevelop and reinvigorate the industrial uses along East Marginal Way.

4. To develop a thriving Urban Center as a true regional concentration of employment, housing,
shopping, and recreational opportunities.
Encouraging Council to keep the stated objectives in mind, Ms. Fox then provided Council information to Council on
each proposed amendment.

2. L01 -076, Revise Transportation Background Report, Concurrency Ordinance and Associated Comprehensive

4. Encourage Transit Related Uses Near High Capacity Transit Stations
5. Require Adequately -Sized Parking Facilities Near Transit Stations to Prevent Spillover onto Private Property
6. Consider Appropriate Boundaries for C /LI adjacent to LDR Zoning in the vicinity of South 135th Street and 48th
Avenue South
The proposals were sent to the City Council Regular meeting to determine which items will be referred to the Planning
Commission for further review.
