REGULAR MEETING MINUTES
CALL TO ORDER/PLEDGE OF ALLEGIANCE:
Calling the meeting to order at 7:00 p.m, was Mayor Steven M. Mullet.
ROLL CALL:
Calling the roll of Council was Bob Baker, Deputy City Clerk. Present were Council President Richard
Simpson; and Councilmembers Joe Duffie; Joan Hernandez; Pam Carter; Jim Haggerton; Pamela Linder
and Dave Fenton.
John McFarland, City Administrator; David St. Pierre, Assistant City Attorney; Lucy Lauterbach,
Legislative Analyst; and Bob Baker, Deputy City Clerk.
SPECIAL PRESENTATION:
TREASURES OF TUKWILA Paul Betty Gully
Mayor Mullet announced the winners of the 2002 Treasures of Tukwila award Paul and Betty Gully for
their outstanding contributions to the quality of life in the Tukwila community. Presenting a glass plaque
to the Gullys, Mayor Mullet spoke of their "wonderful contributions" to the City by way of committee work,
Rainier Symphony, and other volunteering efforts. Each Councilmember spoke words of praise and
appreciation.
Frank Goehrer. 5708 South 144 Street, spoke against a neighbor (who lives streets away) bringing
their "junk cars" into his neighborhood and selling them. He has called the police, yet the neighbor moves
the cars (just enough to prevent further incident) before the 72 -hour time limit. Mr. Goehrer spoke of the
situation as a nuisance and would like help bringing it to an end.
CONSENT AGENDA:
a. Approval of Minutes October 7, 2002 Regular Meeting
b. Approval of Vouchers 239310 239591 in the amount of $738,220.81
DUFFIE MOVED; HERNANDEZ SECONDED; APPROVAL OF THE CONSENT AGENDA AS
PRESENTED.
The motion carried 7 0.
OLD BUSINESS:
a. Authorize the Mayor to sign the King County Jail Agreement
HAGGERTON MOVED; DUFFIE SECONDED; APPROVAL TO AUTHORIZE THE MAYOR TO SIGN
THE KING COUNTY JAIL AGREEMENT. The motion carried 7
b. A resolution urging passage of a Homeland Security Bill
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, URGING CONGRESS TO PASS A HOMELAND
SECURITY BILL WITH FUNDING FOR LOCAL COMMUNITIES

DUFFIE MOVED; HAGGERTON SECONDED; READING THE PROPOSED RESOLUTION BY TITLE
ONLY. The motion carried 7 -0.
David St. Pierre, Assistant City Attorney, read the title of the proposed resolution.
HAGGERTON MOVED; FENTON SECONDED; APPROVAL OF THE PROPOSED RESOLUTION AS
READ.
Councilmember Linder spoke in favor of sending a letter, versus a resolution. Councilmember Carter also
spoke against the resolution.
Mayor Mullet suggested and a motion followed to amend the last WHEREAS clause of the resolution, so
as not to bash Congress or the President of the United States. Based upon that discussion, FENTON
MOVED; DUFFIE SECONDED; TO AMEND THE MAIN MOTION BY STRIKING LANGUAGE FROM
THE LAST WHEREAS CLAUSE AND SUBSTITUTING THE FOLLOWING:
NEW BUSINESS:
"WHEREAS, this represents an opportunity to affirm our
desire to encourage bipartisan unity to act decisively on federal
homeland security coordination and funding;"
*The motion to amend the main motion carried 7 -0.
*The main motion, as amended, carried 5 -2; with Councilmembers Carter and Linder voting NO.
APPROVED RESOLUTION #1503
a. A resolution ordering the cancellation of outstanding municipal warrants, checks, credit
balances and gift certificates.

Discussion: An explanation of several write -offs was requested and explained by John McFarland, City
Administrator and Mayor Mullet.
*The motion carried 7 -0.
APPROVED RESOLUTION #1505
REPORTS:
a. Mayor
Manor Mullet reported (that within the last week) he has met with Veloria Loveland, the new Director for
the Washington State Department of Agriculture. Additionally, he reported attendance to the AWC
Legislative meeting; a Lodging Tax Advisory Board meeting; a Seattle /King County Chamber meeting; a
Foster Golf Course Clubhouse meeting; and the ribbon cutting ceremony at Tukwila Self Storage.
Mayor Mullet then announced the replacement search for Mr. McFarland is underway. He also noted 49
water shut -off notices were sent last week to Tukwila residents, which is more than twice the normal
number. This may be indicative of the economy within our region.
Finally, the Mayor was pleased to report crime rates are down in Tukwila; a surplus fire truck was sold in
the last week; and an eco- terrorist arrest was made in Tukwila, last Thursday. Tukwila Police and the FBI
are working that case together.
b. City Council
Councilmember Duffie attended the ribbon cutting ceremony at Tukwila Self Storage earlier this
afternoon.
Councilmember Hernandez attended the 10 Annual Circle of Honor at Highline Community College on
October 16; a Rainier Symphony performance on October 20, and the ribbon cutting ceremony (10/21/02)
at the Tukwila Self Storage facility.
Council President Simpson attended the AWC Legislative meeting October 16. He also attended the
Hotel /Motel Lodging Tax Advisory meeting wherein the 2003 budget was approved.
Councilmember Carter attended an October 15 SCATBd meeting; an October 16 Transportation
Committee meeting; and an AWC Legislative Meeting October 16.
Councilmember Hapgerton attended the AWC Legislative meeting October 16 and the Finance and
Safety Committee held earlier this evening.
Councilmember Linder had no report.
Councilmember Fenton announced an October 22 Utilities Committee meeting.
c. Staff
John McFarland had no report.
d. City Attorney
David St. Pierre, in response to an inquiry from Councilmember Carter, reported a hearing in Superior
Court last week on the Hemmerling litigation. No decision has been rendered at this point. Council will
be notified when such decision is reached.
e. Intergovernmental
Lucy Lauterbach had no report.

MISCELLANEOUS:
Councilmember Duffie noted Pam McLaren, King County Animal Control Officer, is back at work and
doing a fine job.
8:05 p.m. FENTON MOVED; DUFFIE SECONDED; TO RECESS THE REGULAR MEETING TO
CONVENE EXECUTIVE SESSION. The motion carried 7 -0
EXECUTIVE SESSION:
Legal Issues Pursuant to RCW 42.30.110(1)(i) 45 minutes
