Mayor Steve Mullet opened the joint City Council/Planning Commission worksession on
Phase I of the Tukwila Urban Center Plan. Mayor Mullet then thanked David Livermore,
ex -chair of the City's Planning Commission, for his participation on the Commission, and
presented Mr. Livermore with a plaque.
Lynn Miranda, Senior Planner with DCD, gave a short history and background on the
Tukwila urban center (TUC) plan and work completed to date. She also described the
$1.5 million federal grant awarded to the City to complete the TUC plan, including a
master plan for the area around the Longacres commuter rail/Amtrak station.
Michael Freedman, of Freedman Tung Bottomley (FTB) gave an overview of the TUC
project, focusing on the planning process (Phases I through III) and opportunities for
public involvement. The consultants then presented the findings of their Phase I work on
the TUC plan. Tom Noguchi, of Mirai Associates, presented key transportation issues,
constraints, and opportunities. Similarly, Michael Freedman followed up with a briefing
on key land use and urban design issues, constraints, and opportunities within the TUC.
Councilmembers and commissioners had questions regarding public involvement,
traffic /access, market sensitivity, prioritizing investments, and mechanisms for regulating
development.
The first public workshop on the TUC plan is tentatively scheduled for the end of May.
The next joint City Council/Planning Commission worksession is tentatively scheduled
sometime in August.
