Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. The primary function of a septic tank is to separate liquids and solids in sewage. Due to a series of compartments and baffles solids will float to the top of the liquid in the tank, and some will settle to the bottom. The volume of the first compartment of your septic tank is approximately two thirds the total septic tank volume. This first compartment accomplishes the majority the separation process. The second compartment provides a higher degree of separation lessening the amount of solids reaching the absorption bed. It is recommended that your septic tank be inspected every three to five years for accumulations of scum and sludge. Inspecting and measuring the amount of scum may be accomplished by obtaining a seven foot long stick, and attaching a six inch square board to one end. Open the inspection port to the outlet of the first compartment. Lower the end of the stick with the board attached through the scum layer until the board makes contact with the bottom of the baffle. Make a mark at this elevation on the stick. Slowly raise the stick back out of the tank, when it is felt that the board is sticking into the scum make another mark on the stick. Measure the distance between the two marks. If the distance is less than three inches, tank should be pumped. To measure the level 9f the sludge layer, obtain a stick seven feet long and fasten a towel along a three foot segment toward one end. Carefully lower the end with the towel through the outlet baffle, as to avoid contact with the scum layer. Push the towel through the sludge until it reaches the bottom of the tank, let sit for a minute to allow some of the sludge to adhere to the cloth. Remove the stick and lay it beside the scum stick. Note the distinct dark brown stain on the towel. Measure the distance between the bottom of the baffle mark on the scum stick, and the staining of the towel. If the distance is less than twelve inches, tank should be pumped. At the same time the septic tank is serviced by a certified sludge hauler, the screen baffle located on the outlet end of the septic tank should be removed, cleaned thoroughly, inspected, and finally replaced. The screen baffle provides additional filtration of the effluent before it enters the dosing chamber. DOSING CHAMBER The purpose of a dosing chamber is to provide an adequate storage facility for a dose of effluent, plus additional volume in the event of a pump or electrical malfunction. Effluent from the septic tank flows into the dosing chamber by gravity. Inside the dosing chamber will be found the pump for your system. An access lid 24 inches in diameter is provided for easy access to the pump incase of malfunction. For specific information on the pump which has been installed in your septic system refer to the system as- built, also information is provided further - in this manual. If it felt that there is a problem with the pump, a certified septic installer should be contacted, one who is familiar with your system. PUMP INSIDE DOSING CHAMBER SPECIFICATIONS The pump which has been chosen as part of your septic system has the following specifications. Brand Name: HYDROMATIC Size: One third horse power Model: OSP33 Power source: 115 V AC Other specifications, may be attained by contacting the installer who originally installed your septic system. CONTROLS The pump installed and located in your dosing chamber is controlled primarily by a timer which is in series with a mercury type float switch. The float switch should be set to safe guard the pump in cases where occupancy of the residence in nonexistent. For example if no sewage is generated the timer will continue to operate, however it is not desirable to allow the pump to operate also. The timer applied to your system is an Intermatic ET100, with an eight event per day capacity. At the time of installation your timer was • set to operate every six hours for a duration of 4.75 minutes, achieving a dose volume of 120 Gallons. Timer location, may be found in the basement of your home mounted upon the south wall. In case of a prolonged power outage, or electrical malfunction, the pump timer operation instructions may be found inside the front panel cover. ALARM The purpose of the alarm system is to make you aware of a malfunction some where in the system. If the alarm does sound, check the following items. 1) Circuit breaker on the pump circuit. 2) Timer malfunction. 3) Plumbing fixture continuously running. Alarm is located on the south wall of the basement. Periodically the test button should be pressed to assure proper function. If the alarm does sound, and the above items were checked, contact a certified installer to investigate the problem. For more information contact the installer who installed your septic system. SAND FILTER PRE - TREATMENT SYSTEM A sand filter facility in usually a PVC lined pit where by sand and gravel are stratified. Effluent is pumped through small diameter PVC pipes, called laterals and dispersed evenly over the area of the sand filter. As the effluent travels through the stratified sand and gravel it receives treatment. When the treated effluent reaches the bottom of the lined pit it is collected and again pumped to a disposal field. To care for your sand filter system an annual inspection of the pump assembly should be initiated. It is very important to know where your sand filter system is located. Before, any landscaping is started be assure the location of all the components of the septic system. Divert surface water away from all parts of the septic system. Keep any traffic off of the sand filter, drainfield, and the replacement area. Traffic includes livestock. Practice water conservation. Inspect the sand filter and drainfield periodically for signs of seepage and failure. If there are any other issues which are not covered contact your system designer for information. Located out of the top of the sand filter system, is a series of venting pipes. These pipes should be left undisturbed, for they play an integral part in the care and function of the sand filter. DRAINFIELD The sub - surface disposal field which is part of the septic system servicing your home is comprised of 267 lineal feet of drainfield at 3 feet wide trenches. Care should be taken to prevent traffic from travelling over the active and reserve areas. At the end of each pressure distribution lateral an upturn (not to exceed 45 degrees) shall be provided which will allow ready access to the lateral end without any digging involved to facilitate diagnosing the system and cleaning plugged orifices. 7. A system operation and maintenance instruction manual shall be prepared and submitted along with the revised design to the district office for review. S. Prior to excavation for the house addition foundation, the designer shall verify the actua: location of the house footprint to verify that it is located so as not to conflict with the approved sewage system design. 11. The sewage system is to be installed in dry weather only after a period of 14 days without appreciable rainfall. 12. The property owners are to file a covenant on the property with the Department of Records and Elections which is binding on the owners, heirs, assignees or successors, and • which includes the following: a. No garbage grinder shall be installed until public sewers are available. b. Proposed decks shall not extend over any portion or part of the on -site system. b. Any electrical connection from dosing chamber to dwelling shall conform to all applicable electrical codes. There shall be no cuts created down slope of drain field area. Inside sand filter pit there shall be 4 -6" of sand between liner and original ground. Roots and sharp objects that may puncture liner must be trimmed or removed from side wall of pit, ply -wood recommended between liner and original earth wall. Permanent marker required at final grade over septic tank inlet access port. ' Septic tank, dozing tank, and sandfilter shall be equipted with lockable access lids installed at. grade. A programmable timer (intermatic ET100C or equal) shall be installed to limit the dozing to the sandfilter to 120 gallons every six hours. A permanent barrier must be installed at the time of final cover inspection to prevent vehicular traffic or parking on.drainfield or reserve area. Septic tank and dozing tank shall be filled with water and tested to ensure they are water tight for a period of 24 hours prior to approval. Observation ports shall be installed 10 ft. from the end of each lateral (see detail on page 2). Lateral ends shall'be upturned with 45 degree bends and a plastic irrigation box installed at grade for future maintenance of the system. Northwest Design shall hold a preconstruction meeting with the owner and builder prior to any construction activities to ensure that all individuals are aware of the necessary safeguards to prevent any negative impact on the septic system area. Adequate barriers shall be installed to protect drainfield area during . house construction. Prior to foundation excavation, Northwest Design shall verify house location. Nelsen DATE: May 18, 1995 SUBJECT: Phone conversation with Alan Whitacher (application B95 -0026) May 17th at 10:20 am a call was forwarded to me from Kaylene regarding the penalty for building a house without a permit. To sum up, I told the caller we could only advise them not to attempt construction without a permit and that I could not speculate on specific penalties. However, at the caller insistence I then said at a minimum there is a double permit fee and this department has • no choice but to pursue every appropriate action to stop work on any such construction. Mr. Whitacher then identified himself and went on to explain his opinion of what has been going on with his current permit application including his communication to Mayor Rants. From Mr. Whitacher's comments I deduced. the hold on his project is basically because of septic issues with King County Health. I suggested he focus his efforts to resolve the septic issue so Tukwila could continue forward with his building permit application. He pressed for intervention by Tukwila toward King County. I then asked that he direct that request to the City Administrator or the Mayor's Office. At this point Mr. Whitacher said he was going to start his addition in one week and added that by the time anyone could do anything he would have completed the project. I ask him not to start work without a permit and again emphasized to pursue a resolution on the septic issue. I also told him he could request one extension on his permit application if time was running short but I could not guarantee it would be granted. The conversation ended with his insistence that he intended to start construction in one week and my suggesting he pursue the septic issue.
