Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. in all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fie schedules. BUILDING OWNER / AUTHORIZED AGENT lithe applicant is other than the owner, registered architect/engineer,orcontractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. Tenant improvement, building permit # B95 -0031 Dear Mr. Kehle: This letter is to respond to your letter of September 15th, in which you requested an approval of an alternate method of design in lieu of the required tail pipe extention/exhaust extraction system that is required by UBC, 1991 Edition, Sec. 905 (c). A review of your letter, review of the specific code requirements, and discussions with personnel on the job site, I have found that the following is indicated: 1. I have received information which confirms that the capacity of the existing exhaust fan is adequate to provide for the mechanical ventilation required in Sec. 905 (c). 2. Site inspections show that engine diagnostic equipment exists in the repair space and that one would have to conclude that the engines must be operated in order to use the diagnostic equipment. Since the vehicles are brought in to be serviced and /or repaired, it would seem that this equipment is used every time a vehicle is brought to this repair garage. 3. Sec. 905 (c) has prescriptive mechanical ventilation requirements for an Group H, Division 4 occupancy. In addition it states separate requirements for exhaust pipe extention ducts. One is for the general ventilation of the space, and one is for source specific ventilation when it is necessary to operate the vehicles in the repair areas for testing purposes. It is not clear that substantially increasing the capacity of one system can accommodate the requirements of another. I believe that this can only be demonstrated by testing which is beyond the sophistication of this office. Without confirmation of equivalency this alternate design method cannot be approved. 4. In regards to the previous (1986) approved occupancy w/o exhaust pipe extentions, the following is offered: UBC Sec. 303 (c) : " The issuance or granting of a permit or approval of plans, specifications and computations shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of this code or of any other ordinance of the jurisdiction. Referencing 2 letters I wrote you (May 2, 1995 and June 7, 1995) I have received confirmation that the existing exhaust fan is capable of exhausting up to 24,900 cfm which exceeds the required 2400 cfm required (see attached letter from Parsley Engineering). As stated in my letter of June 7, I still do not believe that they run the engines while in the shop except to move them in or out. In light of the exhaust fan capacity being in excess of the code required by over 20,000 cfm, and that they do not run the engines for extended periods of time, I am requesting a code alternative method and materials (Sec. 105), for this over sized exhaust fan in lieu of exhaust pipe extensions. Also, remember that this room was previously approved for occupancy in 1986 as an H4 w/o exhaust pipe extensions. Please advise ASAP. We would not ordinarily require upgrading of an existing nonconforming situation, however, in this case the proposal involves increasing floor area of the nonconforming shop by more than 50 %. The following is an outline of the issues at hand: 1. 1985 UBC 1991 UBC Sec. 3320, Every portion of a Group Sec. 3319, same requirements H Occupancy having a floor area of with an exception as follows: 200 square feet or more shall be served Group H, Division 4 Occupancies by at least two separate exits, having a floor area of less than 1000 square feet may have one exit. Based upon the information on the plan submitted, the H-4 occupancy was and is required to be served by two exits that conform to all requirments of UBC Chapter 33. Prior to final inspection approval of this expansion to the Shop area, it will (at least) be necessary to provide for this required exiting. 2. Ventilation requirements in an H -4 occupancy has been consistant from the 1985 code to the 1991 code. No indication as to how this is or will be accomplished for the new addition. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Fire extinguishers require monthly and yearly inspections. They must have a tag or label securely attached that indicates the month and year that the inspection was performed and shall identify the company or person performing the service. Dear Mr. Kehle: The initial plan review has been completed by Tukwila Building Division. Ordinarily it would now be routed to the other departments for their respective reviews. Unfortunately, there are some issues regarding exiting requirements which must be clarified before your application will be routed to the Fire Department. The following comments are applicable: V1 The second floor occupant load (new office addition) is more than 9, therefore two exits are required to serve this floor. Although the proposed layout of the second floor provides two exits with the appropriate separation, this separation eventually converges to a single exit at door marked 16A. A review of the UBC application / interpretation manual reveals a duplicate case study. Their conclusion states that this exiting condition qualifies only as a single exit. I must agree. Therefore, please review the space plan and propose an exiting plan which eliminates this situation. l/1". Exiting from the first floor of the new office addition requires egress through a corridor system that creates some "dead end" situations as defined in UBC Chapter 33. Please review this situation in conjunction with any solution to the issue of item 1 above. Also, if a corridor system remains an element of the exiting system, include details for the required one hour construction as prescribed in Sec. 3305 (g) & (h). The stair that parallels grid line "D ", is dimensioned at 3' -0 ". Although this will meet the prescribed minimum stair width for this particular condition, the notes and drawing indicate that new furring and an existing pilaster will encroach into the required width. Since this code was adopted, it has been determined by State Building Code interpretation that the insulation layer may be installed directly on to the suspended ceiling provided that the following conditions are met: a) Recessed lighting fixtures must be installed per NFPA 70. b) Recessed lighting fixtures are installed in accordance with NEC Section 410 -66(b) and a three inch minimum clearance between the light fixture and the insulation is provided. What does all this mean? - Specify a manufacturer and model number for a recessed IC rated light fixture to be used , OR provide a detail on plans to show how the required 3 -inch clearance will be permanently maintained and add notes a) & b) to the plans. 5. The existing office remodel calls for a new 6' -8" x 9' -0" roll -up door to be installed in a new opening cut through an existing concrete wall. Provide a narrative regarding the affect (if any) to the structural integrity of the existing wall. 6 Provide notes or construction detail to describe the proposed new 5' x 12' `canopy at grid line "A" (existing office addition). Include information on the method of attachment to the building. The plans indicate the development of an "ADA ramp. Since this is required to also meet the requirements of the State barrier free requirements, please provide additional details to describe this construction.
