Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Extinguishers shall be installed on the hangers or in the brackets supplied, mounted in cabinets, or set on shelves (NFPA 10, 1 -6.9), and shall be installed so that the top of the extinguisher is not more than 5 feet above the floor. (NFPA 10, 1 -6.9) Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. My calculations indicate that one '/2" diameter expansion bolt to the slab is adequate to resist the seismic loads My letter of April 5, 1995 states "that the base plate with four 1 /2" diameter expansion bolts embedded 2" minimum into the existing floor slab are capable of resisting the seismic load ". This statement was put in the original letter because the shop drawings for the racking system indicated that the base plate had four holes for expansion bolts. Subsequent to my review I was informed that, although the base plate had four holes, it is customary to use only one hole. Four holes are placed in the base plate so as to have a standard plate for all columns, however only one hole may be available for use during installation due to the column configuration. In double row racks with heights of storage up to and including 25', an average nominal 6" transverse flue space between loads or at rack uprights shall be maintained. (NFPA 231C 4 -3.1) Maintain minimum 6" longitudinal flue space between back to back racks. Where storage height exceeds 15 feet and ceiling sprinklers only are installed, fire protection by one of the following methods is required for steel building columns located within racks: (a) one -hour fire proofing, (b) sidewall sprinkler at the 15 foot elevation of the column, (c) ceiling sprinkler density minimums as determined by the Tukwila Fire Prevention Bureau. (NFPA 231C, 3 -2.3) 2. To use any building or portion thereof exceeding 2,500 square feet for the storage of high -piled combustible stock. A floor plan showing the dimensions and location of the stockpiles and aisles shall be submitted with applications for such permits. (UFC 4.108(h3)) 3. As stated in the April 5th letter, my calculations indicate that the base plate and anchoring system are capable of resisting the seismic Toads, provided the design assumptions stated in the April 5th letter are true. This is true even if the slab cracks. The concern with slab cracking is a functional issue. The cracking of the floor slab would be a result of the vertical Toad applied to the slab from the racking system. Once the slab has cracked, presumably differential settlement may occur with respect to the adjacent floor area causing a problem with material handling equipment such as forklifts and pallet jacks. The amount of cracking and settlement is directly related to the quality of the subgrade supporting the slab. If the subgrade is of good quality, then little or no cracking is expected. If the subgrade is of poor quality or has areas of poor subgrade at the locations of the rack supports, then the potential for cracking is greater. . The purpose of mentioning the potential for slab cracking is to inform the building owner and /or tenant of the potential risk of the slab cracking as a result of the installation of this racking system. Since I have no information regarding the subgrade, I cannot determine its capacity, and do not assume liability for any cracking of the floor slab as a result of this racking system installation. Mr. Shutler refers to a potential of slab cracking under curtain load conditions on the racking. He first comments that the existing slab is capable of resisting seismic load but later makes no reference of seismic resistance after any subsequent cracking. Seattle, WA 98168 Re: Hartung Glass 17800 West Valley Hwy. Tukwila, Washington Dear Dave, I have reviewed the attachment of the glass storage racks to the floor slab for seismic loads. The racks are approximately 12' -0" tall with one level of above slab storage, supported at 8' -0" above the floor. The racks have supports at 6' -0" on center in the longitudinal direction with a minimum of six racks connected together in the longitudinal direction. In the transverse direction, the racks have four columns. The four columns are arranged in two pairs of diagonally braced frames, My design assumes that the rack manufacturer has designed the racks for seismic loads and that the seismic Toad is delivered to the base of the columns as shear and vertical Toad only. No bending moment capacity is provided at the base plate to slab connection. This assumption means that the moment frames in the longitudinal direction have pinned connected column bases. My calculations indicate that the base plate with four 1/2" diameter expansion bolts embedded 2" minimum into the existing floor slab are capable of resisting the seismic load, I have also reviewed the floor slab for the vertical load of 26,000# per 6' -0" section. This load is applied to the floor slab through four columns. Assuming equal distribution of the load, each column must support 6500 #. If the soil bearing capacity is equal to 2000 psf, a bearing area of 22" x 22" is required. My calculations indicate that the floor slab will support this load. However, the potential for cracking in the floor slab exists since the load is applied as a relatively high load (2000 psf) over a small area surrounded by lightly loaded floor. This design assumes a 5 -1/2" thick unreinforced slab. Increasing the size of the base plates on the racking system would reduce the potential for slab cracking. Additionally, if the soil beneath the slab has a higher capacity or the slab has reinforcing steel in it, then the potential for cracking is lower. The building owner and /or tenant should review this information and be aware of the potential problems and decide to what extent they wish to go to reduce the potential of cracking in the slab.
