Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. Our services have been completed in general accordance with our scope of services presented in our confirming agreement dated August 5, 1996. We understand that the new entrance structure will have a total design load of about 128 kips. As originally designed, the structure would be supported on a shallow footing about 5 feet wide and 30 feet long. The new footing would be located adjacent to two shallow footings supporting the existing structure. SCOPE The purpose of our services is to evaluate foundation support requirements for the new entrance structure. Our specific scope of services includes the following tasks: 1. Review the geotechnical information in our files for the surrounding area. 2. Drill two borings to depths of 19 and 21.5 feet using portable, hollow -stem augering equipment. 3. . Furniture August 30, 1996 Page 2 SITE DESCRIPTION SURFACE CONDITIONS The existing retail facility is located along the west side of Southcenter parkway. The site is bordered on the west by a relatively steep slope that ascends to Interstate 5, on the north by retail property, and to the south by a power substation. The ground surface slopes from north to south across the site and toward the east. The finish flbor within the facility is about 5 feet above the elevation of Southcenter Parkway. The area on the east side of the facility where the new entrance structure is planned is an existing parking area. SUBSURFACE CONDITIONS We understand that the existing structure is supported on shallow foundations bearing on structural fill. A substantial thickness of peat and compressible soil was removed from below the building area when the structure was Constructed. We explored the subsurface soil conditions on August 6, 1996 by drilling two borings to depths of 19 and 21.5 feet using portable, hollow -stem augering equipment. The borings were located in the proposed footing area. Representative samples of each soil type encountered were obtained using a 1.5 -inch inside - diameter split -spoon sampler driven into the soil using a 140 - pound hammer free falling 30 inches. The borings were continuously logged by a geotechnical engineer from our firm who obtained representative samples and observed surface and ground water conditions. Borings were abandoned in accordance with Washington State Department of Ecology regulations. The subsurface conditions encountered in the two borings are very consistent and include a thickness of about 4 to 5 feet of fill consisting of medium dense sand and gravel. Compressible organic silt and peat interbedded with silty sand and silt was encountered below the fill to depths of about 15 to 17 feet. Medium dense silty sand to very dense sand was encountered below the interbedded compressible layer and extended to the bottom of the borings. CONCLUSIONS AND RECOMMENDATIONS Based on our explorations, it is our opinion that the proposed foundation should be supported on piles to reduce the risk of foundation settlement. Pile foundation support of the proposed structure will also avoid the potential effect of increased foundation load on the existing shallow foundations. We recommend that the pile foundations be constructed using pin piles driven to refusal in the underlying soil. The pin piles should be at least 3 inches in diameter. We understand that Mr. Ed Johnson (structural engineer) recommended the installation of eight 4- inch - diameter steel piles each designed for an allowable axial load of 16 kips. We further understand that the pile installation was completed by McDowell Northwest, Inc. on August 13, 1996. Eight piles were installed to depths ranging from 36 to 44 feet, and two piles were installed to depths of 7 feet where they were terminated due to encountering an 0eoEnginoors Filo No. 5326- 001.10 -1130 Skarbos ScandinaLt Furniture ` August 30, 1996 ' Page 3 obstruction. The piles were driven with an 850- foot -pound vibratory impact hammer to refusal at a penetration rate of at least 20 seconds per inch of penetration. This penetration rate was monitored for at least three cycles to confirm suitable bearing. GeoEngineers was not on site during pile driving, but we have reviewed the summary of the driving depths and refusal criteria and discussed the installation with Mr. Bill McDowell of McDowell Northwest, Inc. . Based on our experience with pin pile installations, our review of the driving data, and discussions with Mr. McDowell, it is our opinion that the piles have been installed to suitable bearing to support the design loads. LIMITATIONS We have prepared this report for use by M.J. Ness Construction Co., Inc. in design and construction of the foundation support described above. Shortly after the application was made, the Owner decided that the store entrance could be enhanced by designing a brick entry. I contacted Mr. John Jimmerson, with the City of Tukwila, and advised him that the drawings were being modified and that we would resubmit a storefront entry plan. He advised me that the drawings would have to go through an Architectural Review and that at the time of resubmittal that I should request an extension of the permit application. Attached are three copies of the revised Exterior Storefront Design. Due to the additional time required to redesign the Storefront and the time required for the Architectural Review, we are requesting a 180 day extension of our permit application, plan check number B95 -0113.
