Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. REQUIREMENTS 1. Guarantees Without cost to the Owner, correct all defects and failures within one (1) year from date of substantial completion or longer per each manufacturers guarantee unless conditions are due to neglect or carelessness of the Owner. 2. Maintenance Instructions The Contractor shall furnish to the Owner, all manuals for instructions of proper care of materials and equipment. 3. As -Built Drawings The Contractor shall provide location drawings to the Owner, of all underground utilities and concealed work as installed on the project on reproducible drawings. 4. Cleaning After substantial completion, the Contractor shall clean, dust, and wax, etc. all interior finishes that require the same. Remove all construction debris and refuse from site. 5. Insurance (Art. 11 of A201) The owner will provide builders risk, coarse of construction insurance. The General Contractor shall provide and maintain with industry recognized company of "A" rating or better, adequate worksman compensation insurance as returned by law; comprehensive general liability and comprehensive auto liability insurance of at least $2 million auto bodily injury and property damage home owner, architect and Bailey Assoc., Inc. (et. al) as co. insured. SECTION 1B INSPECTION AND TESTS 1. The Contractor shall provide and pay for all inspections and tests as required by local authority. Notify Building Officials at least 24 hours in advance. 2. Tests will be made by a testing engineering firm or laboratory mutually selected by the Owner and Contractor. Cost of concrete tests shall be paid for by the Contractor. Cost of soils tests shall be paid for by the Contractor. 3. The Contractor shall furnish all samples of materials required to the testing engineer or laboratory in timely manner. Copies of all test reports shall be furnished to Contractor, Engineer, City, Architect, and Owner. SECTION 1C TEMPORARY CONSTRUCTION FACILITIES The General Contractor shall provide weathertight field office, provide and pay for temporary water and power and phone, temporary heat in building to maintain temperatures for work of various trades, drinking water, temporary toilets, temporary enclosures for openings as required, and barricades and fences for safeguards to protect public and as may be required by codes and law enforcement. Keep abutting streets, driveways and parking lots open to traffic and free of dirt and debris Any drainage and pumping necessary to remove surface or sub - surface water or other fluids shall be the responsibility of the General Contractor. SECTION 1D EXISTING CONDITIONS The existing building is occupied south of the tenant space and care, caution and courtesy needs to be taken during construction to limit any inconvenience to the existing tenant. Limit saw cutting to early morning, no loud radios, light construction parking to north lot area. Notify tenant of any utility shut downs at least 24 hours in advance. • DIVISION 2 SITE WORK SECTION 2A -A COORDINATION 1. To enable orderly progress of the work, prevent duplication of effort and ensure proper sequence of operations. Contractor shall coordinate the efforts of all suppliers, subcontractors and inspectors as required. 2. Contractor shall verify and confirm all dimensions and conditions shown or implied on the drawings and specifications, as well as the physical conditions of the site. Notify A/E of discrepancies prior to start of work. Contractor will have the building corners and property lines staked by a licensed surveyor and floor elevations (benchmarks). Contractor shall be responsible to maintain benchmarks and layouts of building and site. 3. Drawings are generally diagrammatic, unless specifically dimensioned, the locations and the routing of piping are approximate and shall not be scaled from the drawings. It is the responsibility of Contractor to coordinate work of his subcontractors. To this end, Contractor shall require that various subcontractors carefully examine and familiarize themselves with the drawings, and any other drawings covering work of other trades, and that they consult frequently with all other trades so that work may be properly coordinated. The diagrammatic nature of the drawings and the job conditions will not always permit installation in the location shown. When this situation occurs, it shall be brought to the A /E's attention immediately and the relocation determined in a joint conference. The Contractor shall be held responsible for relocating items without first obtaining the A /E's approval. He shall remove and relocate such items at his own expense if so directed by the A /E. 4. Contractor to arrange and coordinate all inspections. SECTION 2A -B APPLICABLE CODES AND STANDARDS 1. All work shall be in conformance with all Federal, State and local codes, including Latest Standard Specification for Road, Bridge and Municipal Construction. All references to codes, sections and on the drawings shall mean, and are intended to be, the latest edition, amendment, and /or revision of such reference standard in effect as of the date of these Contract Documents. • i SECTION 2A -C PROJECT RECORD DOCUMENTS 1. Throughout progress of the work of this Contract, maintain an accurate record of all changes in the Contract Documents. 2. Upon completion of the work of this Contract, transfer the recorded changes to a set of Record Documents. (See also 1A -3). SECTION 2B -A DEMOLITION 1. Saw cut concrete slab for new footings and restrooms and tie to existing sanitary sewer. Dispose of waste properly in a manner acceptable to local jurisdictions. 2. Remove portion of brick railing at entry for new porch lift. 3. Remove plantings and portion of extruded curbing for handicap lift. Cap off irrigation line and modify as required. 4. Relocate the incoming water shut -off valve (relocate south outside of lift area). Notify adjacent tenant 24 hours in advance and minimize down time. Sanitize and purify as required. 5. Remove existing glu -lam beam and col with plates and save for H.D. Campbell. SECTION 2B -B EXCAVATE FOR FOOTINGS Over excavate 2' for footings and bring in compacted structural fill and compact to 95% modified proctor. Extend fill 2' beyond footings in each direction. Compact existing excavation. SECTION 2B -C RE- STRIPE Sand blast /grind off existing stripping and re- stripe as shown on site plan. DIVISION 3 CONCRETE SECTION 3A CAST IN PLACE CONCRETE 1. Concrete Strengths: (See Structural Notes) f'c = 3000 psi exterior slabs, floor slabs f'c = 2500 psi footings 2. Concrete Work: Refer to the structural notes for additional criteria. Contractor shall notify Architect and Building Inspector at least 48 hours prior to an intended pour. Where there is any question as to the quality of the concrete, in the structure, the Architect may require laboratory tests or other load tests for that portion of the structure in question. Cement shall be Portland Cement conforming to ASTM C150. Aggregate shall conform to ASTM C33. Admixture shall be Master Builders Possolith. Curing compound shall be Burke. Water shall be potable and free from substances that may be deleterious to concrete or reinforcement. Ready -mix concrete shall be used exclusively, furnished by an established supplier. Concrete shall be conveyed and placed in a manner to insure no separation, segregation, or intrusion of foreign matter. All concrete shall be thoroughly compacted by means of mechanical vibrators. Concrete slabs shall be finished to produce a smooth hard surface tolerance not to exceed 1/8 inch in 10 ft. Curing compound shall be sprayed on using one gallon per 300 square feet to surface area. 3. Testing All tests shall be performed as required by the Building Department. The Contractor shall provide concrete cylinders and shall pay for testing. Submit copies of Test Reports to the Architect and Building Department. Minimum testing; 3 cylinders per pour for tilt -up walls to Building Department, footings and slab to Architect. 4. Finishina a. Floor: Contractor to provide and install North Coast or Burke or approved on all floor areas, 1 coat, after floor has been completely swept clean and washed. (Avoid at office areas). b. This Contractor to verify compatibility of sealers with bond breakers (no sodium silicate or paraffin base). • • t • �.., �.. +'' 5. Eaecolith Filler: Provide and install a concrete transition /underlay to feather out the existing slab differential at pile supported to non- supported slab. Feather out to 1/8" in 1' slope, level and smooth. Insure bonding by removing sealer, roughin surface and utilize an approved bonding agent. • • • • SECTION 3B CONCRETE REINFORCING STEEL 1. Steel Grades a. Slab dowels and welded bars - grade 40. b. All other reinforcing steel - grade 60 - ASTM A615 -6B. 2. Steel General Reinforcement shall be unpainted, uncoated, free from rust or loose scale. Place reinforcement accurately and secure rigidly. Tying shall be done with 16 gauge annealed wire. Detail all steel in accordance with the "ACI Manual of Standard Practice of Detailing Reinforced Concrete Structures". 3. Provide slab dowels into cut edges of slabs @ 24" o /c, #J4 bar. Drill and epoxy anchor into existing slab. • DIVISION 5 METALS (STRUCTURAL AND MISC.) 1. General Submit complete shop drawings to the Architect and Building Department, prior to fabrication. Form steel to accurate sizes and shapes, with sharp lines and angles. Punch connections, grinding exposed welds smooth. Provide holes and connections for work of other trades. Detail for ample strength and stiffness, conceal wherever possible. Galvanizing shall be hot -dip zinc - coating, per ASTM Al23, applied after fabrication but before installation. For additional information, refer to structural notes. 2. Grades of Metals a. pipe & tube columns conform to ASTM A500 (fy = 46000 psi) b. miscellaneous steel conform to ASTM A36 (fy = 36000 psi) c. misc. steel hangers Simpson d. machine bolts conform to ASTM A307 3. Miscellaneous Meta Specialtie a. metal ladder to roof hatch, steel side plates, steel rungs at 12" o.c., attached at floor, hatch, and mid- span. DIVISION 6 CARPENTRY 1. General All materials to be stamped with grade and trademark, and protect from the weather. All wood framing in contact with concrete to be given heavy coat of wood preservatives. All framing material to be "Kiln- Dried ". 2. Framing (Alternate Steel Studs) Stud walls to be 2x4 or 2x6 as indicated on drawings. All framing material to be "Kiln- Dried ". Provide blocking as required by code and as required for all equipment and wall finishes. (Verify with Architect). (Metal framing maybe used as shown and with Architect approval). 3. Rough Carpentry_ Provide all rough carpentry, sheathing, furring, blocking, roof framing, mechanical unit supports, roof cants, and similar work necessary to complete the project. Install all rough hardware and misc. items. 4. Materials (See Structural Notes) Framing Lumber: 2x4 stiffeners D.F. #2 or H.F. #2 4x14 rough sawn D.F. Dense #1 Lumber not noted D.F. #2 or better Plywood: Floor Sheating 3/4" t & g strudi -floor under- layment grade. Floor sub -floor 3/4" plywood underlayment with ext. glue. All lumber grades shall conform to "WPG Grading Rules For Western Lumber" - 1977 Edition. All plywood shall conform to U.S. Product Standard PS - 1 -66. 5. Truss -Joist TJI Joists to be as manufactured by the Truss Joist Corp in accordance with NER 200. • DIVISION 7 THERMAL AND MOISTURE PROTECTION SECTION 7A INSULATION Contractor to provide and install in the following are all installed in accordance with manufacturer's recommendations. 1. Exterior a. Walls - furring with R -11 insulation - FS 25 facing where exposed. 2. Ceiling a. R -19 fire retardant FS25 finish fiberglass batt with continuous FS25 facing on bottom (white), WMP1O by Lamtec Corp. SECTION 7B BUILT -UP ROOFING - Patch 1. Provide water tight patches at all roof penetrations and roof curbs for HVAC equipment. Min. 3 ply with mineral cap sheet out 4' beyond penetration or equipment curb. 2. Guarantee Roofing contractor to provide roofing guarantee to two (2) years. SECTION 7C CAULKING AND WATERPROOFING The Contractor to provide and install the following per manufacturers recommendations. 1. Waterproofing a. Asphalt emulsion waterproofing where steel in contact with concrete and /or dirt and for separating dissimilar metals. 2. Caulking a. Window to concrete, wood, etc. - - - silicone based caulking, paintable clear at skylights. All caulking to be premium grade, GE, Sika, or approved. SECTION 7E ROOFING ACCESSORIES 1. Roof Hatch and Ladder Contractor to provide and install a Type S 2' -6" x 3' -0" roof hatch for steel ladder access with padlock and chain as manufactured by the Bilco Co. or equal. Contractor to provide and install an all steel ladder to fit roof hatch. • DIVISION 8 DOORS. WINDOWS. GLASS, AND HARDWARE SECTION 8A OVERHEAD DOORS Contractor to provide and install high lift manual operating overhead doors with heavy duty track and hardware and neoprene door bottom as manufactured by Overhead Door Co. or equal. Provide weatherstrip at head, jambs and at bottom. SECTION 8B WOOD DOORS /JAMBS Contractor to provide and install solid core wood doors, oak veneer, ready for stain, and solid wood jambs (clear oak). SECTION 8C FINISH HARDWARE The Contractor to: 1. Provide all finish hardware to complete work, in accordance with drawings and specifications. The Contractor shall be responsible for proper operation and fitting of hardware in locations specified. The Contractor shall adequately store all finish hardware until installation is made. Exposed surface of hardware shall be covered and well protected during installation, so as to avoid damage to finishes. 2. Upon being awarded the finish hardware contract, the Hardware Supplier shall immediately prepare and submit to the Architect, in triplicate a complete schedule of Finish Hardware required herein. SECTION 8D GLASS AND GLAZING Furnish and install all glass and glazing as shown on drawings and as required to complete project as specified herein. 1. Materials: a. Interior windows, insulated to warehouse, to be clear glass (1/4” float) with stopped into wood jambs. b. Interior sliding windows, insulated to warehouse, with recessed aluminum frame, grooved finger pulls, show case lock (temper). 2. Tempering: providing tempered glass as required by code. 3. Clean -up: Clean excess putty or compound from glass and surrounding work and clean and polish all glass. • SECTION 9 FINISHES SECTION 9A GYPSUM WALLBOARD AND STEEL STUDS The Contractor is to furnish and install all gypsum wallboard as indicated on the drawings and as specified herein, in accordance with Standard Practices and as set forth in the "Architectural Specification Manual - painting, wall covering and gypsum wallboard finishing ". 1. Materials: a. Wallboard shall be 5/8" thick in all areas. Waterproof behind plumbing fixtures, and 5/8" UL Type "X" at fire wall. 2. Application: a. Board shall be applied using the double nailing method. Back block all edge joints. Provide casing bead at all edges where exposed or in contact with door frames and finish flush. b. Apply additional coats of spackle if necessary to establish a true plane. All finished work must be without waves or irregularities and ready for painting. c. Metal edge and corner beads at all outside corners, etc. Finish flush with spackling. STEEL STUD FRAMING: (see wall schedule) Standard non - bearing framing to be 3 1/2" x 25 ga. @ 24" o.c., bearing to be min. 3 1/2" or 6" x 20 ga. @ 24" o/c unless noted otherwise. Studs shall conform to ANSI A97.2, ASTM A 568 -88a, ASTM C645 -88 and ASTM C754 -88. Submit documentation showing load /deflection criteria appropriate for finishes. Non -load bearing partitions are to be designed to 1/240th deflection at 5 psf. Cross bracing as recommended by Manufacturer or specifically shown by Architect. SECTION 9B - PAINTING SPECIFICATION Scope: The Contractor is to furnish all labor, materials and equipment necessary for the painting finishing as indicated on the drawings and specifications in accordance with the manufacturer's recommendations and the "Architectural Specifications Manual" by Painting and Decorating Contractor of America. Submittals: Submit sample brush outs of each color (3 sets) on approximately 8- 1/2 x 11 size for initial approval. Upon those approvals, prepare samples of selected colors on the final surfaces - minimum 10' wide x full height of wall, minimum 12" x 12" on other surfaces. 4 Quality Assurance Employ only qualified personnel, journeyman, with any apprentices working under direct supervision of a journeyman. Maintain a full, competent crew. Except as otherwise scheduled, use only approved products listed in referenced manual. Do not substitute without owner's written approval. All work to be "premium grade" unless otherwise indicated. Guarantee: Guarantee work in this Section against ordinary wear and usage for two years from date of substantial completion of the work. Warrant work to be in accordance with specifications, standards and requirements incorporated in referenced manual. Examination: Verify installation conditions as satisfactory to receive work. Notify general contractor of any unsatisfactory condition. Beginning work constitutes your acceptance of surfaces and conditions as satisfactory. Do moisture testing (not to exceed 8 %) and PH testing (not to exceed 10 on PH meter). Other Trades: Metal shall be shop primed with rust inhibited primer. On galvanized steel, prime using galvanizer self etch acid primer. Surface Preparation: Prepare surfaces as indicated and as called for in the reference manual and manufacturer: 1) Miscellaneous steel and iron put in proper condition to receive paint. Remove all grease, rust, dirt, etc. and touch -up primer with compatible primer for finish coats. If unprimed, remove rust and scale by wire brushing, clean all surfaces using solvent wash, acid etch as recommended by manufacturer, rinse. When dry apply primer coat - metal ferrous rust inhibitor primer. Have any defects repaired, and then reprime. 2) Galvanized Steel: Put in proper condition to receive primer. Remove surface contamination, clean metal with phosphoric acid or approved solution per primer manufacturer's recommendations. Apply degalvanizer self etch acid primer. Protection: Adequately protect other surfaces from damage, remove hardware, etc. and provide drop cloths etc. as necessary. Interior Metal - 1 coat primer -1 coat industrial enamel Application: Apply paint and other finish by methods generally accepted by the trade to achieve approved finishes. In multiple coat work, provide each coat of paint of slightly different color to achieve required finish. Include as many coats as necessary for complete coverage and acceptable appearance. All work to be done in accordance with manufacturer's recommendations. Extra Material: Leave minimum one gallon of each type and color of paint labeled for project and building, store where directed by Owner. Final Clean -Up: At conclusion of project (or as directed), thoroughly clean paint and splatters from glass, aluminum, and any other surfaces. Take care not to scratch surfaces. Clean residue of work of this section from any other surface and at conclusion, leave premises neat and clean. SECTION 9C CARPET Provide and install carpet direct glue down 28 oz. Designweave Innsbrook for level loop and Fairfield for cut pile, or equal. Color as selected by Architect. SECTION 9C SHEET VINYL The Contractor to provide and install sheet vinyl flooring, Corlon finish as manufactured by Armstrong or approved. Submit samples for selections. Cove base in restrooms. SECTION 9E VINYL COMPOSITION TILE (VCT) The Contractor shall provide and install Armstrong Excelon or approved tile (12" x 12" x 1/8 ") as indicated in room schedule. • C, SECTION 9F VINYL BASE The Contractor shall provide and install Burke or approved 2 1/2" continuous rubber base. SECTION 9G pLASTIC LAMINATE The Contractor to provide and install plastic laminate tops, backsplash and edges of cabinets and wainscot. Plastic laminate as manufactured by Wilson Art. SECTION 9H SUSPENDED CEILING The Contractor is to: 1. Provide and install 2' x 4' suspended acoustical ceiling with 1 1/2" main and intermediate runners, exposed grid, with standard wall angles, etc. in flat white finish. Provide shop drawings of layout. Install with wires 4' -0" o.c. ,#12 wire. Provide additional wires at mechanical and electrical fixtures and designed for seismic bracing. All hangers must be secured to roof and floor joists. Hold down clips as required. (No attaching to 2 x stiffener). 2. Acoustical tile to be Armstrong mineral fiber fissured - non-directional, "second -look" design tile, 24" x 48" x 5/8 ", non - rated. SECTION 91 CERAMIC TILE The Contractor shall provide and install 2 x 2 unglazed ceramic tile in shower floor with coved base as manufactured by Dal tile or Uniq. Use non - staining hydromont grout (color as selected). SECTION 9J SYNTHETIC MARBLE IN SHOWER The Contractor shall provide and install 1/4" thick synthetic marble panels at showers (color selection by architect, submit samples). Glue to Substrata, and seal caulk all joints (no horizontal seams). DIVISION 10 SPEC ALTIES SECTION 10A TOILET ROOM ACCESSORIES - ALL TOILE ROOMS All accessories as manufactured by McKinney or approved, finish to be stainless steel. Towel dispensers must take a C -fold towel. Provide the following: 1. Paper Towel. 1 per sink and lunchroom 2. Roll Paper Holder 1 per toilet 3. Soap Dispenser 1 per sink 4.
