APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT It the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

FIRE DEPARTMENT
There is no electrical, plumbing or gas work to be performed on this Group U,
Division 1 Storage Building. Although sprinklers and /or fire alarm systems are not
required per Ordinance 1742, Section 9, El, Should we maintain a fire
extinguisher within the building?
The espresso cart that will be operated will plug into the existing outdoor
electrical outlet on the property (not hard wired). The building will be situated
immediately adjacent to said outlet.
A photo of the Registered Flame Retardant Certificate, SER# 090994 for the
canopy is included in this Building Permit Application package.
The interior surface of the walls will be covered with tileboard. The exterior
surface of the walls will be covered with vinyl siding. All exposed wood surfaces
will be painted.

Re: Jet Fuel Espresso - 11234 Pacific Highway South
Dear Sir:
The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. The total number of fire extinguishers required for
your establishment is calculated at one extinguisher for
each 3000 sq. ft. of area. The extinguisher(s) should be
of the "All Purpose" (2A, 10B:C) dry chemical type. Travel
distance to any fire extinguisher must be 75' or less.
(NFPA 10, 3 -1.1)
Extinguishers shall be installed on the hangers or in
the brackets supplied, mounted in cabinets, or set on
shelves (NFPA 10, 1 -6.9), and shall be installed so
that the top of the extinguisher is not more than 5
feet above the floor. (NFPA 10, 1 -6.9)
Extinguishers shall be located so as to be in plain
view (if at all possible), or if not in plain view,
they shall be identified with a sign stating, "Fire
Extinguisher ", with an arrow pointing to the unit.
(NFPA 10, 1-6.3) (UFC 10.505A)
Clear access to fire extinguishers is required at all
times. They may not be hidden or obstructed. (NFPA
10, 1 -6.5)
2. Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort. Exit
doors shall not be locked, chained, bolted, barred, latched
or otherwise rendered unusable. All locking devices shall
be of an approved type. (UFC 12.106(c))

Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 12.106 - 12.111)
3. If at any time in the future this structure is used
for other than storage electrical, plumbing or gas are
installed, an approved fire alarm system shall be required.
4. Required fire resistive construction, including
occupancy separations, area separation walls, exterior
walls due to location on property, fire resistive
requirements based on type of construction, draft stop

I talked to Pat Broden in Public Works today regarding the new waterline that will be
going through the area where the espresso stand is now located. Pat agrees it appears the
stand is located in City right -of -way and will have to be moved when the waterline
construction gets underway. Pat's guesstimate of when work will actually start in that
area is mid -July to end of August. He doesn't think any work will start on the project
until first part of July because of most current bid process complications.

Of immediate concern is the fact that in your letter to
Mr. Armstrong dated March 22, you advised him that he has "30

calculates the deadline, that could be as early as Friday,
April 21.
I would like the opportunity to meet with you to review
these matters and seek to clarify the various regulatory issues
so that Mr. Armstrong can obtain the appropriate permits and be

Dear Mr. Armstrong;
As you know, the City of Tukwila has been concerned about the two espresso stands you
operate at 11234 Pacific Highway S. and 10230 E. Marginal Way S. in Tukwila. It has
been determined that both of these stands, as they now exist, are structures that require
building permits and must be constructed in accordance with the building and any other
applicable city codes. Therefore, please be advised you have 30 days, from the date. of
this letter, to either apply for building permits or remove the existing structures.
To assist you in submitting the applications for a permit, if you decide that is what you
want to do, I have enclosed building permit application forms with this letter. Since you
are not the owner of the property where the structures are located it will also be necessary
that the property owners give written authorization indicating you are acting as their
agent in applying for the building permit. These authorizations should be included as
part of the application package. Assuming you submit all required information it will
take approximately 2 to 3 weeks to process the applications and issue the permits after the
applications are received in this office. No further work should be done on the structures
until you have been issued legal building permits.
The structures you apply for should be designed under the building code criteria for a
Group M Occupancy, which would basically be a shed just to cover and protect the
espresso cart and operator during normal hours of operation. This type of structure
cannot be designed to accommodate any indoor public seating or have any public access
to the interior of the structure. For your information, the building code does exempt sheds
with a roof area of less than 120 square feet from needing a building permit. All other
King County Health Department licensing requirements will still apply as to the actual
operation of the espresso stand.
The alternative to a Group M Occupancy would be a Group B -2 occupancy, which is the
occupancy group for restaurants. If you contemplate a restaurant it will be required that
you obtain the services of a Washington State licensed architect or engineer to prepare
and seal the design drawings.
