VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. The project is located at 13138 Interurban Avenue South In the City of Tukwila. We have prepared this study based on past conversations with Ron Cameron, P.E, of the City of Tukwila on similar projects. The conclusions and recommendations begin on page 3 of this report. PROJECT DESCRIPTION Figure 1 is a vicinity map showing the location of the site and the surrounding road network. Figure 2 shows a preliminary site plan received by TP &E on November 8, 1995. The plan consists of converting two service bays into space for a mini -mart. At completion the total building square footage will be 1,484 sq. ft. of which around 1,000 sq. ft. is the converted service bays with the balance being the existing sales area. Full re- development of the Texaco Service Station project is expected to occur by December of this year. TRIP GENERATION The Texaco Service Station project is expected to generate the vehicular trips during an average weekday and during the street traffic peak hours as shown on Table 1. The trip generation is calculated using the average trip rates in the Institute of Transportation Engineers (ITE) Trip Generation, February, 1995 update to the Fifth }. Edition, 1991 for Gasoline /Service Station and Gasoline /Service Station with ....._Convenience - Market_( ITE - Land -Use- Cedes- 844- and - 845 respectively). The car wash {. portion of the site will not change and therefore is not included in our trip generation analysis. ti A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the study site. These trip generation values account for all site trips made by all vehicles for all purposes, including commuter, visitor, and service and delivery vehicle trips. Traffic generated by development projects consists of the following types: Pass -By Trips: Trips made as intermediate stops on the way from an origin to a primary trip destination. Diverted Linked Trips: Trips attracted from the traffic volume on roadways within the vicinity of the generator but which require a diversion from that roadway to another roadway to gain access to the site. Captured Trips: Trips shared by more than one land use on a single development site. As shown in Table 1 the proposed project, using the worst case scenario (square footage as the unit), is likely to generate zero (0) and three (3) net new AM and PM peak hour trips, respectively. CONCLUSIONS AND RECOMMENDATIONS This letter has detailed the potential trip generation for the proposed conversion of the service bays into space for a mini mart facility at the existing Texaco Service Station. Because the project is convenience oriented, it Is not projected to add a significant amount of net new traffic to the adjacent road system. Most of the project traffic already exists. To be conservative, the trip generation for the project is based on using the square footage of the Mini Mart in lieu of the number of fueling stations.
