HomeMy WebLinkAbout2003-08-04 Regular MinutesCALL TO ORDER /PLEDGE OF ALLEGIANCE: TUKWILA CITY COUNCIL Council Chambers City Hall August 4, 2003 7:00 p.m. REGULAR MEETING MINUTES Mayor Steve Mullet called the Regular Meeting to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL: Jane Cantu, City Clerk, called the roll of Council. Present were Council President Pam Carter; and Councilmembers Joe Duffle, Joan Hernandez, Jim Haggerton, Pamela Linder, Dave Fenton and Richard Simpson. AT THE REQUEST OF COUNCILMEMBER DUFFIE, MAYOR MULLET CALLED FOR A MOMENT OF SILENCE IN HONOR OF FALLEN FEDERAL WAY POLICE OFFICER PATRICK MAHER. OFFICER MAHER WAS KILLED IN THE LINE OF DUTY ON SATURDAY, AUGUST 2, 2003. OFFICIALS: Rhonda Berry, Acting City Administrator; Mike Kenyon, City Attorney; Lucy Lauterbach, Council Analyst; Jane Cantu, City Clerk; Steve Lancaster, Community Development Director; David Haynes, Acting Police Chief; Darrell Baskin, Police Lieutenant; Robbie Burns, Community Oriented Policing Coordinator. PROCLAMATIONS A PROCLAMATION DECLARING TUESDAY, AUGUST 5, 2003 AS NATIONAL NIGHT OUT Mayor Steven Mullet presented the proclamation to Acting Police Chief David Haynes. In reading the proclamation, Mayor Mullet called upon all citizens of the City of Tukwila to join the Tukwila Police Department and the National Association of Town Watch in supporting the 20 Annual National Night Out on August 5, 2003. He then proclaimed August 5 as National Night Out. Robbie Burns, Community Oriented Policing Coordinator, distributed a complete listing of community events and invited each Councilmember to participate. Calling this a great opportunity to meet the citizens and recognize efforts in each of their neighborhoods, Ms. Burns also suggested this as an opportunity to distribute business cards, hear concerns, answer questions and be in touch with the community. Those desiring it will be paired with a Tukwila Police Officer and be escorted to the various neighborhoods to join their celebrations. With a diminished interested in the parade, none will be held in 2003. CITIZEN COMMENT /CORRESPONDENCE: Carol Watson, 3906 South 113 Street, Tukwila, congratulated the City Council and Administration for solving the "bomb problem" at the firing range, in her neighborhood. Raising concerns against same, Ms. Watson informed Council of a rumor that on- street parking will be "taken away" in her neighborhood. Septic systems, drain fields and lack of parking stalls on private properties preclude residents from parking in their yards, thus, the need for on- street parking. Mayor Mullet reported this as a rumor which did not originate with City staff. Additionally, he informed Ms. Watson of the 72 -hour rule for on- street parking within any neighborhood within Tukwila. City of Tukwila City Council Regular Meeting Minutes Page 2 of 4 August 4, 2003 Finally, she spoke of a Code Enforcement walk- through in her neighborhood on July 11, wherein residents were cited for various violations. This has caused concern among her neighbors as well as stress due to the inability to financially respond to the citations. She spoke against perceived favoritisms in the issuance of citations and noted a lack of confidence with Code Enforcement personnel. CONSENT AGENDA: a. Approval of Minutes July 21, 2003 Regular Meeting b. Approval of Vouchers 300626 300942, in the amount of $1,306,049.95 DUFFIE MOVED; HERNANDEZ SECONDED; APPROVAL OF THE CONSENT AGENDA AS PRESENTED. The motion carried 7 -0. UNFINISHED BUSINESS: a. Authorize the Mayor to sign the 2003 Signatory Documentation Sheet(s) and enter into the Regional Disaster Plan for Public and Private Organizations within King County DUFFIE MOVED; CARTER SECONDED; TO AUTHORIZE MAYOR MULLET'S SIGNING THE 2003 SIGNATORY DOCUMENTATION SHEET(S) ALLOWING TUKWILA TO ENTER INTO THE REGIONAL DISASTER PLAN FOR PUBLIC AND PRIVATE ORGANIZATIONS WITHIN KING COUNTY.* Discussion ensued: Council President Carter pointed out to members of the audience this is a mutual cooperation agreement which does not bind the City, or require it to do anything, unless it chooses to aid another municipality. Services must be paid for by requesting municipalities, and likewise, if Tukwila opts to request assistance from another municipality. *The motion carried 7 -0. b. A resolution ratifying amendments to the Countywide Planning Policies *The motion carried 7 -0. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RATIFYING SEVEN PROPOSED AMENDMENTS TO THE COUNTYWIDE PLANNING POLICIES FOR KING COUNTY, AS RECOMMENDED BY THE KING COUNTY GROWTH MANAGEMENT PLANNING COUNCIL FENTON MOVED; CARTER SECONDED; TO READ THE PROPOSED RESOLUTION BY TITLE ONLY. The motion carried 7 -0. Mike Kenyon, City Attorney, read the title of the proposed resolution. FENTON MOVED; DUFFIE SECONDED; TO ACCEPT THE RESOLUTION AS PRESENTED.* Councilmember Hernandez reported this item was reviewed by the Community Affairs and Parks Committee. She pointed out housing targets have been reduced and employment targets have been slightly changed, too. Despite minor debate on Section 7 of the resolution, the Committee recommended support of the resolution as presented. Steve Lancaster, Community Development Director, noted some remaining controversy with the Kent City Council with Section 7. Mayor Mullet, for the record, noted use of Suburban Cities Association monies to keep Mike Hubner on the job. He's been very instrumental in solving the housing and employment issues; and maintaining Tukwila's involvement in this regional effort. A resolution indicating the City's intent to apply for Local Law Enforcement Block Grant Funds and set a public hearing date of August 18, 2003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, INDICATING THE CITY'S DESIRE TO APPLY FOR LOCAL LAW ENFORCEMENT BLOCK GRANT FUNDS, AND AUTHORIZING THE MAYOR TO MAKE FORMAL APPLICATION TO THE BLOCK GRANT PROGRAM Mike Kenyon, City Attorney, read the title of the proposed resolution. *The motion carried 7 -0. FENTON MOVED; DUFFIE SECONDED; TO ACCEPT THE RESOLUTION AS PRESENTED.* Darrell Baskin, Lieutenant, Tukwila Police Department, informed Council that LLEBG funds (in the past) have been used to fund the Domestic Violence Advocate (contract) position. Funding of $24,000.00 for this year is significantly lower than that of last year. The City must pay a 10% match on the grant funds and supplement the rest of the Advocate's salary with monies from the General Fund. Council President Carter asked staff to identify the fund source at the time of the public hearing. Mayor Mullet attended a recent connectivity meeting with Councilmember Fenton in Provo, Utah. For Council consideration, the Mayor would like to "tie up loose ends" and bring something to Council by January, 2004. He then spoke of his intent with regard to the project. Details regarding monies, grants and other information will follow. Mayor Mullet also reported a King County Mayors meeting last week, at Seattle's new City Hall. The Mayor then reported attendance to this morning's 3t Quarter Update meeting of the Economic Development Committee. Later, he attended an I -405 Executive Committee meeting. Next, Mayor Mullet reminded Council of the August 5 National Night Out and encouraged all to participate. Finally, the Mayor noted continued litter problems at Foster Park. Councilmember Duffie suggested use of a permit system informing City staff who is utilizing the parks at any given time. If (littering) abusers were known, future permits would not be issued. Councilmember Duffie attended the August 4 Finance and Safety Committee meeting. Minutes from that meeting will soon be distributed. Councilmember Hernandez reported no Community Affairs and Parks Committee meeting during the week of July 28, 2003. She plans to attend the August 5 Utilities Committee meeting. City of Tukwila City Council Regular Meeting Minutes Page 4 of 4 August 4, 2003 Next, Ms. Hernandez asked if there had been any follow -up to an e-mail complaint from a lady who said her son was attacked by a gang at the Southcenter Mall. Mayor Mullet responded in the affirmative and noted there are several twists to the situation, and it is not as onerous as the e-mail would suggest. All details have not yet been worked out, yet it does not currently appear that there were threats of physical violence against the young man. Ms. Hernandez reported a personal conversation with the mother of the son and relayed she, too, would be threatened by the type of behavior exhibited. She asked for continued efforts by Tukwila Police. Mayor Mullet reported such efforts would continue and the situation is being investigated. Council President Carter attended the Walker and Associates anniversary picnic on August 2, 2003. Councilmember Haggerton had no report. Councilmember Linder reported her desire for an early adjournment time from the August 5 Utilities Committee meeting, in order to participate in events associated with the National Night Out. Councilmember Fenton reported having dinner with members of the Blue Angels on Friday, August 1, 2003. Councilmember Simpson had no report. c. Staff Rhonda Berry had no report. d. City Attorney Mike Kenyon had no report. e. Leaislative Analyst Lucy Lauterbach reported difficulties arranging an upcoming luncheon between area legislators and Councilmembers.
