Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. t BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit tats permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). Schaefer, ale nssociates subject warehouse relative to the added load that would result from the installation of a new 3- ply felt and asphalt built -up roof over the existing roof material. The northern portion of the roof apparently has 2 layers of roofing now so the existing roofing membrane should be removed and a new 3 -ply built -up roofing installed directly on the roof sheathing. The southerly 200' has one roofing membrane and may have an additional layer of 3 -ply built -up roofing added. Our review was based on an analysis of the roof structure for the original structure as shown on drawings prepared by Manson Bennett & Associates, architect for the . construction of the building in 1972. • The configuration of the buildings is rectangular with exterior dimensions of 130' -0"x737'0" with the long dimension oriented on the north -south axis. Exterior walls of the structures are tilt -up concrete and the roof structural system is wood and consists of Berkley Panels, sawn wood purlins and glue laminated (glu -lam) beams. The Berkley Panels consist of 5/8 thick plywood over 2x4 joists spaced at 24" center to center that span 8'0" between 4x16 sawn purlins that are supported on the glu -lam beams, which are spaced at 24' center to center in the north -south direction for Building A. The glu -lam beams are in a link span configuration with • three equal spans of 43' -4 ". Our review analysis was based on the assumptions of a total dead load of 11 lbs. /sq. ft. and a live load of 25 lbs/sq. ft. The dead load is the actual weight of the existing roof system, including roofing, sprinklers and lights and an additional load of 1.5 lbs. /sq. ft. for the new roofing. The analysis indicates that the components of the roof system will support the added load within the allowable stress levels as specified in the applicable 1970 Uniform Building Code. We are enclosing two copies of our calculations and two prints of the original roof framing • plan for your file and for submittal to the Tukwila Building Department. • It was observed that approximately 11/2" of water ponds at the southeast corner of the roof. These buildings have the address of 1141 -1191 Andover Park West. The building is approximately 95,951 Sq. Ft. and is occupied by seven (7) tenants with a somewhat mixed use. We have been informed that certain regulations as outlined in Section 1130 of a revised 1994 code require improvements to the roof, including insulating material to an R -9 level. We have investigated the cost of adding this insulating material to the roofing contract and find it to be economically impractical, as there is no way to recover the vary significant cost from the tenants. Partly because the tenants pay their own electric bills and so any savings would accrue to the tenant rather than to the landlord. Also, the cost of the insulation would exceed $175,000. This amount is more than 3 years net income from the building. In addition, the cost of the roof repair is another $149,000 including tax, so you can see this is a very expensive project. We have a suggestion for meeting the requirements of Section 1130 having to do with the "economically impractical" situation but actually improving the energy efficiency of the building. Let me outline our suggestion. Two large tenants in the building, Wilmar Industries and Walter Pye, are insulating their space. I understand the rating will be R -19. Therefore, it seems that for this space, putting an R -9 addition on the roof is not practical. Unfortunately, both these tenants are in the middle of the building, so just leaving the insulation off that part of the roof doesn't seem to work. In the leases between tenants and Warehouse Property Associates, we require that the tenants obtain approval through the permit process of any substantive changes in the space occupied by the particular tenant.
