Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. I Project Overview The two single family lots to be developed are located in the City of Tukwila, just west of 51st Avenue South, at the termination of S. 152nd Street. Presently, a large single family house (Lot B) separates the two lots. The north lot (Lot A) is mostly grass and bordered by a large ravine on the north side, an existing home downhill on the east side, an existing driveway on the south side, and a single family house uphill on the west side. The south lot (Lot C) is mostly grass serving as the front yard of the existing house and is bordered on the north side by the existing house, the south side by a driveway to an existing residence, the east side by an existing driveway, and the west side by an uphill single family house. Lot A is comprised of approximately 14,200 square feet and Lot C is comprised of approximately 11,500 square feet with topography sloping to the east between 12 to 20 %. Both lots are mostly cleared and grassed with brush occupying approximately 10% of Lot A and 20% of Lot B. Existing Drainage Runoff presently sheetflows across both lots in an easterly direction. The existing 100 year flow :< for Lot A is 0.202 cfs and for Lot C is 0,205 cfs. There are no drainage structures on either site or on adjacent property. Proposed Drainage Lot A It is proposed to collect runoff from the rooftop of the structure and tightline the downspouts and footing drains into a dispersal trench located near the northeast corner of the site (see Attachment 2). The 100 year developed runoff will be 0.283 cfs, which is 0.081 cfs greater than the existing rate of runoff. Lot C It is proposed to collect runoff from the rooftop of the structure and tightline the downspouts and footing drains into a dispersal trench located along the east lot line (see Attachment 3). A drainage swale will be constructed along the north side of S. 152nd Street to convey runoff to 51st Ave. South (see Attachment 4). The 100 year developed runoff will be 0.228 cfs, which is 0.023 cfs greater than the existing rate of runoff. Downstream Analysis "` Lot A Runoff discharged from the dispersal trench will sheetflow in a northeasterly direction into a wooded ravine and follow the topography for approximately 200 feet before entering a small stream. Lot C Runoff discharged from the dispersal trench will sheetflow onto the existing driveway, then onto S. 152nd Street. At this point the runoff will flow easterly downhill along the north shoulder to the roadside ditch along the west side of 51st Avenue South. B95 -0307 - The Sensitive Areas Ordinance (SAO) requirements for geotechnical reports and Planned Residential Development (PRD) have been waived for this building permit. However, the project will affect existing vegetation on the site and a tree permit is required. Enclosed is the application form and a copy of the tree ordinance. There is no fee for the tree permit if you are also applying for a land altering permit, otherwise, the fee is $25. Gary Schulz, the City's Urban Environmentalist commented that attention needs to be paid to the off -site trees to the west to ensure they are not damaged. B95 -0333 - No tree permit is required for this development. In order to determine if additional geotechnical investigation and PRD requirements can be waived, we are asking that you do two things. First, you need to submit a revised site plan which shows the location of the top of the steep slope to the north, and its distance from the proposed building. If you cannot survey the off- site location where the slope exceeds 15% gradient, please provide an estimate of the distance between the slope and north wall. The second step is to flag the location of the north wall on the site. This additional information will help us evaluate the potential impact of the construction on the slope. My comments and recommendations for the two single - family building proposals are listed below. Both properties have sensitive area slopes as regulated by the SAO. The B95 -0333 property has an adjacent steep slope area which may be partly on the Lot. A site meeting was conducted on 11/2/95 to look at possible geotechnical requirements, and Tree Permit needs for both properties. B95 -0307 Lot #13 has a flat developed area and is where the proposed house will be built. However, a natural forested fringe of the site will be cleared for the new driveway. This area has a slope gradient slightly greater than 20 percent. Therefore, the trees cleared for the driveway are subject to the Tree Regulations, Ordinance #1715 if they have a minimum diameter at breast height (DBH) of 4 inches. The applicant should provide approximate locations of trees to be removed and show where replacement trees will be planted on the site. The number of replacement trees is determined by the table in Permit Approval Criteria - Section 18.54.130. Any deviation from the minimum sizes for replacement trees must be approved by the DCD Director. The applicant proposes some grading near the west boundary line. This grading could kill at least one tree that appears to be off -site. The only trees to be removed are 3 plum trees that are growing on flat ground. Therefore, the Tree Regulations do not apply and no permit is needed. During the site visit, I could not determine what the setback distance would be from a very steep slope just north of Lot #11. In order to recommend a waiver from the geotechnical study requirement of the Sensitive Areas Ordinance, Section 18.45.080, the applicant must provide the distance the proposed building will setback from the steep slope area.
