Tukwila Council meetings are audio taped. 1 Office of the Mayor Tukwila, Washington WHEREAS, the City of Tukwila recognizes adequate nutrition as a basic goal for each citizen; and WHEREAS, no parent should have to send a child to school hungry, no baby should be without the comfort of the feedings needed for mental and physical growth, no elderly person's health should be jeopardized by lack of appropriate foods; and WHEREAS, food banks, emergency and hot meal programs working with the City of Tukwila, local churches, social service agencies, and hundreds of volunteers are striving day in and day out to stem the rising tide of hunger, but still need more help; and WHEREAS, we believe that when the citizens who are not involved hear of the especially desperate needs of the hungry as winter approaches and their low zz incomes must stretch to cover increasing fuel, electricity and rental costs leaving even less money for monthly food purchase, an outpouring of community assistance will follow; and WHEREAS, the Emergency Feeding Program coordinates an annual food drive to help support the efforts of their program and the area's food banks in fighting hunger which will be held at grocery stores throughout King County on Saturday, September 27, 2003; NOW, THEREFORE, I, STEVEN M. BACKGROUND The 2003 CIP includes upgrades to Lift Station No. 12. The first phase involving the bypass line was completed in March 2002. The second phase includes installation of new pumps and a generator. Lift Station 12 Generator The lift station on the southeast corner of the Mall is in need of upgrades. Mike got a $32,000 bid for two generators from the State bid list. Thinking he could improve that, he put out a bid:himself and got two bids. The lower bid was from NC Power Systems for $29,800 plus tax: Joan asked if the supplier and equipment were both reputable and acceptable, and was told they were. After this purchase is made, Mike will ask for bids for new pumps, plus electric wiring and equipment. Once all the equipment is ready, the project will be put out to bid for installation. This project is in both the CIP and budget for this year. Information. 2. Public Works Trust Fund (PWTF1 Loans Staff had gotten permission from Council to apply for two PWTF loans. They have received tentative approval of both their loan requests. The first loan of $5.7 million-plus $300,000 of sewer funds will be enough to put sewers, water and sidewalks into the rest of Allentown and Foster Point. Another loan of $4.2 million and $464,000 of surface water funding will be used to improve the surface water problems in Cascade View. Both of these will become 2004 projects when the formal award of the loans is made. The committee wanted to be sure the City had enough funds in the enterprise funds to support these two projects. Staff included Moira Bradshaw, Lucy Lauterbach, Brian Shelton, and myself. The following outlines the recommendations that were made The recommendations include reallocated funds from previous year projects. Estimates may change in December as final allocation figures are available. Identified projects and documentation are due to King County on September 22. Total Estimate Available $254,200 Maximum Usable for Public Service $32,193 Maximum Usable for Planning and Admin $24,500 Public Service $32,193 is available for public service /or human service projects. Bruce Fletcher wants to continue to use these funds to support the Recreation Leader position in the Senior program. We recommend that this funding stay with that position. Planning and Administration $24,500 is available. We recommend continuing to support the South King County Domestic Violence Services Planner with $10,000. This multi -city supported position will continue to look at assessing and planning how we can improve our coordinated domestic violence response in South County. The remainder of the funds will be allocated to a capital project. Capital Projects $212,007 is available. We recommend supporting the King County Housing Repair Program with $84,007. We recommend continuing Senior Services of Seattle King County Minor Home Repair program with $18,000 for 2004. This program offers small repairs (under $1,500) at $10 hr if the homeowner can afford to pay. We recommend the following City of Tukwila Parks projects: $50,000 to replace the playground structure at Crystal Springs Park and $40,000 to replace the 8/4/2003 MEMORANDUM 2 playground structure at Duwamish Park. In both parks, the playground structures are showing signs of wear and should be replaced Paul Surek will be available to answer any questions. Unfortunately, at the late hour, I found out that the sidewalk /pedestrian access /curb ramp project identified in the Southcenter area does not qualify, due to not meeting area benefit requirements (not enough low and moderate income residents in that census tract, block group). This $20,000 will be unallocated until an appropriate project can be found. I will return back to Council at that time. Contingencies We recommend that any decrease in funding come from the King County Housing Repair program. We do not have any decision at this time for increases it really depends on how much of an increase would be available. Please let me know if you have further questions. I. L02 -062 Comprehensive Plan amendment—Office in MIC/II L02 -063 Zoning Code Amendment Office in MIC/H The Council asked staff to provide some additional information regarding the proposed amendment to allow office in the MIC/H zone. The Council asked for the following: 1. Are there any examples of existing water dependent industrial uses in the Duwamish corridor? Delta Marine is a water related industry located on the Duwamish River and they manufacture boats and yachts. It is located at 1608 South 96' Street, Seattle on the west side of the River. Jorgensen Steel located at 8431 East Marginal Way South, Tukwila uses the River for transportation of some of their materials by barges. 2. What are the regulatory/environmental issues with the redevelopment of these properties for water dependent uses? Any development within 200 feet of the shoreline is subject to shoreline substantial development permit. At this time the area north of the tuming basin is subject to King County Shoreline Master Program that is administered by the City of Tukwila. The setbacks for non -water related uses(commercial and industrial) Steven M. There are provisions to reduce this setback if the development provides public access. However water dependent industrial use is not required to maintain a shoreline setback. If the redevelopment of any of the parcels includes any work in, over or under navigable waters of the United States a permit is required from the US Army Corps of Engineers to ensure that navigation is not adversely affected. Typically shoreline stabilization methods that have least impact on habitat to properly serve the water dependent uses are required. Following is a summary of the Planning Commission's Recommendation: Planning Commission recommended the following: 1. Allow new office developments in the MIC/H zone as Conditional Uses and subject to the following restrictions: a) The maximum size of new office developments shall not exceed 100,000 square feet of gross floor area per lot that was legally established prior to mm/dd/yy (the effective date of the adoption of the ordinance). b) No new offices shall be allowed on lots that abut the Duwamish River and are north of the turning basin. The parcels that are ineligible for stand -alone office uses are shown on the map attached to the ordinance. 2. An existing office development established prior to 12/11/1995 (the effective date of the adoption of the Comprehensive Plan) may be allowed to exceed the maximum size limitations and/or convert to a stand -alone office use subject to obtaining Conditional Use approval.
