MINUTES
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Allan Ekberg, Kathy Hougardy, Verna Seal, De'Sean Quinn, and Kate Kruller.
CITY OFFICIALS
Jim Haggerton, Mayor; Rachel Turpin, Assistant City Attorney; Peggy McCarthy, Finance Director;
Vicky Carlsen, Deputy Finance Director; Rick Still, Parks and Recreation Director; Bob Giberson, Public

SPECIAL PRESENTATIONS
a. Introduction of Emina Dacic, Association of Washington Cities (AWC) scholarship recipient
from Foster High School.
Mayor Haggerton introduced Emina Dacic, recent graduate from Foster High School, to the City Council.
Ms. Dacic has been awarded the Association of Washington Cities (AWC) Quality Communities
Scholarship. This scholarship fund supports active and involved senior high school students in local
communities who plan to continue their education. Ms. Dacic was one of 6 recipients of this scholarship,
selected from 49 applications. Ms. Dacic will join the Mayor and members of the Tukwila City Council at
the AWC Conference in Kennewick on June 27, 2013 for formal acceptance of the scholarship.
Additionally, Ms. Dacic received 4 other scholarships, which she will use to attend the University of
Washington.
Ms. Dacic introduced her mother who was in attendance and explained that her family came to Tukwila
from war -torn Bosnia. Since she has lived here, she has been an active volunteer in an effort to give
back to the community that has given so much to her family.
The Councilmembers congratulated Ms. Dacic on her many successes.
b. Introduction of Laurel Humphrey, Council Analyst.
Council President Hougardy introduced Laurel Humphrey, the new Council Analyst, to the City Council.
Ms. Humphrey graduated from Western Washington University and has held positions in the finance
industry and at the City of Seattle in the Legislative Department, where she served 9 Councilmembers.
The Councilmembers welcomed Ms. Humphrey to Tukwila.
c. Parks & Recreation Department award recipients from the Washington State Association of
Senior Centers: Sheri McConnaughey, Professional of the Year, and Jamie King, Rising Star.
Rick Still, Parks and Recreation Director, introduced Kristy Dunn, who works for the City of Burien Parks
and Recreation Department and is also representing the Washington State Association of Senior Centers.

Ms. Dunn explained that 4 awards are given each year: Service Recognition, Community Connection,
Rising Star and Professional Leadership. Two members of the Parks and Recreation Department were
selected as award recipients.
The Rising Star award is being given to Jamie King. The nominees for this award should be
determined to inspire a change or make a difference in the industry. They must also have a great rapport
with their clients while working in unison with others. The nomination statement for Mr. King from his
supervisor, Sheri McConnaughey, states that Mr. King is in charge of the Nutrition Program, Meals on
Wheels, Pet Food Program, and Motor Pool, and assists with trips and events. Mr. King originally worked
as a mechanic for Puget Sound Energy and reaction to chemicals brought about the need to do
something else. While working as a gym supervisor at the Tukwila Community Center, Mr. King became
so highly regarded for how he worked with people that he was utilized as a Senior Trip Driver. When a
full -time position came open in 2006, Mr. King was selected without hesitation for his commitment and
dedication to the seniors. In her 24 years with the City of Tukwila, Ms. McConnaughey relayed that Jamie
is the most quality individual she has ever worked with.
The Professional of the Year award is being given to Sheri McConnaughey. The nominee for this
award must have held a Senior Center position for more than 5 years and demonstrate performance and
concern that excels beyond their daily tasks. Ms. McConnaughey has been working with seniors for 24
years and ensures the programs and services are maintained to the highest standards. In dealing with
the challenges and cutbacks associated with the economic downturn, she continued to provide programs
needed by the seniors. She headed the team that created the Duwamish Curve Cafe and frequently
staffs the cafe; she hikes every Monday with the seniors; coordinates parties and events, arranges a
complete travel program and athletic programs, and manages the day -to -day requirements of the Senior
Program. The loyalty of her partnerships is notable due to her caring, compassion and personality.
Ms. Dunn presented the awards to Mr. King and Ms. McConnaughey. The Councilmembers and
audience congratulated the award winners and thanked them for their great contributions to the City.
PROCLAMATIONS
a. A proclamation supporting Childhood Cancer Awareness Week.
Mayor Haggerton read a proclamation acknowledging the week of June 23 through June 29, 2013 as
Childhood Cancer Awareness week in the City of Tukwila and encouraging all citizens to recognize this
special observance.
b. A proclamation recognizing Parks and Recreation Month.
Mayor Haggerton read a proclamation acknowledging the month of July 2013 as Parks and Recreation
Month in the City of Tukwila and encouraging all citizens to recognize this special observance.
CITIZEN COMMENTS
Todd Smith, 13325 Macadam Road, relayed that he was an applicant to develop cottage housing, and
there were issues associated with retaining the same architect. The matter went to appeal, and from his
standpoint, cottage housing developments are not getting off the ground because the City's requirements
are too restrictive. He would like to have a viable project and would like to see this development
resurrected as a PRD (Planned Residential Development).
Mayor Haggerton explained that he left Mr. Smith a voice mail earlier in the day explaining that he would
be receiving a letter documenting what has transpired on this issue, including the Hearing Examiner's
findings. The Council will also be provided this information. Additionally, the City will be revisiting the
Comprehensive Plan and perhaps this topic can be considered.
Joan Hernandez, 15224 Sunwood Blvd., would like to draw attention to a workshop sponsored by the
King County Historic Preservation Program. It will be conducted at Auburn City Hall on June 24, 2013
from 10:00 a.m. to 2:30 p.m. The workshop will focus on what it means to promote local historic
preservation in partnership with the King County Historic Preservation Program. It will also focus on new

resources available through 4Culture. Ms. Hernandez is hoping the City will appoint someone to attend
the workshop. The contact person is Flo Lentz at 4Culture at 206 - 296 -8682.
Cathie DesJardin, 3826 South 116th Street, stated that she was at a Council meeting a couple of weeks
ago regarding bike traffic on South 116th Street. She said the problem still exists, relating a situation
where a bike rider who did not stop became aggressive with her daughter who had a 6- month -old infant in
the car. She is upset about this issue and would like to see a solution soon.
Councilmember Ekberg referenced the City Administrator Report in the Council packet where steps were
being taken on this issue. Ms. DesJardin expressed that she did not see how moving the stop sign would
make people stop and would like to see action taken that is more emphatic.
The Councilmembers expressed concern regarding this issue and acknowledged that while steps have
been taken to improve the situation, there is still more to be done. They thanked Ms. Desjardin for
continuing to raise awareness about this matter.
Mayor Haggerton relayed that a policy decision will need to be made regarding next steps and suggested
this matter go to a Council Committee.
Councilmember Ekberg explained that it was intended for this item to come before the Community Affairs
and Parks (CAP) Committee. He requested that this item come to the next CAP meeting and asked the
Council Analyst to contact the Cascade Bike Club to request that they have someone in attendance at the
meeting to provide input.
CONSENT AGENDA
a. Approval of Minutes: 5/28/13 (Special Mtg.); 6/3/13 (Regular Mtg.)
b. Approval of Vouchers: #363576- 363673 and #130500, #130601 - 130602 in the amount of
$1,691,587.92
c. Approve a fireworks permit submitted by Western Display Fireworks, Ltd., for a fireworks display at the
Family Fourth at the Fort celebration on July 4, 2013, at the Starfire Sports Complex. [Reviewed and
forwarded to Consent by Finance & Safety Committee on 6/4/13.]

UNFINISHED BUSINESS
A resolution adopting a six -year Transportation Improvement Program for 2014 -2019.
MOVED BY HOUGARDY, SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE READ BY
TITLE ONLY. MOTION CARRIED 7 -0.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ADOPTING A SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM (2014- 2019), AND
DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF
TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD.
MOVED BY QUINN, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE ADOPTED
AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1797.

REPORTS
a. Mayor
Mayor Haggerton attended the Senior Awards Banquet this last week at Foster High School and
referenced the high number of students who received scholarships.
b. City Council
Councilmember Duffie attended the Foster High School graduation on June 14, 2013.
Councilmember Robertson reported that he went on a daytime ride -along with Tukwila Police Officers,
and he encouraged the other Councilmembers to do the same. While he has been on ride - alongs during
the night, the day -time activity is quite different. He commented that gang members congregate on the
benches and picnic tables near the fast food establishments on Tukwila International Boulevard.
Additionally, there are alcoholics who pour their beer into pop cans and drink alcohol in the same area.
He would like to see the businesses temporarily remove the benches and picnic tables so these people
are not given a comfortable place to sit and engage in these activities. He would like to talk with the
Planning Director and Police Chief about speaking to the local businesses about this issue.
Councilmember Duffie expressed that the benches and tables in the area may be beneficial to others,
especially as the City re- develops the area. He suggested that the issue come before the full Council
prior to a decision being made.
Council President Hougardy attended the Foster High School graduation on June 14, 2013. She said that
tomorrow is the last day of school, as well as the teen kick -off event at the Foster High School stadium.
She announced that this Thursday, June 20, 2013, there will be a Joint City Council /School Board
meeting at the Tukwila School District Administration Building in the School Board Room. Ms. Hougardy
also relayed that the June 24, 2013 Committee of the Whole meeting has been cancelled due to a lack of
business items. However, there will be a Joint City Council /Planning Commission meeting on
June 24, 2013 at 5:30 p.m. to discuss the Tukwila Tree and Environment Advisory Committee findings.
Councilmember Ekberg commented on the passing of Betty Gully, a long -time resident and committed
volunteer in the Tukwila community.
Councilmember Seal expressed that Betty Gully was a founding member of the Tukwila Children's
Foundation and she and her husband, Paul, gave tirelessly to the City and will be deeply missed.
Councilmember Quinn relayed that the Tukwila Tree and Environment Advisory Committee looks forward
to sharing its recommendations at the Joint City Council /Planning Commission meeting on June 24, 2013.
This is a work session for the Committee to present to the Council and Planning Commission and not
intended for public comments.
Councilmember Kruller attended the Sound Cities Association Public Issues Committee (PIC) meeting on
June 12, 2013. There was a strong push to support the transportation package coming from the House of
Representatives. She also attended the Community Emergency Response Team (CERT) shake -up drill
on June 15, 2013. She announced that the first drop of green food to the Tukwila Community Center
from the Whistle Stop Farm will be from June 18 -June 19, 2013. Additionally, Ms. Kruller said there will
be a Field Day event at Tukwila Fire Station 51 from Noon to 5:00 p.m. on Saturday, June 22, 2013
organized by ham radio operators. Those attending will be given the opportunity to talk on the air.
c. Staff
In the absence of City Administrator Cline, Mayor Haggerton referenced the City Administrator Report in
the packet and offered to answer any questions.
