The Parks and Recreation Department requests authorization to repeal Resolution
#1414 and seeks Council acceptance of a newly proposed resolution. Said proposed
resolution contains simplified language, includes (both) Recreation and Aquatic
Program fees, gives the Parks and Recreation Director authorization to set fees, and
maintains a review of fees, annually, by the Parks Commission and Community
Affairs and Parks Committee.

SUBJECT: Recreation Fee Resolution
Each quarter, the Recreation and Aquatics divisions offer programs, classes and events
that require participant fees to offset costs. Resolution No. 1414, adopting policies for
setting recreation fees, was passed in January 1999. We request that the Council consider
updating that resolution.
It is our practice to keep fees fair and affordable to city residents. Recreational
opportunities are among the many benefits that the City provides and Tukwila citizens
enjoy. At the same time, we must be in a position to offset costs with program revenues.
We have been very successful in setting fees that are extremely competitive with
neighboring municipal recreation departments, and feel that it is important to keep
customers corning back year after year.
Our proposed resolution attempts to simplify definitions and to make our policies easier
to understand and implement. With new classes each quarter (and many times each
month) it is necessary to set new fees frequently. In order to accomplish this, we request
that the Parks and Recreation Director be allowed to set fees subject to periodic review
by the Parks Commission and the Community Affairs and Parks Committee.
The draft fee resolution has been reviewed by the Parks Commission and recommended
for approval. I would like the Community Affairs and Parks Committee to review the
proposed resolution and make a recommendation to the full Council as appropriate.

Recreation Fee Resolution A resolution passed early in 1999 gave the Parks Director the
authority to set fees for park programs. He was asked to report fees yearly to the Parks
Commission and to the Community and Parks Committee. A new draft resolution that simplifies
and includes some programs left out before, also emphasizes keeping fees fair and competitive.
The resolution clarifies that the Director sets fees. Tracy said people shop around for rec
services, so Tukwila needs to remain competitive if we want people to use the center. Jim stated
he thought the rates were an administrative matter, and not a policy issue the Council should
concern itself with. He said he did not want to micromanage. Send the resolution to COW with
no recommendation.
Budget Review The Committee completed their reviews of the Parks and Trails, and Golf CIPs
and the DCD and Recreation budgets. Completed Budget Review.
Third Ouarter Reports The Committee had a few comments or general questions, and
completed their review of the third quarter reports. Information.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUKWILA, WASHINGTON, ADOPTING
POLICIES FOR SETTING FEES FOR THE CITY'S
RECREATION PROGRAMS AND CLASSES; AND
REPEALING RESOLUTION 1053.
WHEREAS, the City Council desires to adopt recreation fees that are both fair to
participants and fiscally responsible from the City's viewpoint; and
WHEREAS, recreation programs and classes are important to the health and well
being of the community; and
WHEREAS, Tukwila has a full range of programs and classes, and those should all
be equitable on their own and with one another;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Definitions.
A. Age groups.
1. "Youth" includes children under the age of 12.
2. "Teen" includes persons aged 12 -17.
3. "Adult" includes persons aged 18 -54.
4. "Senior adult" includes persons aged 55 and over for most activities; for
some classes the age eligible for reduced class fees will be age 62 or over.
B. Costs.
1. "Direct costs" are those costs directly related to the specific operation of
the activity, such as balls, field or building rental, umpires and trophies for ball leagues,
or instructor wages and supplied materials for an oil painting class.
2. "Indirect costs" are costs included as part of the general operating
expenses of all recreation programs, such as brochure printing, Tukwila Community
Center rooms and utilities, and City staff wages and salaries.
A. Overall program fees shall cover the percentages listed in the following
sections. However, specific programs within each age group can vary according to
program needs, participants' ability to pay, market rates for similar programs, and the
availability of City funding.
13. In senior adult, teen and youth programs and activities, the Parks and
Recreation Director or his /her designee may waive part or all of a fee in case of
financial hardship. Such waivers shall be granted only occasionally and shall be used
with great discretion.
C. Fees and charges for all department programs will be reviewed yearly by the
Parks and Recreation Director and by the Parks Commission, and shall be reported to
the City Council's Community and Parks Committee.
D. When fees are collected to cover program costs, they shall include the direct
costs for operating the program. Indirect costs may also be used to calculate program
costs, especially in adult classes and adult athletics programs.
E. The City's scholarship program offered through the resident assistance
program may waive up to 50% of the fees for Tukwila residents with financial hard-
ships.
Section 3. Class Fees.
A. Class fees shall be kept as low as possible while allowing the City sufficient
revenues to offer a variety of well- rounded programs.
13. All adult, youth, and senior adult (aged 55 -61) classes will be offered to the
community on a "break even" basis to cover 100% of the direct operating costs.
Section 4. Senior Adult Program Fees.
A. Program and class fees shall be kept as low as possible.
13. Senior adult class fees shall cover a minimum of 50% of their direct operating
costs, and those of senior adults aged 55 -61 shall cover 100% of their direct operating
costs.
C. No fees shall be charged for the regular social programs or for drop -in
programs such as the exercise /fitness room.
D. Use of the senior fitness room shall be free to Tukwila senior adults for up to
three (3) hours per day, Monday, Wednesday and Friday. Other physical exercise
activities may have fees which are less than regular adult fees.
E. Special events and parties will not require fees unless special food is provided
and paid for by the City.
P. Seniors will pay 100% of the fees which cover expenses when trips and tours
are provided by professional companies, or when additional fees are required for an
activity.

specified hours as determined by the Recreation Director or his /her designee.
D. Teen and youth programs that involve an extra charge such as hiring a disc
jockey or band for a dance, or special food for an event, will carry a fee to help offset
these specific extra expenses.
Section 6. Athletic League and Tournament Fees.
A. Adult athletic league and tournament fees shall cover a minimum of 100% of
their direct costs.
B. Youth, teen, and senior athletic league fees shall cover a minimum of 50% of
their direct costs.
Section 7. Resolution 1053 is hereby repealed.

Subject: Council Travel Budget
The full Council has never formally discussed the issue of whether the Council should move its
January retreat from out of town to in -town. Because all budgets were to be held to a 4%
increase this year, the Council's travel budget was reduced from $21,000 in 2003 to $17,000
proposed for 2004. (Miscellaneous expenses were also reduced.)
With room costs over the past several years ranging around $135 plus a 12% tax, lodging costs
have approximated 2,200 per retreat. Meals cost the same here as anywhere we have a retreat,
and we would save the mileage cost of seven cars driving some distance to and from a retreat.
Meals from people eating out on Friday night can be $100 total. Over the past three years the
total cost of a retreat has averaged about $2,400.
Having a retreat in town would cost some for a meeting room unless it were held at the
Community Center or City Hall. Having breakfast, lunch and dinner in town would be
comparable or slightly less than Whidbey or La Conner.
The benefit of having a retreat in -town is that it would lessen costs and allow citizens to attend
the meeting. It would also give you more time with your family at home. City staff could be
invited if you wanted them to discuss a specific issue.
The benefit of having it away is the longer socialization times of Friday night when no one has to
drive after socializing together, and the more relaxed atmosphere of sitting around a meeting
room or living room where the chairs are comfortable and the mood is businesslike without
seeming too much like an every -day meeting. There seems to be a better chance of bonding as a
group, though that's not always true. People are also more free to speak frankly than they
sometimes are on city property because they're relaxed and open.
The last time the Council held their retreat in Tukwila, they used the little log house off of
Interurban Avenue. It did save money. The accommodations were less than comfortable, and at
that time there were no new council members. No citizens attended the meeting.
$3,000 will need to be cut from the travel amount that's being spent this year. Another way to
make up that amount is to limit those going to national and state conferences in 2004, or to try to
make many small savings by asking everyone to pay for a Friday night meal before a conference
out of their own pockets, or drive a city car to meetings.
Thus far it looks as if we'll spend all of our $21,000 in travel in 2003.
