Mark is currently a principal at LMN Architects where they lead many innovative,
urban design projects including downtown plans, part master plans, streetscape
designs, transit oriented development and design guidelines. Mark is also an urban
design, community planning columnist for the Seattle Times and author of several
publications, including "Citistate Seattle" and "Design Review." He has worked for the
City of Tukwila, assisting staff on a number of projects including the community
image element of the Comprehensive Plan and design review of the light rail station.

I Agenda Item Title: City of Tukwila Pool Emergency Boiler Purchase and Installation

Timeline:
Due to the emergent nature of this request, staff seeks approval at the
January 5, 2004 City Council Regular meeting.
ITEM NO.
On December 22, 2003, it was confirmed by a second boiler specialist that the City of
Tukwila's Pool has between two and 30 days (maximum) operational life remaining
on the current boiler. Consequently, staff sought bids from four firms for the
purchase and installation of a replacement boiler. A final recommendation shall be
made at the January 5 meeting.
Recommendations:
Sponsor: Authorize Mayor Mullet to execute a purchase order for the purchase and installation
of a new boiler for the City of Tukwila Pool, in an amount not to exceed $60,000.00
Administration: Same as sponsor.
Cost Impact (if known): $60,000.00

SUBJECT: Emergency Boiler Purchase
When we accepted the swimming pool from King County, we knew that many
maintenance items would need to be upgraded or replaced. The City obtained Kevin
Johnston and Associates for a complete pool inspection and assessment review. The
report indicated that the boiler system had many repairs in the past ten years, which
included corrosive tubes that required replacement. The report also indicated that a new
boiler system would better serve the pool's heating needs with increased heating
efficiency.
On December 17 our Pool Operator, Robert Eaton inspected the boiler and found
leaking water coming from more failing tubes. Technicians from Boilermasters and Cole
Industrial inspected the problem and both reported probable boiler failure within days to
one month's time.
Given the history and current state of our boiler, it is the recommendation of the Parks
and Recreation Department to purchase and install a new boiler at the Tukwila Pool. The
City had negotiated capital dollars from King County for such future projects that are in
our current CIP budget.
Because time is an issue, it is the request of the Parks and Recreation Department to do
an emergency purchase once we have received a minimum of three bids from boiler
manufacturers. Once a low bid is acceptable, the ordering and installation process will
take approximately four to six weeks.
It is the recommendation of the Parks and Recreation Department to authorize the Mayor
to execute a purchase order to purchase and install a new boiler for the City of Tukwila
Pool for a price not to exceed $60,000.
