2: No changes will be made to the plans unless approved by the Engineer and the Tukwila Building Division.
3: Electrical permits shall be obtained through the Washington State Division of Labor and Industries and all electrical
work will be inspected by that agency (206- 835 - 1111).
4: All permits, inspection records, and approved plans shall be available at the job site prior to the start of any
construction. These documents are to be maintained and available until final inspection approval is granted.
5: Partition walls attached to ceiling grid must be laterally braced if over eight (8) feet in length.
6: All construction to be done in conformance with approved plans and requirements of the Uniform Building Code (1997
Edition) as amended, Uniform Mechanical Code (1997 Edition), and Washington State Energy Code (1997 Edition).
7: Validity of Permit. The issuance of a permit or approval of plans, specifications, and computations shall not be
construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any
other ordinance of the jurisdiction. No permit presuming to give authority to violate or cancel the provisions of this
code shall be valid.
8: ** *FIRE DEPARTMENT CONDITIONS * **
9: The attached set of plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following
concerns:
10: Maintain fire extinguisher coverage throughout.
11: Clear access to fire extinguishers is required at all times. They may not be hidden or obstructed. (NFPA 10, 1 -6.5)
12: Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors
shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall be of
an approved type. (UFC 1207.3)
13: Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle
is engaged from inside the tenant space. (UFC 1207.3)
14: Exit hardware and marking shall meet the requirements of the Uniform Fire Code. (UFC 1207 -1212)
15: When two or more exits from a story are required, exit signs shall be installed at the required exits and where
otherwise necessary to clearly indicate the direction of egress. (UBC 1003.2.8.2)
16: Aisles leading to required exits shall be provided from all portions of buildings. Aisles located within an accessible
route of travel shall also comply with the Building Code requirements for accessibility. (UFC 1204.1)
17: Exits shall be illuminated any time the building is occupied with light having an intensity of not less than 1 foot
candle at floor level. Fixtures required for exit illumination shall be supplied from separate sources of power for
Group I, Division 1.1 and 1.2 occupancies and for all other occupancies where the exiting system serves an occupant
load of 100 or more. (UBC 1003.2.9, 1003.2.9.2)
18: Maintian sprinkler coverage per N.F.P.A. 13. Addition /relocation of walls, closets or partitions may require relocating
and /or adding sprinkler heads.
19: All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and
approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler
systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk
Insurers, Kemper or any other representative designated and /or recorgnized by the City of Tukwila, prior to submittal
to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance
#1901)
20: Contact the Tukwila Fire Prevention Bureau to witness all required inspections and tests. (UFC 10.503) (City Ordinance
#1900 and #1901)
21: Maintain automatic fire detector coverage per N.F.P.A. 72. Addition /relocation of walls, closets or partitions may

22: All new fire alarm systems or modifications to existing systems shall have the written approval of the Tukwila Fire
Prevention Bureau. No work shall commence until a fire department permit has been obtained. (City Ordinance #1900) (UFC
1001.3)
23: Call the Tukwila Fire Department at 575 -4407 for approval of any system shut down. Have job site address, name and
Tukwila Fire Department Job Number available to confirm shut down approval. (City Ordinance #1900)
24: All electrical work and equipment shall conform strictly to the standards of The National Electrical Code. (NFPA 70)
25: Required fire resistive construction, including occupancy separations, area separation walls, exterior walls due to
location on property, fire resistive requirements based on type of construction, draft stop partitions and roof
coverings shall be maintained as specified in the Building Code and Fire Code and shall be properly repaired, restored
or replaced when damaged, altered, breached, penetrated, removed or improperly installed. (UFC 1111.1)
26: This review limited to speculative tenant space only - special fire permits may be necessary depending on detailed
description of intended use.

A. The Project Work is summarized and may not include specific reference to all

for the General Construction Contract for the 2002 City Hall Interior Window Wall
and Door Modifications.The Project Work includes, but is not limited to the
installation of, all work associated with the following tasks. However, the
Contractor shall fully satisfy himself /herself in regards to the estimated quantities
shown:

A. There will be one contract for the Project, which includes the Work described in
the project manual and drawings.
B. The Contractor shall provide all items, articles, materials, operations or
methods listed, noted or scheduled on the drawings and /or herein, including all

labor, equipment and incidentals necessary and required for proper and timely
completion of the Work. Contractor shall use new materials unless specifically
noted or directed.
1.03 CONTRACTOR PERSONNEL
The Contractor shall employ only fit and skilled persons and maintain proper
order at the place of work and shall maintain the project site as a safe and
secure work place conforming to all applicable codes and regulations.
1.04 USE OF DOCUMENTS
Technical Specifications are enumerated in the table of contents of the project
manual. Numbering of sections is for identification only and may not be
consecutive. Contractor shall check his /her copies of the specifications with
table of contents to verify that they are complete. Notify the Engineer of
incomplete copies.
1.05 CONTRACTOR'S USE OF PREMISES
A. Contractor shall limit his /her use of the premises for work and for storage
related to the project and in a manner which allows for Owner's use and access.
B. Coordinate use of the premises under the direction of the Engineer. All work
will be done after 5:30 PM Tuesday through Friday and during the day on
Saturday by permission only.
C. Move any stored products, under the Contractor's control, which interferes with
operations of the Engineer at the Engineer's request.

Salvage only items that are noted in the Contract Documents. The Engineer retains first
"Right of Refusal" to salvage all artifacts, materials, equipment, and products not identified in
documents but uncovered or disturbed during the course of the Work.

Wherever in these specifications an article, devise or piece of equipment is referred to
in the singular number, such reference applies to all and as many articles as are
indicated or required to complete the installation.
1.14 ORGANIZATION AND FORMAT OF SPECIFICATIONS
A. Organization: Division Section and paragraph numbers, as listed in the table of
contents of the project manual and the items of work included under the
headings generally conform with "Masterformat" of the Construction
Specifications Institute. Numbering of paragraphs and sections is merely for
convenience and identification and may not be consecutive; the Contractor shall
check his /her copies of the contract documents with the project manual table of
contents and the page numbering as well as the list of drawings to be sure that
they are complete. Trade headings are used in the specifications for
convenience only. The Engineer is not bound to define the limits of any
subcontractors.
B. Format: These specifications are of the abbreviated or "stream- lined" type and
frequently include incomplete sentences. Word such as "shall," "shall be, " "the
Contractor shall" and similar mandatory phrases shall be supplied by inference
in the same manner as they are in a note on the drawings. Phrases following a
heading for material or item of equipment and listing required features or
characteristics of the item shall be construed as meaning, "The item shall
be...," or "The item shall include...," and the Contractor shall provide all items,
articles, materials and operations listed, including all labor, materials,
equipment and incidentals required for satisfactory installation and completion
of the Work.
1.15 ADDITIONAL DEFINITIONS
The following additional terms are used in the contract documents and are defined as follows:
A. The terms "approved and "for approval" mean "approved by the Engineer" and
"for the Engineer's approval."
B. Where the terms "or approved" or "or approved equal" are used, the Engineer is
the sole judge of the quality and suitability of the proposed substitution.
C. The term "coordinate" means "satisfactorily combine the work of all trades for a
complete and operating installation."

location during demolition and then cleaned and reinstalled in their original locations.
1.04 MATERIALS OWNERSHIP
A. Except for items or materials indicated to be reused, salvaged, or otherwise indicated to remain the
Owner's property, demolished materials shall become the contractor's property and shall be removed from
the site with further disposition at the Contractor's option.
B. Historical items, relics, and similar objects including, but not limited to, cornerstones and their contents,
commemorative plaques and tablets, antiques, and other items of interest or value to the Owner, which may
be encountered during demolition, remain the Owner's property. Carefully remove and salvage each item
or object in a manner to prevent damage and deliver promptly to the Owner.
1.5 SUBMITTALS
A. General: Submit each item in this Article according to the Conditions of the contract and Division 1
specification Sections. Review and approval by Engineer and Owner will be required for each submittal.

1.6 QUALITY ASSURANCE

Comply with hauling and disposal regulations of authorities having jurisdiction. Comply with Seattle City
Light requirements for demolition adjacent to Power and Communication lines (see site plan).
C. Pre - demolition Conference: conduct conference at Project site to comply with pre- installation conference
requirements of Division 1 Section "Project Meetings."
1.7 PROJECT CONDITIONS
A. The Tukwila City Hall is a fully occupied facility, which will require full public access from 8:30 am until
5:30 pm week days. The immediate area subject to this work will be available to the contractor from
5:00pm to 10:00pm weekdays. Portions of the building house the Tukwila Police Department, which is
operational 24 hours a day seven days a week.
B. On -site storage or sale of removed items is prohibited.
1.8 SCHEDULING
A. Arrange demolition schedule so as not to interfere with Owner's on -site operations.
B. The Contractor shall cooperate with other crews on the site and schedule activities.

2.05 Fabrication
A. Fabricate doors and window frames systems with extruded section stiles and rails with
corners rigidly joined and welded; make provisions for other hardware to template.
B. Workmanship: Free from mars and buckles; angles clean, sharp and true with all joints
precision fitted. Make connections with concealed fastenings wherever possible.
Fabricate all work with allowance for expansion and contraction.
C. Fit and assemble component parts in the shop insofar as practicable; fit, assemble,
mark, and disassemble work that cannot be permanently assembled in the shop to assure
proper fitting in the field; mark assembled components to correspond with shop
drawings for placement location and erection on the site.
D. Form all exposed exterior joints with concealed fastenings; miter exposed perimeter
corner joints and butt other exposed exterior joints. Form all exterior joints to hairline
machine accuracy; seal from back permanently water and weatherproof, unless
otherwise approved; match adjoining surfaces for continuity of line, profile, and finish;
all surfaces flush.
E. Provide rigid reinforcement at all corners and joints on interior of frames; make
connections to inside of frames with spot welding or concealed mechanical fastening.
F. Fabricate frames for accurate fit. Fabricate framing members to allow no more than
plus or minus 1/16" tolerance in variation from indicated width at sealed joints with
building construction.
G. Fabricate components to allow for thermal expansion and contraction and to maintain
watertight integrity of system; design for noiseless movement that may be caused by
120 - degree ambient temperature and its resulting surface temperature; fabricate so as to
prevent buckling, opening of joints, failure of seals, undue stress on fasteners and
anchorages, or other detrimental effects.
