CITY COUNCIL SPECIAL MEETING MINUTES
Immediately following COW Meeting
CALL TO ORDER:
Calling the meeting to order at 10:06 p.m. was Mayor Steven M. Mullet.
ROLL CALL:
Calling the roll of Council was Bob Baker, Deputy City Clerk. Present were Council President Jim
Haggerton; and Councilmembers Joe Duffle, Joan Hernandez, Pam Carter, Pamela Linder, Dennis
Robertson and Dave Fenton.
Steven M. Mullet, Mayor; Rhonda Berry, City Administrator; Lucy Lauterbach, Legislative Analyst; Bob
Baker, Deputy City Clerk; Joe Schultz, Assistant City Attorney; Steve Lancaster, Director of Community
Development; and Jim Morrow, Director of Public Works.
UNFINISHED BUSINESS:
a. Approve additional staffina resource for the Tukwila Valley South Annexation
ROBERTSON MOVED; FENTON SECONDED; TO APPROVE ADDITIONAL STAFFING RESOURCES
FOR THE TUKWILA VALLEY SOUTH ANNEXATION. The motion carried 7 -0.
b. A resolution reiectina low bidder and awarding a contract to Totem Electric. in the
amount of $194.905.00. for the Green River Valley Sianal Interconnect
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
REJECTING THE BID SUBMITTED BY NORTH SKY COMMUNICATIONS, FOR THE GREEN
RIVER VALLEY SIGNAL INTERCONNECT PROJECT; AND AWARDING THE BID TO TOTEM
ELECTRIC, INC., IN THE AMOUNT OF $194,905.00
DUFFIE MOVED; HERNANDEZ SECONDED; TO READ THE PROPOSED RESOLUTION BY TITLE
ONLY. The motion carried 7 -0.
Joe Schultz, Assistant City Attorney, read the title of the proposed resolution.
HERNANDEZ MOVED; HAGGERTON SECONDED; TO APPROVE THE PROPOSED RESOLUTION
AS READ. The motion carried 7 -0.

c. An ordinance establishing a moratorium on social card name gambling activities
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ESTABLISHING A SIX-MONTH MORATORIUM ON THE FILING OF APPLICATIONS FOR
DEVELOPMENT PERMITS FOR FOOD OR DRINK ESTABLISHMENTS CONDUCTING SOCIAL
CARD GAME GAMBLING ACTIVITIES; PROVIDING FOR SEVERABILITY; AND DECLARING
AN EMERGENCY
FENTON MOVED; LINDER SECONDED; TO READ THE PROPOSED ORDINANCE BY TITLE ONLY.
The motion carried 7 -0.

FENTON MOVED; HERNANDEZ SECONDED; TO ADOPT THE PROPOSED ORDINANCE AS
READ.*
Discussion:
Confirmed was the fact a public hearing must be held within 60 days of the adoption of this emergency
ordinance.
For review, Councilmember Hernandez requested copies of previously adopted, related ordinances. Ms.
Lauterbach agreed to provide those ordinances.
*The motion carried 7 -0.
