BACKGROUND A design contract was issued to PACE Engineering in March 2011 to design a back -up power generator for the Surface Water Lift Station No. 15, which drains approximately 200 acres of the northern portion of the Tukwila South Development. The station was built in 1977, has four pumps, a total capacity of 43.7 cfs and is the largest storm water lift station in the City. The electrical controls and pumps are located below ground and the station currently does not have generator backup power. Construction was originally planned for 2013, but staff was unable to secure the needed easements. Universal Field Services was hired in May 2012 to negotiate with the out of state property owner for the required construction and permanent easements needed for the project. STATUS The property owner recently approved the required easements and returned them to the City for payment and execution. The total cost for the easements is $43,899, which includes temporary and permanent easements and an administrative settlement of $10,000 to cover attorney's fees. The total cost for easement acquisition including the real estate negotiator is $56,064, although the project budget for real estate acquisition is only $40,000. The additional acquisition cost of $16,064 will come from the Project's construction budget. The project is currently being advertised with a bid opening scheduled for July 16, 2013. Staff will request approval to present the bid results and recommend bid award at the July 23 Transportation Committee meeting. In addition, at the 7/23 Transportation Committee meeting, staff will request purchase of the backup generator under separate contract. Purchase of the generator requires a long lead time and is expected to take 3 months. Electrical upgrades to the generator backup for the pump station must take place during dry periods to avoid the need for temporary bypass pumping systems and is anticipated to begin in late August.
