Duffy, J. Hernandez, P. Carter, J. Haggerton, P. Linder, D. Fenton, D. Robertson PLANNING COMMISSION PRESENT: B. Arthur, M. Bratcher, A. Ekberg, G. Malina, H. Marvin, V. Meryhew, K. Whisler SPECIAL ISSUE: TUC Subarea Planning Proiect Evaluation of Benefits, Costs and Implementation Strategies Lynn Miranda, Project Manager, City of Tukwila, introduced the consultants on the TUC planning team: Thomas Whittmann (Perteet Engineering), Tom Noguchi (Mirai Associates), Michael Freedman (Freedman Tung Bottomley) and Terry Moore (ECO Northwest). Mr. Moore reviewed the agenda and gave a brief overview of the issues to be discussed. Mr. Freedman reviewed the vision, the preferred alternative (the mall -to- station core project), and the recommended catalyst project for the core, noting that these were developed using comments from the public involvement process. Mr. Freedman evaluated the preferred alternative in terms of land use and transportation benefits, and Mr. Moore presented the incremental costs of implementing the vision. Following the dinner break, Michael Freedman and Terry Moore presented funding and policy options for implementing the plan. The consultants then posed the following questions to the group: Did we have the right vision, preferred alternative (mall -to- station core) and the core catalyst project? Do the costs of the plan outweigh the benefits? Do you agree with or have general direction on implementing or funding strategies? Should the planning team begin to draft a TUC /TOD plan and implementation ordinances? Questions and answers took place between the members of the City Council and Planning Commission and the consultants. Staff was directed to: Draft a TUC plan based on the recommended vision and preferred alternative (mall -to- station core). Draft more directive policies, design guidelines and development standards to implement the plan. Identify and prioritize a list of the initial capital improvement investments necessary to implement the catalyst project and plan, as well as funding strategies.
