Fire Department Draft Ordinances TUKWILA CITY COUNCIL June 28, 2004 Tukwila City Hall Council Chambers CITY COUNCIL SPECIAL MEETING MINUTES Immediately following COW Meeting 9:17 p.m. In the absence of Mayor Mullet, Council President Jim Haggerton called the meeting to order. Calling the roll of Council was Bob Baker, Deputy City Clerk. Present were Council President Jim Haggerton; and Councilmembers Joe Duffle, Joan Hernandez, Pam Carter, Pamela Linder, Dennis Robertson and Dave Fenton. Rhonda Berry, City Administrator; Lucy Lauterbach, Legislative Analyst; Steve Lancaster, Director of Community Development; and Bob Baker, Deputy City Clerk. Note: No discussion or debate took place on any of the unfinished business items as they were presented for discussion and consideration at an earlier Committee of Whole meeting on this same date. 1) Establishing reauirements and regulations for fire protection systems in new and existing buildinas within the Citv of Tukwila AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING TMC CHAPTER 16.42, WHICH ESTABLISHES REQUIREMENTS AND REGULATIONS FOR FIRE PROTECTION SYSTEMS IN NEW AND EXISTING BUILDINGS WITHIN THE CITY OF TUKWILA; REPEALING ORDINANCE NO. 1901; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE FENTON MOVED; CARTER SECONDED; TO HAVE THE PROPOSED ORDINANCE READ BY TITLE ONLY. APPROVED ORDINANCE #204f 050 2) Establishing reauirements and reaulations for automatic fire alarm systems in new and existina buildinas within the Citv of Tukwila AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING TMC CHAPTER 16.40, WHICH ESTABLISHES REQUIREMENTS AND REGULATIONS FOR AUTOMATIC FIRE ALARM SYSTEMS IN NEW AND EXISTING BUILDINGS WITHIN THE CITY OF TUKWILA; REPEALING ORDINANCE NO. 1900; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE City of Tukwila City Council Special Meeting Minutes FENTON MOVED; DUFFIE SECONDED; TO HAVE THE PROPOSED ORDINANCE READ BY TITLE ONLY. APPROVED ORDINANCE #2086 205 3) Establishing specifications and standards for fire hydrants installed within the corporate limits of the City of Tukwila AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING TMC CHAPTER 14.24, WHICH ESTABLISHES SPECIFICATIONS AND STANDARDS FOR FIRE HYDRANTS INSTALLED WITHIN THE CORPORATE LIMITS OF THE CITY OF TUKWILA; REPEALING ORDINANCE NO. 1692; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE FENTON MOVED; DUFFIE SECONDED; TO HAVE THE PROPOSED ORDINANCE READ BY TITLE ONLY. APPROVED ORDINANCE #znrer 4) Establishing certain fire protection standards for the construction of hioh -rise buildings within the City AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING TUKWILA MUNICIPAL CODE CHAPTER 16.48 REGARDING CERTAIN FIRE PROTECTION STANDARDS FOR THE CONSTRUCTION OF HIGH -RISE BUILDINGS WITHIN THE CITY OF TUKWILA; REPEALING ORDINANCE NO. 1167; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE FENTON MOVED; CARTER SECONDED; TO HAVE THE PROPOSED ORDINANCE READ BY TITLE ONLY. Authorize City to continue serving as fiscal agent for the Valley Narcotics Enforcement Team (VNETI for the period of July 1. 2004 to June 30. 2005 CARTER MOVED; FENTON SECONDED; TO AUTHORIZE THE CITY TO CONTINUE SERVING AS FISCAL AGENT FOR THE VALLEY NARCOTICS ENFORCEMENT TEAM (VNET) FOR THE PERIOD OF JULY 1, 2004 THROUGH JUNE 30, 2005. Approve a contract with Freedman Tuna and Bottomlev for services related to the Tukwila Urban Center LINDER MOVED; CARTER SECONDED; TO APPROVE A CONTRACT WITH FREEDMAN TUNG AND BOTTOMLEY FOR $65,581.79 FOR SERVICES RELATED TO THE TUKWILA URBAN CENTER. The motion carried 7 -0. d. An amendment to Professional Services Contract No. 04 -015. with Martin J. Durkan, extending the duration of the contract throuah December 31. 2004 FENTON MOVED; CARTER SECONDED; TO APPROVE AN AMENDMENT TO AG 04 -015, WITH MARTIN 3. DURKAN, EXTENDING THE DURATION OF THE AGREEMENT THROUGH DECEMBER 31, 2004. The motion carried 7 -0. e. Approve a professional services contract with Ball Janik LLP, in the amount of 19,500.00 per month ($8.500.00 retainer. plus $1,000.00 rmaximuml for expenses), for federal representation and lobbvina services FENTON MOVED; CARTER SECONDED; TO APPROVE A PROFESSIONAL SERVICES CONTRACT WITH BALL JANIK LLP, IN THE AMOUNT OF $9,500.00 PER MONTH, FOR FEDERAL REPRESENTATION AND LOBBYING SERVICES RELATED TO SECURING FEDERAL AUTHORIZATIONS AND APPROPRIATIONS FOR KEY PROJECTS IDENTIFIED BY THE CITY OF TUKWILA. The motion carried 7 -0. FENTON MOVED; LINDER SECONDED; TO RECESS THE SPECIAL MEETING INTO EXECUTIVE SESSION, FOR 30 MINUTES, TO DISCUSS POTENTIAL LITIGATION. The motion carried 7 -0.
