HomeMy WebLinkAboutRes 1576 - Countywide Planning Policies Amendments 1LA wgsy \r� so ti i r j +z 1 gpg C ity of Washington Resolution No. I 7 J A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RATIFYING FIVE PROPOSED AMENDMENTS TO THE COUNTYWIDE PLANNING POLICIES FOR KING COUNTY, AS RECOMMENDED BY THE KING COUNTY GROWTH MANAGEMENT PLANNING COUNCIL. WHEREAS, Countywide Planning Policies for King County were adopted and ratified through an inter jurisdictional planning process in 1992, and WHEREAS, the Growth Management Planning Council for King County has recommended five proposed amendments to the Countywide Planning Policies, and WHEREAS, on February 14, 2005, the King County Council approved and ratified the proposed amendments on behalf of unincorporated King County through adoption of Ordinance 15121, Ordinance No 15122 and Ordinance No 15123, and WHEREAS, an interlocal agreement provides that amendments to the Countywide Planning Policies become effective only if ratified by at least 30 percent of local jurisdictions within King County, representing at least 70 percent of the County's population, and WHEREAS, the proposed amendments have been reviewed by the Tukwila City Council and found to be beneficial to continued regional cooperation and coordination in managing growth, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS. Section 1. Ratification of GMPC Motion 04 -1 The City of Tukwila supports ratification of Growth Management Planning Council Motion 04 -1, attached hereto as Exhibit A, amending the Countywide Planning Policies' Urban Growth Area, Interim Potential Annexation Area and Urban Separator maps to provide consistency with the King County Comprehensive Plan and recognize Tukwila's South Potential Annexation Area. Section 2. Ratification of GMPC Motion 04 -2. The City of Tukwila supports ratification of Growth Management Planning Council Motion 04 -2, attached hereto as Exhibit B, amending the Countywide Planning Policies' Urban Growth Area and Interim Potential Annexation Area maps to reflect re- designation of approximately 6 acres in the Spar Road area from "Rural" to "Urban' and approximately 0.2 acres from "Urban" to "Rural." Section 3. Ratification of GMPC Motion 04 -3 The City of Tukwila supports ratification of Growth Management Planning Council Motion 04 -3, attached hereto as Exhibit E, amending the Countywide Planning Policies by designating downtown Burien as an Urban Center Planning Policy Amendments SL.kn 4/28/05 Page 1 of 2 Section 4. Ratification of GMPC Motion 04 -4. The City of Tukwila supports ratification of Growth Management Planning Council Motion 04 -4, attached hereto as Exhibit D, amending the Countywide Planning Policies by adopting technical adjustments to employment targets for jurisdictions in King County for the period 2012 to 2022. These adjustments include projected new households and jobs in Tukwila's recognized South Potential Annexation Area. Section 5. Ratification of GMPC Motion 04 -5 The City of Tukwila supports ratification of Growth Management Planning Council Motion 04 -5, attached hereto as Exhibit C, amending the Countywide Planning Policies' Urban Growth Area Map to include the 29 -acre area known as Covington Park, and to include this area in the City of Covington's Potential Annexation Area. Ob 2 O�e of th Attorney Resolution Number e n Planning Policy Amendments SL.kn 4/28/05 Page 2 of 2 EXH B 00 A 1 MOTION NO 04 -1 2 A MOTION to amend the Urban Growth Area of King 3 County This Motion also modifies the Potential Annexation 4 Area map in the Countywide Planning Policies and 5 designates a new Urban Separator 6 7 8 WHEREAS, the Washington State Growth Management Act, RCW 36 70A_ 110 requires 9 counties to designate an urban growth area or areas within which urban growth shall be 10 encouraged and outside of which growth can occur only if it is not urban in nature, and 11 12 WHEREAS, Countywide Planning Policy FW -1 Step 8 recognizes that King County may 13 initiate amendments to the Urban Growth Area, and 14 15 WHEREAS, the King County Executive and the Metropolitan King County Council 16 requests the Growth Management Planning Council consider the attached amendments to 17 the Urban Growth Area for eventual adoption by the Metropolitan King County Council 18 and ratification by the cities, and 19 20 WHEREAS, the Growth Management Planning Council has directed the nnterjunsdictnonaI 21 staff team to review additional Urban Separators and present them for GMPC 22 consideration, and 23 24 WHEREAS, Countywide Planning Policies LU -31 and LU -32 anticipate the collaborative 25 designation of Potential Annexation Areas and the eventual annexation of these areas by 26 cities_ The attached amendments are supported by the affected city 27 28 BE IT RESOLVED THAT THE GROWTH MANAGEMENT PLANNING COUNCIL OF 29 KING COUNTY HEREBY MOVES AS FOLLOWS 30 31 l Amend the Urban Growth Area as designated by the Urban Growth Areas Map in the 32 Countywide Planning Policies, the Potential Annexation Area map, and the Urban 33 Separator map as depicted on the following attached maps 34 35 36 Z 15121. 1 Attachment 1 a map showing the removal of the red "overlap" designation for the 2 unincorporated Urban area between SeaTac and Tukwila and including this area in 3 Tukwila's PAA, 4 5 Attachment 2, a map showing the redesignation of Pemgo Park from Rural to 6 Urban and including this property within Redmond s PAA, 7 8 Attachment 3, a map showing the redesignation of the Enumclaw Golf Course from 9 Rural to Urban and including this property within Enumclaw's PAA, 10 11 Attachment 4, a map` showing the redesignation of a 6 of an acre parcel on Cougar 12 Mountain from Rural to Urban and including this property within Bellevue's PAA, 13 14 Attachment 5, a map showing the redesignation of 120 acres of the Bear Creek 15 Urban Planned Development from Urban to Rural,. 16 17 Attachment 6, a map showing the redesignation of approximately 128 acres in the 18 Willows Road area from Rural to Urban and including this area within Kirkland's 19 PAA.
