Mullet called the Regular meeting to order at 7:04 p.m. and led the audience in the Pledge of Allegiance. Bob Baker, Deputy City Clerk, called the roll of Council. Council President Pamela Linder was present. Councilmembers Joe Duffie, Joan Hernandez, Pam Carter, Jim Haggerton, Dennis Robertson and David Fenton were also present. Rhonda Berry, City Administrator; Shelley Kerslake, City Attorney; Lucy Lauterbach, Legislative Analyst; Bob Baker, Deputy City Clerk; Steve Lancaster, Community Development Director; David Haynes, Police Chief; Jim Morrow, Public Works Director; and Derek Speck, Economic Development Coordinator. SPECIAL PRESENTATION: Suburban Cities Association Award to Mayor Mullet. CITIZEN COMMENT: Mary Alyce Burleigh, Mayor of Kirkland and President of Suburban Cities Association, recognized Mayor Mullet for his ongoing contributions to the Suburban Cities Association since 2002 when elected South Caucus Chair and SCA Vice President. Instrumental in affecting positive changes with the organization, Mr. Mullet served as SCA Chair in 2004. With changes in staffing and location, Mayor Mullet continues to be an active member of SCA and has represented the organization on such issues as economic development, regional water quality, solid waste, parks, and pools. Upon being presented with a desk clock for his contributions to the organization, Mayor Mullet briefly spoke and called the experience an "outstanding pleasure." Additionally, he introduced his wife, Bonnie; son, Scott; daughter in law, Christy; and two granddaughters. Deb Eddy. 5526 127 Ave. E.. Kirkland WA, former Director of Suburban Cities Association, said she was "compelled to drive from Kirkland... out of sheer joy of working with.." Mayor Mullet during her tenure with the organization. She noted SCA has experienced many positive changes and called the Mayor a "steady hand" throughout each of those changes. Both ladies thanked the Council and City staff for "sharing" Mayor Mullet with the Suburban Cities Association. a. Approval of Minutes: April 18. 2005 Regular b. Approval of Vouchers: #315289 315586. in the amount of $507.427.10 City of Tukwila City Council Reaular Meetina Minutes DUFFIE MOVED; HERNANDEZ SECONDED; TO ACCEPT THE CONSENT AGENDA AS PRESENTED. The motion carried 7 0. UNFINISHED BUSINESS: a. Proposed resolution ratifvina amendments to Countywide Plannina Policy (CPP) for Kina County A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RATIFYING FIVE PROPOSED AMENDMENTS TO THE COUNTYWIDE PLANNING POLICIES FOR KING COUNTY, AS RECOMMENDED BY THE KING COUNTY GROWTH MANAGEMENT PLANNING COUNCIL FENTON MOVED; DUFFIE SECONDED; TO HAVE THE PROPOSED RESOLUTION READ BY TITLE ONLY. The motion carried 7 -0. Shelley Kerslake, City Attorney, read the title of the proposed resolution. Page 2 of 4 May 02. 2005 FENTON MOVED; DUFFIE SECONDED; TO ACCEPT THE PROPOSED RESOLUTION AS READ.* Discussion: Councilmember Carter noted one of the amendments now recognizes the Tukwila South Potential Annexation Area (PAA) extending south of 204 Until this time, the CPP's have not recognized this area as it was in the SeaTac area. SeaTac amended its Comprehensive Plan (in 2004) to eliminate the overlap and their desire for that to be included in their map. For that reason the CPP's are able to recognize the area as being within Tukwila's PAA and a new County map will be done to reflect same. *Vote on the motion: The motion carried 7 0. APPROVED RESOLUTION #1576 b. Authorize Mayor to sign a contract with Custom Security Systems. in an amount not to exceed $83,883.10, for the Security Card ID and Access Control System Proiect ROBERTSON MOVED; FENTON SECONDED; TO AUTHORIZE MAYOR MULLET TO SIGN A CONTRACT WITH CUSTOM SECURITY SYSTEMS, IN AN AMOUNT NOT TO EXCEED $83,883.10, FOR THE SECURITY CARD ID AND ACCESS CONTROL SYSTEM PROJECT. The motion carried 7 0. REPORTS: a. Mayor Mayor Mullet will attend a shared strategies meeting (May 3) relative to the Endangered Species Act (ESA) in Puget Sound. Later the same day, he will attend a meeting between Segale Properties staff and City staff to discuss Tukwila's "position on working through the... upcoming project." Steve Lancaster, Community Development Director, noted a key milestone in the project is preparing the development agreement. City staff worked to create an effective developer's agreement which has been forwarded to Segale's lawyers for review. The document shall be reviewed and negotiated in the ensuing weeks. In conclusion, he reminded Council they are the "ultimate authority" on the issue and noted all are working to create a document which is in the best interests of all involved. Next, Mayor Mullet announced the Museum of Flight will sponsor another Memorial Day Celebration, yet noted details are sketchy at this point. He also noted it does not appear to be as elaborate as those in City of Tukwila Citv Council Regular Meeting Minutes Page 3 of 4 Mav 02. 2005 the past; i.e., no known special guests or groups are expected to be on hand. Ms. Lauterbach will gather and disseminate additional information as it becomes available. b. Council Councilmember Joe Duffie participated in the tour of the New Holly Park Development a multi family development in south Seattle. In observance of the National Day of Prayer, he also announced "The Walk of Encounter: Be Transformed in Christ" event at Foster Tukwila Presbyterian Church, beginning at 7:00 p.m. May 13 and ending at 9:00 p.m. May 14. Councilmember Joan Hernandez attended the April 23 grand opening event at the Starfire Sports facility. She was also present the same day when SGI of Tukwila presented the City with a $3,000.00 check for the planting of trees on Tukwila International Boulevard. She attended the April 26 Utilities Committee meeting, the April 28 Chamber meeting and a later event at Foster High School relative to the World's Fair Pampering Parents Day. And, finally, she praised the efforts of Derek Speck, Economic Development Director, for arranging a tour of the New Holly Park Development. Council President Pamela Linder thanked Councilmembers Hernandez and Carter for suggesting a tour of New Holly Park. She, too, enjoyed the tour. Councilmember Carter attended the 6 Annual Coin Show at Tukwila Community Center on April 30. She also attended an April 26 meeting between officials from Sound Transit, Renton and Tukwila. Councilmember Jim Haggerton attended the April 26 meeting between Sound Transit, Renton and Tukwila officials. He also attended the April 27 Cascade Water Alliance Board of Directors meeting. Councilmember Dennis Robertson attended this evening's Finance and Safety Committee meeting. Councilmember David Fenton reminded Council of the May 5 National Day of Prayer event to be held at the flagpole in front of Tukwila City Hall. City staff and Council were all invited to the "Noon Prayer" event at Noon, May 5. The "Global Day of Prayer" will take place May 15, 2005 from 5 to 7 p.m. at the Foster High School Stadium. c. City Administrator Rhonda Berry, City Administrator, had no report. d. City Attorney Shelley Kerslake, City Attorney, had no report e. Legislative Analyst Lucy Lauterbach, Legislative Analyst, informed Council of a Joint City Council /Planning Commission meeting on Tuesday, May 10, 2005 (6:00 p.m.) to discuss "Walkable Communities." Consultant Dan Burdan will be on hand to discuss the issue. The event is also sponsored in part by the City's Parks Commission. MISCELLANEOUS: Mayor Mullet announced the pending retirement of Darlene Heskett, Municipal Court Administrator, effective May 31, 2005.
